Opis:: In this article approaches toward solving housing problems of the homeless in Ukraine and in Poland are compared. Particular attention is paid to the types of housing objects and their location. The report on the situation in Poland became a basis to formulate recommendations for new Ukrainian housing policy concerning the homeless. In the group of almost several hundred thousand homeless people in Ukraine, the majority are citizens of working age and with secondary education. Although single people largely prevail in this group, the numer of those with families is increasing. According to the official estimates, in Poland there are 30–40 thousand homeless people. This group consists mainly of middle-aged unqualified men, mostly single ones. It is observed that the period of being homeless is extending each year. Similarly, the share of highly educated homeless is increasing. Both in Poland and Ukraine, people deprived of their homes concentrate in urban agglomerations and big cities. The authors conclude that shaping Ukrainian housing policy ought not focus on shelters, which are oriented towards chronic homeless, but on dwellings which enable rehabilitation, socialisation and re-integration of the excluded people with the society. Social rehabilitation should consist of 2–4 stages depending on individual cases. For each of the stages a type of dwelling is suggested. The article provides also some remarks on location of dwellings for the homeless. They are aimed at minimizing tensions between the homeless and the community where the institution is supposed to operate.
W artykule podjęto się porównania podejść do rozwiązywania problemów mieszkaniowych osób bezdomnych na Ukrainie i w Polsce. Szczególną uwagę poświęcono rodzajom obiektów mieszkaniowych oraz ich lokalizacji. Omówienie aktualnej sytuacji w Polsce stało się podstawą do sformułowania rekomendacji odnośnie kształtowania nowej polityki mieszkaniowej w zakresie lokalizacji i projektowania obiektów mieszkaniowych dla bezdomnych na Ukrainie.

Przybliżają one długookresowe sprowadzanie mieszkalnictwa społecznego przez mechanizmy rynku do funkcji rezydualnych o charakterze głównie socjalnym. Sprowadzanie to zachodzi – jak przekonuje przykład Francji – nawet w zachodnioeuropejskich rozwiniętych państwach gospodarki rynkowej, próbujących w okresie powojennej prosperity umasowienia rozwoju mieszkalnictwa społecznego. Można tu mówić o stopniowym wypieraniu modelu masowego mieszkalnictwa społecznego przez model rezydualny. Wynikają z tego także wnioski dla Polski.
This paper contains observations concerning the fate of the socially oriented housing policy. They familiarize the reader with long-term reduction of social housing to the residential functions, mainly of social nature, by the market mechanisms. Such reduction occurs, as we can notice in France, even in developed Western European market economies which used to generate mass social housing development during the post-war prosperity period. We can talk about a gradual replacement of the mass social housing model by the residential model. That process provides some indications for Poland as well.

Opis:: This review discussed the book by Michał Jacek Jarmuż (2020), entitled Housing Problems in Poland in the 1970s in the Light of Personal Documents [Problemy mieszkaniowe w Polsce w latach siedemdziesiątych XX wieku w świetle dokumentów osobistych] which was published in 2020 by the Institute of History of the Polish Academy of Sciences in Warsaw. This publication is the result of the doctoral dissertation defended in 2014, written under the supervision of prof. Dariusz Jarosz at the Institute of History of the Polish Academy of Sciences in Warsaw, who has specialized and researched for many years, inter alia, housing issues in 20th-century Poland, doing so both through the lens of classic archival files and personal documents (Jarosz, 1996; 2006; 2008; 2010; Miernik, 2006). This fact undoubtedly influenced the choice of research topics and the type of historical sources used in the work.

Opis:: Celem artykułu jest prezentacja wiodących elementów życia codziennego ludności z terenu województwa leszczyńskiego w latach 1980–1989. Podstawą źródłową są listy czytelników, które opublikowano na łamach wojewódzkiego tygodnika „Panorama Leszczyńska”. Prezentują one tematykę kryzysu gospodarczego (wynikających z niego problemów socjalno- bytowych), stosunku społeczeństwa do władz lokalnych i pracowników handlu. Kreślą także obraz socjalistycznego społeczeństwa, w którym przejawiają się postawy: marnotrawstwa, alkoholizmu, nieszanowania wspólnej własności, niskiego etosu pracy.
The aim of the article is to present main elements of everyday life of the population living in the territory of the Leszno Voivodeship in 1980–1989. The sources are readers’ letters published in the voivodeship weekly “Panorama Leszczyńska”. They show the economic crisis (in particular the social-living problems appearing as its result), society’s attitude towards local authorities and trade workers. They also draw a picture of the problems of socialist society: waste, alcoholism, disrespect for common property, poor work ethos.

The subject of the article are the analysis and evaluation of views on the economic approach to housing policy in the Polish scientific literature after 1989. This matter is contained in the publications of IGM and ZM IRM, and others. The approach of researchers from outside the IGM and ZM IRM selects, among others, liberal, strictly economic approach to the issue of housing. A number of views and proposals of these researchers confirms this position by the authors of IGM and ZM IRM.

The report was prepared in connection with the fifth anniversary of the operation of the Housing Department in the Institute of Urban Development. This is an attempt at analysis and evaluation of research as well as of contents of basic publications developed in that research unit. The Housing Department is presently the only institution in Poland that focuses its activities on housing issues. So far, the epartment's scientific and publication output has not been a subject of recapitulating analyses and a synthesising look.

