Opis:: The purpose of this article is to bring closer to the reader a cognitive perspective and the subject of security sciences interest in terms of Polish and Ukrainian. Security as a social phenomenon is perceived in a similar way all over the world, however its scientific interpretation depends on the formal structure of science in a given country and the classification of the research subject into a specific discipline. In the Polish terms, the scientific discipline of security sciences is specified, however in other coun tries the scope of security knowledge is classified differently due to different condi tions for the development and classification of science. In the Ukrainian terms, the discipline of security sciences is not specified, and secu rity problems are considered interdisciplinary in several fields of science, specialty groups and numerous scientific specialties. In the process of developing the article, an assumption was made to explain the prob lem: how are the scientific disciplines in Poland and Ukraine that conduct research on security interpreted? As a result of applying the method of researching the content of the subject literature and the continuous comparison of the perception of security from the point of classification of scientific fields in the Polish and Ukrainian terms, the similarities and differences were specified, which constitute the essence of the cognitive scope of security. The article is divided into two parts. The first part contains: “Abstract”, “Introduction”, “Research assumptions”, “Comparison of the determinants of the evolution of science in Poland and in Ukraine”, “Science about security in Polish terms”. The second part contains: “The sciences of security in Ukrainian terms”, “Comparison”, “Conclusion” and “Bibliography”.

Opis:: The article attempts to address the issue of the need to distinguish sub-disciplines in security sciences. A scientific discipline is a basic and lowest-order category within the classification system of individual fields of science. Security science in Poland has been classified as one of many disciplines in the field of social sciences. The problem was formulated as a question: based on which criteria can sub-disciplines be distinguished in the security sciences? The aim is to identify the basic sub-disciplines in security sciences and to propose a criterion for their distinction. Critical literature analysis and research design were adopted as the primary methods. There is no established criterion for the division into individual sub-disciplines in Poland. The author proposes to distinguish sub-disciplines based on the following criteria: theoretical, practical, types of institutions, and levels of organization of different security sectors. It is based on the assumption that security sciences require a clarification of the substantive scope within sub-disciplines through which the discipline’s identity can be built up, and research can be carried out as part of further scientific work.

Opis:: T.S. Kuhn’s concept of paradigm differentiates between mature sciences and pre-paradigm sciences. In the case of the latter, it is possible for various approaches to compete with one another. Polish security sciences are currently occupied with seeking paradigms. On the one hand, this search may lead to a homogenisation of opinions within the discipline, or to opposing views on the other. This search is a consequence of evolving opinions within the field, which has a relatively short history in Poland, and constitutes an attempt at determining its defining features. This paper presents various approaches to the concept of paradigm posited by researchers of broadly-defined security, which, as a consequence, constitute evidence of security’s multi-paradigmaticality. The research problem is to answer the question of whether the approaches presented in this paper actually constitute the basis necessary to formulate a set of coherent scientific foundations of the discipline, as analysed from a paradigmatic point of view.

