Opis:: Purpose: This paper assesses the possibility of using Environmental Protection Programmes (EPPs) in Polish local government as a tool to manage and protect the environment. In Poland, local government units (LGUs) at all levels are obligated by law to prepare EPPs in accordance with the principle of sustainable development. Methodology: A survey was used as a research tool to determine the role of EPPs in LGUs at the community level. This research attempted to answer the following question: Are environmental protection programmes merely a document that communities are obligated to prepare? Findings: The results of this research show that community awareness is still very low. Communities only prepare the EPPs, but they do not think about using them as a long-term management tool. Originality/value: This research contributes to showing the role of EPPs in the management of communities in Poland. Research limitations: A limitation of this research is the number of respondents, as it only included a small number of Polish communities. Another limitation is that this research presents only the view of one group of stakeholders – clerks.

Opis:: The article presents the results of the analysis of the declarations of the authorities of small and medium-sized cities in Poland regarding the need to implement adaptation measures to the effects of climate change, and an assessment of the adequacy of the planned activities in this area. As part of the study, Environmental Protection Programmes in 80 cities with a population of up to 100,000 inhabitants were analysed. In the beginning, the most important challenges that the effects of climate change pose for cities are discussed. Then the results of the research are described and discussed. The paper ends with a short summary. The obtained results are not unambiguous. On the one hand, it has been shown that the issues of environmental protection and adaptation to climate change are not among the most important priorities of the authorities of small and medium-sized cities, and the way of presenting the issue of adaptation in the analysed documents, concerning the threats caused by the effects of climate change, is not sufficient and adequate to the level of danger. On the other hand, the results show that the importance of this problem has been increasing in recent years and that the authorities of small and medium-sized towns more and more often declare the need and readiness to support adaptation measures.

Opis:: W pracy przestawiono realizację programu rolnośrodowiskowego w województwie warmińsko-mazurskim przez wybraną do badań grupę rolników. Pokazano podstawowe motywy, którymi rolnicy kierowali się, przystępując do programu. Wskazano, które pakiety i dlaczego cieszyły się największym zainteresowaniem respondentów. Uzyskano odpowiedzi rolników, które instytucje z otoczenia rolnictwa pomagały im w realizacji pakietów oraz jakie były główne przyczyny wycofywania się z realizacji programu rolnośrodowiskowego. W konkluzji stwierdzono, że program rolnośrodowiskowy jest istotnym narzędziem, służącym ochronie środowiska przyrodniczego na obszarach wykorzystywanych rolniczo, oraz że znaczenie tego programu w obecnej i przyszłej polityce rozwoju obszarów wiejskich będzie znacząco wzrastać.
The paper presents the accomplishment of agri-environmental programme in Warmia and Mazury Province by selected group of farmers. Basic reasons that motivated farmers to join agrienvironmental programmes are presented. Packages which appeared most popular and interesting for farmers are listed. The farmers responded which institutions did offer a support in package realization and what were the main reasons of farmers' withdrawal from agri-environmental programmes. It was concluded that agri-environmental programmes were the basic instrument for environmental protection in rural areas and that their importance will be markedly increasing in present and future policy of the development of rural areas.

Opis:: W pracy dokonano oceny roli i skuteczności gminnych programów ochrony środowiska w planowaniu działań na rzecz ochrony gleb przed erozją na obszarach wiejskich Pomorza i Kujaw. Oceniono zakres i stopień uwzględnienia w nich działań przeciwerozyjnych w przyjętych priorytetach ekologicznych oraz rodzajach i harmonogramie działań proekologicznych, a także zaproponowane wskaźniki i mierniki służące monitorowaniu efektów ekologicznych. Określono możliwości wykorzystania gminnych programów ochrony środowiska w opracowaniu skutecznego modelu zarządzania ochroną przeciwerozyjną gleb. Zaproponowano niezbędne do wprowadzenia zmiany w gminnych programach ochrony środowiska, które mogą przyczynić się do wzrostu znaczenia tych dokumentów w planowaniu działań ochronnych oraz możliwości ich praktycznego zastosowania w skutecznym zarządzaniu przeciwerozyjną ochroną gleb.
The paper presents an assessment of the role and effectiveness of commune environmental programmes in planning of actions to protect soils from erosion in rural areas in the Pomerania and Kujawy region. Their aims, ecological priorities, types and time-tables of environmental friendly actions and ecological indicators were evaluated in view of soil protection from erosion. Their potential was determined for the organisation of effective management model of counter-erosion protection of soil habitat. Necessary changes were indicated to increase the importance of these documents in planning of protective measures and possibilities of their practical application in effective counter-erosion management.

