Opis:: For many years author of this paper was dealing with the co-operation with people and properties protection companies as he was performing important functions in Police. After the police career of his, he became an auditor of these entities. He was given an important function of the vice-chairman of the Polish Association for Employers „Security” – Department in Małopolska [pol. - Polski Związek Pracodawców „Ochrona”- Oddział Małopolska]. This paper is an effect of the research programme, managed by the author, which was finished this year. The main objective of the conducted researches, which were both theoretical and empirical was establishing wheter it is possible in Poland to increase the level of usage of the private security sector for providing security. To answer this important question, first we had to determine the curent level of usage of these entities. In the paper one will find detailed data, which are an evaluation of the current level of engagement of these companies in the public security. This evaluation serves to indicate specific solutions that can allow for more effective participation of the private security sector within this socially important mission.

Opis:: The authors have been involved in the functioning of the private sector in Poland for over twenty years. These are not only theoretical considerations, but supported by extensive experience. Both as police officers supervised specialized armed protective formations and participated in the process of training security personnel. They were also consultants in the creation of the first legal regulation in Poland which defines the rights and obligations of both security staff and entrepreneurs conducting business in this area. Currently, they are security auditors in large entities protected by SUFO. On a daily basis, they examine the level of services provided by these formations, they indicate weaknesses, errors or legal deficiencies negatively affecting the performance of tasks entrusted to security personnel. In this publication, they point to contemporary terrorist threats resulting, among other things, from the uncontrolled wave of migration that is sweeping through Europe. They present examples of spectacular terrorist attacks that took place in European countries in 2017. Against this background, they perceive the necessity of optimal functioning of the state security system not only at the government and local government levels, but also at the local level served by commercial security entities.

Opis:: The goal of this paper is to emphasise the role of the Uniformed Public Services, which specialise in maintaining security and public order. An important part of the paper is made up of the analysis of a variety of separate areas – such as military, paramilitary, and civilian – whose coexistence favours the correct integration of these groups into the public security system. In light of the above, the it has been acknowledged that the desirable methodological approach to apply in the paper is a systems approach to security, understood as the exploration of system and environment boundaries, the analysis of system coordination, and the interdependence of elements or subsystems. All these approaches allow to explicate a highly complex system
Celem artykułu jest podkreślenie roli grup dyspozycyjnych, wyspecjalizowanych w utrzymywaniu bezpieczeństwa i porządku publicznego. Istotną część pracy stanowi analiza wyodrębnionych obszarów: militarnego, paramilitarnego czy cywilnego, których współistnienie sprzyja prawidłowemu włączeniu omawianych grup do systemu bezpieczeństwa publicznego. W związku z powyższym autorka uznaje, że pożądaną postawę metodologiczną stanowi systemowe podejście do bezpieczeństwa, rozumiane jako eksploracja granic systemu i otoczenia, analiza koordynacji systemu, współzależności elementów czy podsystemów, pozwalająca na eksplikację wysoce skomplikowanego układu

Opis:: Author has done research focused on diagnose of the condition of companies of people and property protection and security guards working within this companies. Results of this research showed that at this moment companies of the people and property protection are currently not being used as a public security element. Author has proved that this companies have the required potential which if used properly can improve the sense of security in Poland. To make it possible it is necessary to make legal, economic and organisational changes. As the final result of the research author based on his own experience provides concrete proposals and the direction of change that could optimise and increase participation of companies of people and property protection in the Polish security system.

Tytuł:: Polish Scouting and Guiding Association (ZHP) in the security system of the Republic of Poland