Opis:: The education of staff and scientists needed by several spheres of the national economy or state departments is based on research work and cooperation with professional environment of future graduates. Therefore the research work has basic importance, because there cannot be spoken about development without: specified conceptual scientific base, as well as position in science, determined area of research work, specific scientific language, methodology of research attempts, well prepared crew and clarified paradigm. These is also the case of security sciences, which are functioning (together with defense sciences) in Poland since 2011. Both are continuing the output of former military sciences. But such state of affairs is not stable, so the higher education in the area of security is nowadays very important. Moreover scholar community should face the challenges related to continuing education in the field of security analysed in this article. Kształcenie kadr podejmujących działalność zawodową i naukową, a przez to spełniających niejako zapotrzebowanie odpowiedniego resortu czy segmentu gospodarki narodowej dokonuje się na bazie pracy naukowo-badawczej, jak i kontaktów ze środowiskiem, w którym przyszli absolwenci mają działać. Praca naukowo-badawcza ma podstawowe znaczenie, bowiem bez jasnego sprecyzowania obszaru badań i jego umiejscowienia w naukach, wykształcenia języka i bazy pojęciowej danej dziedziny, rozwinięcia metodologii prowadzenia prac badawczych, wykształcenia prowadzących badania kadr, czy wreszcie wypracowania paradygmatu danej dyscypliny trudno mówić o rozwoju. Nie inaczej jest z naukami o bezpieczeństwie. W swojej obecnej postaci funkcjonują one w Polsce od roku 2011, będąc do niedawna wraz z naukami o obronności, które „wchłonęły” (Rozporządzenie 2018/1818) kontynuacją dorobku nauk wojskowych. W kontekście tego krótkiego czasu i ciągłych zakusów związanych z pomijaniem ich dorobku fundamentalnego znaczenia nabiera prowadzona w uczelniach praca dydaktyczna na kierunkach studiów związanych z obszarem bezpieczeństwa. Próżno ich szukać w najnowszych propozycjach restrukturyzacji nauk, jak choćby w propozycjach nowej orientacji nauk autorstwa Organizacji ds. Współpracy Ekonomicznej i Rozwoju (ang. Organisation for Economic Cooperation and Development – OECD), tj. w wykazie dziedzin nauk i technik według klasyfikacji OECD (Wykaz dziedzin… WWW). W tym kontekście grono zajmujące się naukami o bezpieczeństwie musi sprostać przedstawianym w niniejszym artykule wyzwaniom związanym z kontynuacją działalności edukacyjnej w sferze bezpieczeństwa.

Opis:: The specificity of the 21st century filled with economic and social problems, acts of terror as well as armed conflicts downrightly necessitates undertaking the research in the field of security sciences. However, each time defining a subject of scientific research is of the utmost importance in order to systemize research works and mainly concretize interests. Such the aim was chosen by the author of the current article who, while presenting the orientations of individual scientific theoreticians and researchers dealing with security issues, answers the subject matter question: What does constitute the subject of the research in security sciences? The author’s inquiries were preceded by the explanation of the types of security and its scope within individual cases, which includes the essence of national and international security. In the further part of the article the author’s attention was focused on the sphere of methodology in security sciences. The author notices that the subject of research in the security science is of multidimensional character hence explanation, description, analyzing, assessing and forecasting the consequences of ongoing processes and events in the security sphere, together with initiation of activities which serve for ensuring security, require applying the knowledge from various scientific disciplines, domains and fields. In the following part of the article the attempt to define the subject of research in security sciences and drawing the conclusions within that field was undertaken. The author cites the orientations by A. Dawidczyk and T. Jemiolo according to whom the subject of research in security sciences is defined as the threat coming from human surroundings and all the activities aiming at ensuring and maintaining security for a man. The article is summarized by the conclusions where it was determined that in security sciences, the security, its components, ratio, level and relations with respect to the subject of research are studied.

Opis:: The publication aims to analyze public security and public order in conceptual and institutional terms as an analytical category of security sciences. The legislator defines neither public security nor public order. So far, they have been treated mainly as categories of administrative law. It is therefore important to assign them analytical content in the new scientific discipline. The research results allowed for the presentation of the thesis that public security and public order are mainly connected with protection against pathological phenomena occurring in the public space, which are minimized by institutions established to ensure it. These categories should constitute the research field (subject) of the security sciences. The research problem formulated in the form of the question: How are public security and public order treated in definitional and institutional terms? The problem was solved based on a critical analysis of the literature. The paper uses theoretical research methods, including analysis of literature and phenomena occurring in society and inference – as a cognitive factor of the subject of analysis. A critical analysis of the literature on this issue played a large role in the cognitive process.