Opis:: W pracy dokonano oceny roli i skuteczności powiatowych programów ochrony środowiska w planowaniu i koordynacji działań na rzecz ochrony gleb przed erozją. Określono możliwości ich wykorzystania w organizacji skutecznego modelu zarządzania przeciwerozyjną ochroną środowiska glebowego. Analizą objęto 19 programów opracowanych dla wszystkich powiatów województwa kujawsko-pomorskiego. Oceniono zakres i stopień uwzględnienia w nich działań z zakresu ochrony gleb przed erozją w określonych celach i priorytetach ekologicznych, poziomach celów długoterminowych, rodzajach i harmonogramie działań proekologicznych. Analizę tę poprzedzono oceną stopnia zagrożenia erozją użytków rolnych w badanych powiatach. Stwierdzono, że powiatowe programy ochrony środowiska są cennym źródłem informacji o stanie zasobów przyrodniczych. Wskazano niezbędne do wprowadzenia zmiany i modyfikacje, które przyczynią się do wzrostu znaczenia tych dokumentów w kształtowaniu i planowaniu regionalnej polityki ekologicznej oraz możliwości ich praktycznego zastosowania w skutecznym zarządzaniu przeciwerozyjną ochroną gleb.
The paper presents an assessment of the role and effectiveness of county environmental programmes in planning and coordination of actions to protect soils from erosion. Their potential was determined for the organisation of effective management model of counter-erosion protection of soil habitat. Nineteen programmes elaborated for all counties in Kujawsko-Pomorskie Province were analysed. Their aims, ecological priorities, long-term goals, types and time-tables of environmental friendly actions were evaluated in view of soil protection from erosion. The analysis was preceded by the erosion risk assessment in studied counties. It was found that county environmental programmes are valuable sources of information on natural resources. Necessary changes and modifications were indicated to increase the importance of these documents in planning regional ecological policy and possibilities of their practical application in effective counter-erosion management.

Opis:: The aim of the paper is to assess the effectiveness of the implementation of EU nature conservation measures in Polish agriculture. Environmental regulations influence main groups of Common Agricultural Policy instruments. In the Pillar I of the policy, this refers to cross-compliance, while in Pillar II this refers to agri-environmental programmes, the Natura 2000 payments and organic farming support. The implementation is ineffective and insufficiently directed to nature conservation. Domestic environmental and agricultural policy are not coordinated in all aspects. This is related to delay in construction of protection plans which are necessary for proper policy in the Natura 2000 network. Consequently, the specialized payments for farmers in the Natura 2000 network have not been implemented yet and agri-environmental measures have been implemented only partially. Moreover, the system of control and certification in organic farming does not involve requirements referring to biodiversity. There are some deficiencies in biodiversity protection standards within domestic regulations of cross-compliance. In this situation, Polish agriculture could contribute to degradation of biological diversity in rural areas.
Celem artykułu jest ocena skuteczności wdrażania działań ochrony przyrody w polskim rolnictwie. Regulacje środowiskowe wpływają na zmiany niektórych instrumentów Wspólnej Polityki Rolnej UE (WPR). W pierwszym filarze tej polityki dotyczy to zasady zgodności środowiskowej (cross–compliance), w drugim filarze programów rolnośrodowiskowych, płatności w sieci Natura 2000 i wsparcia rolnictwa ekologicznego. W Polsce działania te są wdrażane nieskutecznie oraz są niewystarczająco ukierunkowane na ochronę różnorodności biologicznej. Odnosi się to zarówno do krajowej polityki rolnej i środowiskowej. W pewnych aspektach nie są one skoordynowane. Przejawia się to w opóźnieniach opracowywania i wdrażania planów ochrony i planów zadań ochronnych, które są niezbędne do prawidłowej polityki w sieci Natura 2000. W rezultacie nie wdrożono wyspecjalizowanych płatności dla rolników w sieci Natura 2000, a program rolnośrodowiskowy został zrealizowany w ograniczonym zakresie. Ponadto, system kontroli i certyfikacji w rolnictwie ekologicznym nie zawiera wymogów ochrony różnorodności biologicznej. W tej dziedzinie występuje też wiele niedoskonałości w zestawie standardów cross-compliance. W takiej sytuacji Polskie rolnictwo może wpływać na degradację różnorodności biologicznej na obszarach wiejskich.
