Opis:: The purpose of this research is to characterize and evaluate the results of economic development of Poland and Lithuania. In order to analyze the changes of economic development, the index of economic development as share of sustainable development is used. Empirical analysis for the years 2005–2012 is conducted. As a result of the research – the country’s main macroeconomic development indicators are unified in order to create a development index.

Tytuł:: The public debt of Ukraine in the economic development policy in the war and post-war periods : bibliometric analysis

Opis:: Public debt can attract funds to finance public needs and stabilize the country’s economic development. This study aims to analyze the relationship between public debt and economic development considering the war actions in Ukraine. This paper uses bibliometric analysis, comprising in-built Scopus and WoS instruments, VosViewer, and Google Trends tools. The overall results show the close relationship between public debt, economic development, and war (armed conflict) concepts. The publications were examined according to key features: containing the keywords from the green and red clusters; covering the period 2015–2018 and 2022; and discussing public debt in Central and South-Eastern Europe. This improved the theoretical and methodological approach to the bibliometric analysis of public debt. Moreover, the study identified risks (based on selected scientific publications) to which the primary attention should be paid during the war and post-war periods in Ukraine: currency and demographic risks. Key recommendations were provided to ensure debt security during the war and post-war periods. However, the given recommendations should be implemented within the framework of the Recovery Plan of Ukraine, which would improve the credit rating and reliability of the state.

Opis:: The article addresses the economic theories that have arisen on the basis of development economics of the 20th century. The aim is to present the evolution of these concepts and to evaluate them. Historical, descriptive and comparative methods were used. The author argues that in face of current development issues a return to historical sources, combined with their proper reading and (re) interpretation, enables formulation of important conclusions for the present and setting more accurate targets for the future. Thanks to this reading and reinterpretation policy makers have a chance to avoid errors in managing the current socio-economic policy. The analysis led to the conclusion that (1) the understanding of economic development was at first narrowed to growth but with time has moved to (2) to the category of socio-economic development and in the 1950 s a new sub-discipline of economics - development economics - was developed. Its achievements helped to take into account in today's prevailing approaches the social determinants of economic growth, of which sustainable development is the most popular.

Opis:: Rwanda is particularly interesting example of the economic success from the perspective of institutional development. It significantly improved the conditions of doing business during the last decade and is one of the most free countries across Sub-Saharan Africa (Heritage Foundation, 2019). In the article main institutional reforms are analyzed and compared to the other East African Community member states. The main aim is to identify the factors (institutional reforms) that helped Rwandan economy to transform and develop quickly during the last decade. The article focuses on the role of Rwandan Development Board in creating the conditions encouraging the inflow of FDI. The institutional reform analyses is based mostly on Doing Business Reports.

W związku z ewolucją globalnych stosunków gospodarczych w XXI wieku, Czarny Ląd znajduje się obecnie w decydującym momencie swojego rozwoju. Od podjętych decyzji będzie zależeć jego rozwój w najbliższych dekadach. Przeprowadzono dogłębną analizę wielu czynników, determinujących obecny stan gospodarki kontynentu. Na tej podstawie wybrano najkorzystniejszą dla niego strategię rozwoju, a mianowicie: rozwój przemysłu napędzany eksportem rolnictwa oraz wdrożenie praktyk protekcjonistycznych w celu ochrony nowych gałęzi przemysłu. W ostatnim rozdziale pracy zamieszczono studium przypadku jednego z najbiedniejszych krajów Afryki, Rwandy oraz jednego z najbogatszych, Nigerii.
The thesis presents opportunities and threats for Africa's economic growth and future development paths for the continent. Due to the evolution of global economic relations in the XXI century, the Black Continent is now at the crucial point of its development. Its economic progress in the forthcoming decades will depend on the decisions made today. The thesis contains an analysis of many factors that determine the current state of the continent’s economy. On its basis the most advantageous strategy for its development was chosen: the industry growth led by agriculture export and the implementation of protectionist practices in order to shield the new industries. The last chapter of the thesis is a case study of one of the poorest african countries, Rwanda, and one of the richest, Nigeria.

Opis:: The object of the study is to monitor the economic development of territories. As a result, a detailed analysis revealed the absence of a single action algorithm for diagnosing the economic development of territories. As a result of the analysis of the terminological apparatus, the essence of monitoring the economic development of territories is clarified, by which is meant the process of measuring, fixing, evaluating, con-trolling, analyzing and forecasting key characteristics based on information technologies and intended for current and strategic goals of managing the country’s territory. The paper proposes a model for the formation of an information-analytical system for monitoring the economic development of territories, based on the use of IDEF0 functional modeling and includes a specific set of stages, each of which solves a set of tasks with an indication of mechanisms and tools. The practical implementation of a functional model for the formation of an information-analytical system for monitoring the economic development of territories will effectively organize the collection of information, objectively assess the dynamics of changes in the regions, and also forecast the development of economic processes in the country.