Opis:: Bezpieczeństwo jest pojęciem definiowanym na różne sposoby. Podkreśla się, że jest konstytutywnym atrybutem człowieka określającym jego aktywność. Obecnie odchodzi się od państwocentrycznej koncepcji bezpieczeństwa na rzecz koncepcji antropocentrycznej. To, że głównym przedmiotem zainteresowania tej antropocentrycznej koncepcji bezpieczeństwa jest bezpieczeństwo personalne, sytuuje tę problematykę przede wszystkim w obszarze kultury bezpieczeństwa. Współcześnie analiza zagrożeń mających wpływ na bezpieczeństwo człowieka wymaga znajdowania związków przyczynowo-skutkowych w złożonej postmodernistycznej rzeczywistości, zarówno materialnej, jak i niematerialnej. Z drugiej jednak strony pojawienie się kategorii ryzyka implikuje konieczność przeniesienia kluczowych kategorii związanych z bezpieczeństwem ze sfery subiektywnej do sfery bezpieczeństwa personalnego. Artykuł jest próbą usystematyzowania pojęcia bezpieczeństwa personalnego i określenia jego istoty w perspektywie nauk o bezpieczeństwie. Biorąc pod uwagę tak przedstawiony cel badań, sformułowano problem w sposób nastepujacy: Jaka jest istota bezpieczeństwa personalnego i jak jest ona definiowana na gruncie nauk o bezpieczeństwie? Zagadnienie to jest mało znane, a przyjęte podejście jakościowe zmusza do rezygnacji z hipotezy badawczej, ponieważ założono swoistą bezzałożeniowość w poznawaniu natury badanego zjawiska. W pracy wykorzystano metodę krytycznej analizy piśmiennictwa. Systematyzacja wiedzy w tym obszarze jest próbą przeglądu pojęć stosowanych w naukach o bezpieczeństwie, która pozwoli na uporządkowanie pojęć związanych z bezpieczeństwem personalnym.
Security is a concept defined in various ways. It is often emphasized that it is one of the constitutive attributes of human beings that define their activity. Presently, there is a tendency to eschew the state-centric concept of security in favour of the anthropocentric one. The fact that the main focus of this anthropocentric concept of security is on personal security situates the above issue within the area of security culture. The contemporary analysis of the threats that affect human safety requires the identification of diverse cause-and-effect relationhips in the complex postmodern reality, both material and non-material one. The emergence of the category of risk, on the other hand, implies the necessity of shifting the key security-related foci from the subjective sphere to the sphere of personal safety. The article is an attempt to systematize the concept of personal security and define its essence in the perspective of security sciences. For the sake of such a research objective, the problem has been formulated in the following way: What is the essence of personal security and how is it defined in the field of security sciences? The issue has been little studied so far, and the adopted qualitative approach forces the author to abandon the research hypothesis, as a non-assumptive approach has been taken in the task of investigating the researched concept. The work uses the method of the critical analysis of subject literature. The resulting systematisation of knowledge in the researched area is an attempt to review the concepts used in security sciences in such a way that allows to organize the concepts regarding personal security.

Opis:: Artykuł porusza kwestie relacji między kulturą bezpieczeństwa a antropologią bezpieczeństwa. Autorzy przywołują najważniejsze definicje kultury bezpieczeństwa i antropologii bezpieczeń-stwa, należących do dyscypliny nauk o bezpieczeństwie, i dochodzą do wniosku, że kultura, w tym jej szczególna sfera, jaką jest kultura bezpieczeństwa, to twór ludzki silnie oddziałujący na człowieka, dlatego trudno byłoby ją eksplorować naukowo bez udziału wiedzy i narzędzi o charakterze antropologicznym. Autorzy pokazują, jak rozwijają się w Polsce badania w obrę-bie nauk o bezpieczeństwie, i wskazują, że w dalszym ciągu trudno mówić o ukształtowanej subdyscyplinie, którą można by było określić mianem „antropologii bezpieczeństwa”, wciąż poszukuje ona swej teoretyczno-metodologicznej tożsamości, jednak dynamicznie się rozwija. W tworzeniu tej nowej subdyscypliny nauk o bezpieczeństwie poza badaniami multidyscypli-narnymi trzeba uwzględnić także w ramach samej antropologii jej różne rodzaje, przede wszystkim antropologię biologiczną, kulturową oraz filozoficzną. Autorzy sygnalizują poten-cjalne kierunki badań i dochodzą do wniosku, że należy ukazać merytoryczne ramy problema-tyki antropologii bezpieczeństwa, najbardziej istotnej i czytelnej na obecnym etapie rozwoju nauki.
The topic of the article is the relationship between security culture and anthropology of securi-ty. The authors recall the most important definitions of security culture and anthropology of security, both of which belong to the discipline of security sciences, and conclude that culture, including its special sphere called security culture, is a human creation that strongly affects people, so it would be difficult to explore it scientifically without anthropological knowledge and tools. The authors give an account of the development of security sciences research in Poland, and point out that its subdiscipline called security anthropology is not fully formed yet, its theoretical and methodological identity still being underway; however, it develops dynamically. In forming this new subdiscipline of security sciences, apart from applying mul-tidisciplinary research, it is also necessary to consider different types of anthropology, above all biological, cultural and philosophical anthropology. The authors signalize the potential di-rections of research within the field and conclude that a methodological framework of securi-ty anthropology should be worked out, in a form that is most important and legible at the cur-rent stage of the development of science.