Opis:: Rozwój transportu spowodował wzrost liczby samochodów osobowych. Zjawisko to przyczyniło się do pogłębienia problemów z parkowaniem w miastach oraz na osiedlach mieszkaniowych z wielkiej płyty. Coraz więcej osiedli boryka się z problemami związanymi z nadmierną liczbą pojazdów parkujących przy blokach. Fakt ten przyczynia się do: pogorszenia bezpieczeństwa w ruchu drogowym, zastawiania dróg pożarowych, chodników i terenów zielonych, zmniejszając tym samym jakość życia mieszkańców. Artykuł ma na celu omówienie wybranych dróg postępowania przez podmioty odpowiedzialne za politykę parkingową w miastach. Rozwiązania są różne i zależne od kryterium, jakim jest czas. W perspektywie krótkookresowej działania polegają na przejmowaniu otwartych przestrzeni, często terenów zielonych, placów zabaw, na tereny pod budowę parkingów jednopoziomowych oraz parkingów przyblokowych. Wśród inicjatyw długookresowych wymienia się budowę parkingów wielopoziomowych, przy równoczesnym ograniczaniu liczby miejsc parkingowych na osiedlach. Do korzyści z uwalniania osiedli mieszkaniowych z pojazdów, należą: poprawa bezpieczeństwa w ruchu drogowym, zmniejszenie zanieczyszczeń oraz odzyskiwanie terenów rekreacyjnych na potrzeby dzieci, młodych i starszych osób.
Development of transport has caused an inerease of the number of passenger cars. This phenomen on has contributed to the deepening problems of parking in the housing estates with prefabricated in large cities. More and more settlements suffer from problems associated with excessive numbers of yehicles parked next to the blocks. This fact causes worse a neighborhood traffic safety, blocking fire roads, payements and green areas. It determines lower quality of life. The article is aimed at discussion on selected ways of proceeding by parties responsible for parking policy in urban areas. There are many various solutions, depending on the criterion of temporary measures. In the short term actions consist of taking over open space, green areas, playgrounds to construct single-level car parks and parking lots next to blocks. Among the long-term initiatives we can mention construction of multi-level car parks on housing estates. In this case, the number of parking spaces on housing estates is to be limited. However, there are various barriers associated with such an investment. Among the benefits of the release of housing estates from vehicles one can see improvement of road safety and the retrieval of recreational areas for children, young and old people.

The present article is an attempt to outline briefly the “defensive strategies” of the citizens of communist Poland against compulsory assigning of new tenants to their dwellings, presented in the light of the source materials found in the Central Archives of Modern Records in Warsaw. The set of documents contain also the letters about housing matters, addressed, among others, to the Office of the Council of Ministers and the Ministry of Public Administration. Their authors used various arguments, from the appeals to the state’s ideology to their own services on behalf of communist Poland. They were also taking full advantage of their professional position and social standing (this was extremely successful).Assigning new occupants to existing houses was one of the solutions with which the authorities responded to the housing problems within their housing policy. In 1944–1956 the possibility to assign new individuals or whole families to “underpopulated” homes was the subject of hope by some while the subject of concern by others. “Underpopulation” occurred when the living space in square metres per a tenant was bigger than the norm set by the central and local authorities. For example: a family of three persons was allowed to occupy two rooms; a single person, regardless of their professional occupation, could have only one room.As a result of such restrictive regulations issued by the authorities of the Polish People’s Republic, the most aggrieved social group in the struggle for self-contained home became those whom the Republic was supposed to serve – the workers.

The article present selected housing problems in Polish towns and cities in 1944–1956 that were referred to in the fi les of the Ministry of Municipal Economy stored in the Central Archives of Modern Records in Warsaw. According to the preserved documentation, the most frequent matters were: moulds (at the time described as a plague), refurbishments of residential buildings, their equipment with basic systems, i.e. water supply and sewage disposal; rubble clearings of towns and mining damages.The analysed documents have made it possible to present certain numbers, hard to acquire in a different way, pertaining to the abovementioned issues; for example, in 1950 in Wrocław 70 percent of buildings were damaged by mould. The percentage of townspeople using a municipal water supply system in 1949 was 58.9, and in 1955 – 66. In 1949 45.9 percent of people were using sewerage, while in 1955– 54.1. In 1953 only 13 percent of necessary repairs of water supply systems were carried out, while in 1954 – circa 23 percent.The thorough analysis led to the conclusion that even correctly diagnosed problems never got solved. This, roughly speaking, was the result of compulsory line of economic policy in Poland.

Throughout the whole period of Communist Poland, housing problems mirrored the image of socio-economic condition of the state and the situation of its inhabitants. Despite the evidence of censuses conducted in People’s Poland indicating progressing improvement in standards of dwelling houses and their decreasing overpopulation, in the 1970s the feeling of unsatisfied housing needs was prevailing. No wonder that in the face of constant discontent with the housing situation in Poland, all ways to relieve the housing tensions increased in importance, including the letters “to Warsaw”.Another critical aspect that was brought up in the analysed correspondence, besides the low standards of dwellings, was the necessity to separate families or to live in the excessively overcrowded apartment for many long years.The authorities’ responses described in the source material to those housing supplications were only a drop in the ocean of housing needs, an ephemeral reply to the most dramatic situations and neither solved nor helped to solve the global problem of thousands of people.