Opis:: The aim of this paper was to indicate on which stage of an economic development path is probably Poland. The subject of this paper was one of the economic development paths, named usually the investment development path, which model has been shaped mainly by J. H. Dunning and R. Narula. This model is also similar to the model of the economic development path proposed by M. Porter. Therefore, were discussed the changes in the main elements of this model, which took place in the Polish economy in 1995-2012. Those elements were the trade structure diveded by the degree of technological sophistication, direct investment and indicators of economic performance. In order to verify if in the case of Poland have been occurred economic dependences assumed by the representatives of this model also was carried out correlation and regression analysis. The results of the study suggest that Poland shifted to the third stage of analyzed economic development path where more emphasis is placed on innovations as the country moves toward producing more technology intensive products.

Opis:: The purpose of this article is to identify potential sources of failure of the development of economics and new institutional economics in solving problems of economic development, and to present arguments that development economists use the simplified concept of institutions. For this reason they recommend economic policies that do not include the complexity of the process of institutional change. The first part of the article is devoted to outline the current state of research on economic development in the new institutional economics. The elements of the institutional theory of economic change are presented here. The second part presents the impact of the new institutional economics on dominant discourse on economic development, and how the development consensus has evolved. The new consensus has strong institutional character, but in fact, this institutional analysis is quite different from the analysis of the new institutional economics. The third part of the article shows how development economists use institutional analysis in their research. Most of them use the simplified concept of institutions. The economics policy, that they recommend, assumes that institutions could be easily changed, if the local specificities were taken into account. Policy makers want clear guidelines that they could use in practice. New institutional economists often indicate that the process of economic development is complex and, therefore, economic policy would probably not be effective. Moreover there is no workable general theory of institutions available to us. Therefore, it seems that in the case of solving problems of economic development, we should devote less attention to the general theory, and focus more on institutional microanalysis. In this way, it may be easier to create guidelines for a successful economic policy.

Opis:: Subject and purpose of work: The main goal of the article is to prove the impact of the Wałbrzych Special Economic Zone (WSSE) "Invest Park" on the development of the Wałbrzych Agglomeration region. Materials and methods: The research carried out in 2017-2018 involved three groups of respondents: Wałbrzych Agglomeration residents, entrepreneurs and local government authorities. The study was supplemented with the information from WSSE "Invest Park". Results: For all three groups of respondents, WSSE "Invest Park" plays an important role in the development of the Wałbrzych Agglomeration. Its creation had the greatest impact on reducing the unemployment rate and also on improving the infrastructure. It is also important that WSSE top many rankings, gaining the first position as one of the best investment areas. Conclusions: Establishing the WSSE in the area of the Wałbrzych Agglomeration has had a significant impact on the development of the region. This development is visible in the activities undertaken in the zone, attracting investors and creating new investment areas.
Przedmiot i cel pracy: Głównym celem artykułu jest wykazanie jaki wpływ na rozwój regionu Aglomeracji Wałbrzyskiej ma Wałbrzyska Specjalna Strefa Ekonomiczna (WSSE) „Invest Park”. Materiały i metody: Realizacja celu wymagała odniesienia do badań własnych przeprowadzonych w latach 2017 - 2018 na 3 grupach respondentów – mieszkańców Aglomeracji Wałbrzyskiej, przedsiębiorców oraz władz samorządowych. Badanie uzupełniono materiałami informacyjnymi Wałbrzyskiej Specjalnej Strefy Ekonomicznej „Invest Park”. Wyniki: W wyniku badań autorki podkreśliły zbieżność opinii trzech grup respondentów. Dla wszystkich badanych Wałbrzyska Specjalna Strefa Ekonomiczna „Invest Park” odgrywa ważną rolę w rozwoju obszaru Aglomeracji Wałbrzyskiej. Jej utworzenie miało największy wpływ na zmniejszenie zjawiska bezrobocia w regionie a także na polepszenie infrastruktury liniowej i punktowej obszaru. Znaczenia nabiera również fakt, że WSSE wygrywa wiele rankingów, plasujących ją jako jeden z najlepszych obszarów inwestycyjnych w Polsce. Wnioski: W kontekście obranego celu pracy, w opinii autorek utworzenie Specjalnej Strefy Ekonomicznej na obszarze Aglomeracji Wałbrzyskiej miało istotny wpływ na rozwój regionu. Jednocześnie rozwój ten jest ciągle widoczny w podejmowanych w strefie działaniach, pozyskiwaniu nowych inwestorów i tworzeniu nowych obszarów inwestycyjnych.

Opis:: There are many studies focused on the role of economic freedom in creating conditions supportive for economic growth. Most of the recommendations in this area are based on the observations of the highly developed countries. But is it reasonable to generalize these findings to other countries, independently from their conditions? Contemporarily, the number of the research conducted for the countries outside the world's forefront is growing. Results are varied – some elements of economic freedom seem to be effective unconditionally, some of them bring different results. The aim of the paper is to examine the role of such factors as a stage of economic development, geographical location, and culture in the context of the efficacy of economic freedom. The study was conducted with usage of regression models for panel data and based on the indicators connected with economic freedom and economic growth.