Opis:: Security sciences as a scientific discipline have formally existed in Polish science since 2011 and are still struggling to define their scientific identity, which is mainly due to their arbitrary creation and incorporating changes to them in a directive manner not resulting from the scientific assumptions of their development. To a large extent, the identity of security sciences is determined by an imprecisely defined subject of research and unformed research methodology, which researchers in security sciences uncritically borrow from other disciplines. The article emphasizes the need to clarify the structure of the discipline of security sciences and distinguish in it: methodology in security sciences, general security theory and detailed security theories.
Nauki o bezpieczeństwie jako dyscyplina naukowa formalnie istnieją w nauce polskiej od 2011 r. i nadal borykają się z określeniem swojej tożsamości naukowej, co głownie wynika z arbitralnego ich utworzenia i dokonywania w nich zmian w sposób dyrektywny, niewynikający z naukowych założeń ich rozwoju. W dużym stopniu tożsamość nauk o bezpieczeństwie determinuje nieprecyzyjnie określony przedmiot badań oraz nieukształtowana metodologia badań, którą badacze w naukach o bezpieczeństwie zapożyczają bezkrytycznie z innych dyscyplin. W artykule podkreśla się konieczność doprecyzowania struktury dyscypliny nauk o bezpieczeństwie i wyodrębnienia w niej: teorii poznania w naukach o bezpieczeństwie, ogólnej teorii bezpieczeństwa oraz szczegółowych teorii bezpieczeństwa.

Opis:: Poczucie bezpieczeństwa to integralny element bezpieczeństwa w ogóle. Nawiązuje do społecznych uwarunkowań funkcjonowania jednostki ludzkiej. Ma swoje przełożenie na ryzyko, a także powinno być uwzględniane w projektowaniu działań służących zapewnianiu bezpieczeństwa. Celem badań jest przedstawienie koncepcji umocowania poczucia bezpieczeństwa w badaniach naukowych realizowanych w dyscyplinie naukowej nauk o bezpieczeństwie. W artykule opisano istotę poczucia bezpieczeństwa. Wskazano obszary badań realizowanych w analizowanej dyscyplinie naukowej – obszary, w których można nawiązać do poczucia bezpieczeństwa bezpośrednio bądź pośrednio. Przedstawiona koncepcja pozwala uwzględnić poczucie bezpieczeństwa w analizach uwarunkowań funkcjonowania systemu bezpieczeństwa narodowego i jego systemów operacyjnych, a także w projektowaniu i przeprojektowywaniu tychże systemów. Jej implementacja może zwiększyć adekwatność działań prowadzonych na rzecz bezpieczeństwa narodowego oraz efekt synergiczny związany z racjonalnym kształtowaniem zaangażowania społecznego.
The sense of security is an integral component of safety and security in general. It refers to social determinants of human functioning. It has its impact on risk and should also be taken into account in the planning of safety and security measures. The aim of the research is to present a concept of embedding the sense of security in research carried out in the scientific discipline of security sciences. The article describes the essence of the sense of security. An indication was made of areas of research implemented in the analysed scientific discipline – areas in which the sense of security can be directly or indirectly referred to. The presented concept allows to take into consideration the sense of security in analyses of the conditions of functioning of the national security system and its operational systems, as well as in the planning and redesigning of these systems. Its implementation may increase the adequacy of actions carried out in support of national security and the synergic effect related to rational shaping of social involvement.
