Opis:: The aim of this paper is to present an alternative financing mechanism that could be used in the next programming period. The first section briefly examines the main differences between a financing system that is based on grants and one that is based on financial instruments. Next, the author describes the financial engineering instruments used at the national and EU levels. The final section assesses the advantages and disadvantages of financial mechanisms that combine financial instruments with private capital. As the SWOT analysis shows, the financial engineering instruments could be effectively used to increase the absorption of EU funds in the period 2014–2020.

Opis:: The paper looks at the EU’s multi - annual financial programming with particular emphasis on the current multi-annual financial framework (MFF) for 2007–2013. The paper begins by describing the main categories of revenue and expenditure of the EU budget during the period 1988–2011. Next, the origin of the EU’s medium‑term planning is briefly presented, as well as the first three (i.e. 1988–1992, 1993–1999 and 2000–2006) financial frameworks. The final section assesses the 2007–2013 framework. On the basis of this analysis, the author concludes that over the years major changes have occurred in both the income sources and spending priorities for the EU budget.

Opis:: The mechanisms provided for spending of the EU funds make it clear that interests realised within the European Union vary and are sometimes opposing. Still, the Member States want to provide the most appropriate and compliant with the law spending of the European funds. They are willing to provide, through regulations, rigorous requirements for spending of these funds, and to make the European Commission control their compliance with these regulations. If these regulations are breached, the European Commission is authorised to take supervisory actions, which include imposing financial corrections that ensure that money is returned to the common budget. In her article, the author presents and comments on the new regulations of the European Union adopted for the 2014-2020 programming period that set forth the rules for imposing financial corrections by the Commission on the EU Member States.

Opis:: Financial frauds lead to the disturbance of a normal development of stock markets. When they appear, the funds are not properly allocated, which has a negative impact on economic growth. In most cases, investors make decisions taking into consideration economic information presented by companies. Financial frauds substantially affect data included in financial statements. For this reason, it seems important to undertake steps aiming at fraud detection. A key role in this issue may be assumed by auditors who are responsible for identifying significant financial irregularities.

Celem pracy jest pokazanie wymiernych efektów wdrażania instrumentów polityki regionalnej w Polsce poprzez poziom konwergencji. Praca składa się z trzech rozdziałów. Pierwszy z nich to rozdział teoretyczny poświęcony historii polityki regionalnej oraz wyjaśnieniu podstawowych pojęć. W drugim rozdziale została przedstawiona polityka regionalna w Polsce od momentu przystąpienia do Unii Europejskiej wraz z charakterystyką podstawowych dokumentów. Ostatni rozdział jest próbą przedstawienia efektów instrumentów finansowych polityki regionalnej w Polsce w postaci konwergencji i poziomu rozwoju gospodarczo-społecznego Polski.
Describing the impact of regional policy of the European Union to the regional development in Poland is a subject of this thesis from the moment of entering the European Union including the economic aspect and social. Showing notable effects of implementing instruments of the regional policy in Poland through the level the convergence is a purpose of the work. The work consists of three chapters. First from them it is a theoretical chapter devoted to the history of the regional policy and clarifying basic concepts. A described regional policy stayed in the second chapter in Poland from the moment of acceding to the European Union along with characteristics of basic documents. The last chapter is an attempt to describe effects of financial instruments of the regional policy in Poland in the form of the convergence and the economic-social level of development of Poland.
