Opis:: Over a span of the last two decades governments of many countries have made an attempt to implement e-Government. The goal of e-Government is to transform thoroughly business processes of administration on the basis of ICT and to make management of the state – by using money of taxpayers in the most efficient way as possible – intelligible and predictable, based on the open cooperation with citizens, enabling to control activities of the state and serving of well-being of all citizens. The topic of the article are barriers in e-Government implementation, divided into three categories – strategic, tactical and operational – are discussed. Since the obstacles overlap with each other it is sometimes difficult to define them unambiguously. In the article they are analyzed from the most general to the most particular ones.

W artykule omówione zostały także wyzwania, jakie wiążą się z intensywnym rozwojem państwa i gospodarki, co pociąga za sobą także rozwój administracji. Jak wynika z artykułu technologie cyfrowe umożliwiają realizacje zadań państwa w sposób bardziej wydajny, spersonalizowany i partycypacyjny. Rozwój cywilizacyjny oraz stały wzrost Internetu i technologii cyfrowych w społecznych stosunkach, wpływa na dynamiczną przemianę polskiego społeczeństwa. W tej sytuacji państwo oraz administracja powinny dotrzymać kroku obywatelom i skorzystać z możliwości związanych z cyfryzacją do efektywniejszego wykonywania zadań. Ważnym aspektem omówionym w artykule jest także konieczność odpowiedniego dostosowania poziomu wiedzy ludzi, którzy obsługiwać będą zinformatyzowane usługi. Na koniec należy zastanowić się nad zagrożeniami, które mogą płynąć z wciąż powiększającej się ingerencji systemów informatycznych w nasze życie. Może to wiązać się ze wzmożoną inwigilacją, która dokonywana jest względem, często nieświadomych obywateli.
This study discusses the issues of the informatization as an indicator of sustainable development of the state. As is clear from the text of the computerization program is designed to ensure that all of society, including businesses, government, the use of practical, safe and easy to use, generally available and technologically neutral tool, which is necessary to ensure the integrated development of the state. In turn, this development has its origins in the cohesion policy - it is important that less developed regions have equal chances of development. The article also discusses the challenges associated with the rapid development of the state and the economy, which entailsthe development of the administration. As is clear from Article digital technology enable realization of the state's tasks in a more efficient, personalized and participatory. The development of civilization and the steady increase in Internet and digital technologies in social relationships, affects the dynamic transformation of Polish society. In this situation, the state and the government should keep pace with citizens and take advantage of the opportunities offered by digitization to efficiently perform tasks. An important aspect in this article, there is also the need to adjust the level of knowledge of people who will operate the computerized service. Finally, consider the risks that could arise from the ever-growing interference systems in our lives. This may be associated with increased surveillance, which is made with respect to, often uninformed citizens.

Opis:: The development of theoretical foundations for computer networks and their practical implementation has given rise to the progressive computerization of armed activities. The idea of a communication medium resistant to a nuclear attack, which was developed in the late sixties of the twentieth century in the form of the ARPANET, affects strategic, operational and tactical dimensions of the modern battlefield. It is also an important element shaping the processes related to ensuring the security of the state, both in the internal dimension as well as in dealings with other actors of international relations. Multi-layeredness and the growing complexity of cyber space cause that cyber security policy has been placed not only in the context of critical infrastructure, but also all the aspects of ethical and legal issues are taken into account. The armed forces have become an integral part of the information society, and as such, have been increasingly influenced by the civil sphere. The militarization of cyber space results directly from increasing saturation of the state structure with ICT technologies and the growing importance of these components in the process of ensuring security. The wide access to ICT generates a new threat to the defense system, including the armed forces. The ability of the digital impact on the military sphere, evidenced by many non-state actors, is today the main reason for implementing regulations restricting the activity of citizens in the global network.