Opis:: This work "Polish Scouting and Guiding Association (ZHP) in the security system of the Republic of Poland" deals with the role of the ZHP in the Polish security system. The following research questions were asked: What is the role of the ZHP as a non-military entity in the security system of the Republic of Poland in the context of ensuring and restoring public order? In what activities have the members of the ZHP involved to ensure and/or restore public order? What is the reason for the involvement of ZHP members in such activities?The work used selected documents related to the security system, press articles and other internet sources, information brochures, and internal documents of the ZHP. Due to the nature of the Polish Scouting and Guiding Association activities, and a specific research gap, the main research method was interviews with ZHP instructors of the Regiment of Cracow.The work focuses on the relationship between the assumptions, statutory goals, and ideas shaped by the ZHP and the involvement of its members in activities aimed at maintaining public order. The research itself focuses on the role of ZHP in emergency situations, such as natural disasters, the COVID-19 pandemic, and on the assistance provided to Ukrainian citizens after the Russian invasion in 2022. This work also provides the history of the scout movement in Poland and its main educational assumptions. The activities of ZHP members in religious events are also discussed, including the Lednica Scout Service and the security, medical, and information services during papal visits to Poland.The biggest challenge in the process of creating this work was the very limited number of sources that would describe scouting activities within the framework of public policy in details. Most of them are only a few sentence mentions or very general reports.Therefore, it was necessary to find instructors of the Polish Scouting and Guiding Association who personally participated in the events described in the work or even coordinated them and were able to provide detailed information about their course and the entire organization of such events from a scouting perspective.
Niniejsza praca „Związek Harcerstwa Polskiego w systemie bezpieczeństwa Rzeczpospolitej Polskiej” obejmuje zakres tematyczny dotyczący roli ZHP w polskim systemie bezpieczeństwa. W pracy postawiono następujące pytania badawcze: Jaka jest rola ZHP jako podmiotu pozamilitarnego w systemie bezpieczeństwa RP w kontekście zapewniania i przywracania porządku publicznego? W jakie działania angażowali się członkowie Chorągwi Krakowskiej ZHP w ramach zapewniania i/lub przywracania porządku publicznego? Z czego wynika zaangażowanie członków ZHP w takie działania?W pracy wykorzystano wybrane dokumenty związane z systemem bezpieczeństwa, artykuły prasowe i inne źródła internetowe, broszury informacyjne i dokumenty wewnętrzne ZHP. Ze względu na charakter działalności Związku Harcerstwa Polskiego i swoistą lukę badawczą, za główną metodę badawczą przyjęto wywiady z instruktorami ZHP Chorągwi Krakowskiej. Praca skupia się na związku między założeniami, celami statutowymi i ideami kształtowanymi przez ZHP a zaangażowaniem jego członków w działania mające na celu utrzymanie porządku publicznego. Badania koncentrują się na roli ZHP w sytuacjach nadzwyczajnych, takich jak klęski żywiołowe, pandemia COVID-19 oraz na pomocy udzielanej obywatelom Ukrainy po inwazji rosyjskiej w 2022 roku. Niniejsza praca obejmuje również historię ruchu skautowego w Polsce i jego główne założenia wychowawcze. Omawiane są także działania członków ZHP w imprezach o charakterze religijnym, w tym Harcerska Służba Lednicka i służba porządkowa, medyczna i informacyjna podczas wizyt papieskich w Polsce.Największym wyzwaniem w procesie tworzenia tej pracy była mocno ograniczona ilość źródeł, które szczegółowo opisywałyby działania harcerskie w ramach porządku publicznego. Większość z nich stanowi jedynie kilkuzdaniowe wzmianki lub bardzo ogólne relacje. W związku z tym należało odnaleźć takich instruktorów Związku Harcerstwa Polskiego, którzy brali osobiście udział w opisywanych pracy wydarzeniach czy nawet je koordynowali i byli w stanie udzielić dokładnych informacji o ich przebiegu oraz całej organizacji takich przedsięwzięć z harcerskiej perspektywy.

The Polish Social Insurance Institution as an institution of public trust.

Opis:: The trust is the base of all the relations in a well-functioning societies. Therefore, it should be noticed also in the relations between the country - citizen. Public institutions ought to appear in their eyes as probable. Organizations such as the Polish Social Insurance Institution, which people entrust their funds and who often receive the means for ensuring the existence must be institutions of public trust or confidence coming from the general public. Unfortunately, for many years the Polish Social Insurance Institution belongs to the institutions to which Poles declare a low level of confidence.In this thesis tried to test whether the Polish Social Insurance Institution is an institution of public trust. For this purpose, we examined the customers and the employees, and checked whether the organization to improve the image. At first the basic theoretical issues concerning trust were shown. Then, the social security system in Poland and the Polish Social Insurance Institution were presented. The thesis took into account especially the history, its tasks and activities that the institution undertakes. As demonstrated in recent years the Polish Social Insurance Institution has become an institution of public trust, although, you can still meet with negative opinions about it. Customers appreciate the changes that have taken place in the institution and its meeting the expectations of the Poles. Undoubtedly the Polish Social Insurance Institution carries out numerous activities to build the trust, not only in relation to the external environment, but also within the organization.
Zaufanie stanowi podstawę wszelkich relacji zachodzących w dobrze funkcjonujących społeczeństwach. Dlatego powinno być zauważalne także w relacji państwo – obywatel. Instytucje państwowe winny więc jawić się w ich oczach jako wiarygodne. Organizacje takie jak Zakład Ubezpieczeń Społecznych, którym ludzie powierzają swoje fundusze, od których często otrzymują jedyne środki na zapewnienie bytu muszą być instytucjami zaufania publicznego, czyli zaufania pochodzącego od ogółu społeczeństwa. Niestety od wielu lat ZUS należy do instytucji, do których Polacy deklarują niski poziom zaufania.W niniejszej pracy starano się sprawdzić, czy Zakład Ubezpieczeń Społecznych jest instytucją zaufania publicznego. W tym celu przebadano klientów instytucji i jej pracowników oraz sprawdzono, czy organizacja podejmuje kroki zmierzające do poprawy wizerunku. W pierwszej kolejności ukazano podstawowe kwestie teoretyczne dotyczące zaufania. Następnie został przedstawiony system ubezpieczeń społecznych w Polsce i Zakład Ubezpieczeń Społecznych. Uwzględniono przede wszystkim jego historię, zadania oraz działania, jakie instytucja podejmuje. Jako wykazano Zakład Ubezpieczeń Społecznych w ostatnich latach staje się instytucją zaufania publicznego, choć wciąż można spotkać się z negatywnymi opiniami na jego temat. Klienci doceniają zmiany jakie zaszły w instytucji i jej wyjście naprzeciw oczekiwaniom Polaków. Niewątpliwie Zakład podejmuje liczne działania, aby zaufanie budować, nie tylko w relacji z otoczeniem zewnętrznym, ale także w samej organizacji.

Opis:: Od momentu utworzenia pierwszych straży miejskich na podstawie ustawy o Policji z 1990 r. [8] straże gminne (miejskie) przeszły daleko idącą transformację. Zakres ich działania na rzecz społeczności lokalnej został znacznie rozszerzony, od realizacji zadań porządkowo-administracyjnych do realizacji zadań związanych z bezpieczeństwem i porządkiem publicznym. Choć terenem działania straży nadal jest teren gminy, której organy ją utworzyły (rada gminy), jej działania mają o wiele szerszy zasięg, mając na uwadze efekty jej funkcjonowania, szczególnie w zakresie bezpieczeństwa i porządku publicznego. Straż gminna (miejska), zarówno jako samodzielnie funkcjonujący podmiot, jak i współpracujący z innymi podmiotami, takimi jak Policja, straże pożarne, pogotowie ratunkowe czy też inne służby ratownicze, zajmuje istotne miejsce wśród podmiotów należących do systemu bezpieczeństwa i porządku publicznego, którego efekty funkcjonowania wychodzą daleko poza teren gminy i społeczności lokalnej.
Since the establishment of the first city guards pursuant to the Police Act of 1990 [8], the municipal police (city guards) have undergone comprehensive transformations. The scope of their activities provided for the local community has been significantly extended, from the implementation of activities related to maintaining order and administrative tasks to the execution of tasks related to public safety and order. The main operating territory of the city guards remains the municipality whose bodies have established them (i.e. the commune council), and yet their activities are far more extensive than that, particularly if one takes into account the effects of their operation, especially in the field of public security and order. Both as an independent entity and in cooperation with other entities, such as the Police, the fire service, medical ambulance service or other emergency services, the municipal police (city guards) occupy an important position among entities that form a part of the public security and order system, the operational effects of which go far beyond the territory of the commune and the local community.

Opis:: The considerations presented in this article are based on several assumptions. First of all, the human environment and the set of its elements are constantly changing. In the early periods of evolution and development of humanity, man lived in conditions given by nature itself, no different than in natural conditions. However, even then, he was also exposed to threats, mainly natural, including disasters. Secondly, with the passage of time and development there was a very large population increase, which caused changes in quite primitive interpersonal and social relations. More and more organized communities, states began to emerge. With this development, new threats also appeared. In addition to the natural threats, which were already natural by their very name, the threats of a social nature began to emerge from the natural world around us, characterized by continuous and dynamic changes. Thirdly, man, who wanted to effectively deal with the problems of the threats he faced, created safety systems. One of them is the public security system. Fourthly, in today’s security environment there is a paradox that in practice these systems function, and in theory there is no commonly accepted definition of public security. The circumstances outlined above determined the shape of this article, the essence of which was to work out a compromise definition of public security based on the interpretation of this concept by recognized authorities in the field of law, administration and security.