Opis:: Niezbędnym elementem każdej definicji e-administracji jest fakt wykorzystywania przez nią w swojej bieżącej działalności narzędzi informatycznych, a zwłaszcza Internetu. Dodatkowo niezbędnym atrybutem e-administracji staje się jej powszechna dostępność. Utożsamiana jest ona z nieograniczonymi ramami czasowymi - urząd dostępny jest dla obywatela 24 godziny na dobę i 7 dni w tygodniu. Akcentuje się także na jej elastyczność, otwartość i przyjazny mechanizm zapewniający współdziałanie pracowników różnych szczebli w celu załatwienia indywidualnych spraw interesantów (w tym obywateli i przedsiębiorców, osób fizycznych i prawnych) oraz zaspokajania ich zbiorowych potrzeb. Ale e-administracja wymaga także odpowiedniej organizacji i kadry, która swoimi umiejętnościami i zaangażowaniem jej idee będzie potrafiła wprowadzać w życie.
An indispensable element of each and every definition of e-administration is the fact of using by it, in its ongoing activity, computer tools, in particular, the Internet. Additionally, its common accessibility is becoming the indispensable attribute of e-administration. This is identified with unlimited temporal frameworks – the office if available to a citizen 24 hours a day and 7 seven days a week. What is also emphasized, is its flexibility, openness and a friendly mechanism ensuring the collaboration of employees of various levels in order to deal with the individual problems of clients (including citizens and entrepreneurs, natural and legal persons), and also meeting their collective needs. Nevertheless, e-administration also requires appropriate organization and staff, which, thanks to their abilities and dedication, will be able to put its ideas into practice.

Information systems support logistics management using the example of DHL company

Opis:: The subject of this thesis is " Information systems support logistics management using the example of DHL company". This subject is important because it represents the growth in access to information technology that comprehensively enhance management processes. The purpose of the diagnosis should be reasoning and information systems used in business logistics management support or not, despite common problems during their implementation. The work consists of three parts: theoretical, a short presentation of the company and the empirical. The theoretical part has been developed by professional literature in the field of logistics management, and systems used in logistics and was recognized in three chapters. The first chapter introduces the reader to the methodology of logistics management, presented the elements of the logistics system and its subsystems are described and identified key areas of IT in logistics. The second chapter is devoted to the three most popular IT systems used in logistics which are described in detail. The third chapter presents the problems of implementation of information systems, their selection, and shows how to provide an effective start system. The last fourth chapter presents the general characteristics of DHL. It includes also the empirical part which assessed the effectiveness of the implementation and operation of information systems described in the second chapter with the survey conducted in 2014 in the company of DHL.
Tematem niniejszej pracy magisterskiej są „Systemy informatyczne wspomagające zarządzanie logistyczne na przykładzie przedsiębiorstwa DHL”. Temat ten jest istotny gdyż przedstawia on coraz szerszy dostęp do technologii informatycznych, który w sposób kompleksowy wspomagają procesy zarządzania. Celem diagnozy powinno być wnioskowanie czy systemy informatyczne stosowane w firmie wspomagają zarządzanie logistyczne czy też nie, mimo występujących problemów podczas ich wdrażania. Praca składa się z trzech części: teoretycznej, krótkiej prezentacji firmy oraz empirycznej. Część teoretyczna została opracowana o fachową literaturę z zakresu zarządzania logistycznego, a także systemów informatycznych stosowanych w logistyce i została ujęta w trzech rozdziałach. Pierwszy rozdział przybliża czytelnikowi metodykę zarządzania logistycznego, zaprezentowano elementy systemu logistycznego i opisane zostały jego podsystemy oraz wskazano główne obszary informatyzacji w logistyce. Drugi rozdział poświęcony został trzem najpopularniejszym systemom informatycznym stosowanym w logistyce gdzie zostały szczegółowo opisane. Trzeci rozdział przedstawia problemy wdrażania systemów informatycznych, ich dobór oraz pokazuje jak zapewnić skuteczny start systemu. Ostatni czwarty rozdział przedstawia ogólną charakterystykę firmy DHL. Ujęto w nim również część empiryczną w której oceniono efektywność wdrażania oraz funkcjonowania systemów informatycznych opisanych w rozdziale drugim za pomocą ankiety przeprowadzonej w 2014 roku w firmie DHL.
