The cluster structure in Poland is a new phenomenon. However, international experiences show that clusters are one of the most important factors of economic growth and development. Unlike other regional or national structures, it is characterised by the fastest transfer of knowledge and technologies, achieved owing to geographical closeness of the entities representing both the industry and science (networking and interpersonal contacts).

Opis:: Industrial activities have a notable percentage in whole national economies. Thus, it is necessaryto follow the development of the industrial activities to be able to review economic development.Identification of similarities or differences among countries provides the ability to notice more clearlythe level of regional development and its problems. However, it makes complex subject with a largenumber of data and with different national data methodology for each country and year. Statisticalanalysis is a proven tool to make it easier. The goal was to follow the developments since it has the abilityto summarize complex data. In this study, we found out similar characteristics among EU Countries(except Croatia which joined EU in 2013) and Turkey by using export and import rates, industrialproduction index, recent prices, percent of GDP of industry parameters in industrial sector variables.Squared Euclid distance, Pearson proximity matrix and Ward’s method were used to calculate distancesbetween different countries variables and to find out country groups which have similar developmentcharacteristics. The analyses were supported with dendogram and maps.

Opis:: The development of an innovation economy is a priority of the most highly developed countries. Poland also belongs to a group of countries whose goal is to create and strengthen the innovation of the economy and numerous activities are undertaken to achieve this. Cooperation between science and business, and cooperation between enterprises and open innovations are elements that promote innovation in the economy. The purpose of the article is to present the importance of clusters in the development of an innovation economy in Poland. Using the method of desk research, literature review, reports and data analysis and the current cluster policy in Poland are presented. Additionally, supporting cluster development as part of the Intelligent Development Operational Program is discussed, and the internationalization of clusters in Poland is presented as an important element contributing to the development of an innovation economy.
Rozwój innowacyjnej gospodarki to priorytet większości wysoko rozwiniętych państw. Polska także należy do grupy krajów, których celem jest tworzenie i wzmacnianie innowacyjności gospodarki. W związku z tym podejmowane są różnorakie działania mające na celu podnoszenie innowa cyjności gospodarki. Współpraca nauki i biznesu, współpraca przedsiębiorstw, otwarte innowacje to elementy, które sprzyjają innowacyjności. Celem artykułu jest przedstawienie znaczenia klastrów w rozwoju innowacyjnej gospodarki w Polsce. Wykorzystując metodę analizy literatury przedmiotu, raportów oraz danych, przedstawiono aktualną politykę klastrową w Polsce oraz omówiono wspieranie rozwoju klastrów w ramach Programu Operacyjnego Inteligentny Rozwój. Ponadto przedstawiono umiędzynarodawianie klastrów w Polsce jako istotnego elementu przyczyniającego się do rozwoju innowacyjnej gospodarki.

Opis:: Universities operate in a complicated environment, in which one of the important elements are, in addition to business, local government authorities. The purpose of the article is to characterize the cooperation of local government units (LGU) with state professional schools of higher education (SPSHE) in order to create local socio-economic development. The object of research are SPSHE from the Lubelskie Voivodeship together with LGU in which they are located. The stage of collecting primary data included surveys among LGU and SPSHE employees, which were carried out as part of broader research for the doctoral dissertation of one of the authors of the article. The survey research method was used. Research shows that such cooperation still faces numerous barriers. There is a need to establish closer cooperation between LGU and SPSHE, primarily in the area of designing local development by local government authorities in the region, as well as increasing the activity of SPSHE and LGU in cluster structures.

Opis:: The aim of the work is to study spatial concentration of knowledge resources and innovative activity of management entities to determine types of innovative industrial clusters in Ukraine and levers of government control of the innovative development of industrial potential. The foreign experience of innovative industrial clusters creating is analyzed and we define them as basic participants in the article. The model of innovative industrial clusters forming is worked out. The system of indicators of evaluation of the development level of intellectual and economic constituents is offered in order to distinguish innovative industrial clusters in Ukraine. The integral index of the intellectual constituent development is calculated and the ranking of administrative-territorial units is conducted by the mentioned index. The clustering of administrative-territorial units is conducted by the method of indistinct S-averages taking into account indexes of innovative activity, that characterize the state of the economic constituent development. The basic types of innovative industrial clusters are distinguished based on the comparison of levels of the intellectual and economic constituents development. It was defined that an important problem for Ukraine, that is necessary to overcome in the nearest perspective, is absence of the close collaboration among science and business structures. Creation of innovative clusters of the mixed type is considered as the modern basis of the industrial potential development that will assist to transfer innovations, to increase the competitiveness of spatial development and the national economy on the whole. The state, as the third participant of the cluster, should play the role of the regulator of this cooperation. The levers of the state stimulation of the industrial potential development on the innovative basis for certain types of innovative industrial clusters are offered in the article.

Opis:: Artykuł koncentruje się na wybranych zagadnieniach dotyczących roli i znaczenia technoparków w procesie rozwoju klastrów w Polsce. Zaprezentowane w nim rozważania prowadzono głównie w oparciu o analizę danych zastanych i klasyczny przegląd literatury przedmiotu. Artykuł składa się z dwóch części, w których scharakteryzowano strategiczny wymiar funkcjonowania technoparków jako instytucji otoczenia biznesu oraz zakres ich aktywności na rzecz rozwoju klastrów. W świetle wyników badań własnych wykazano, że współpraca technoparków z klastrami, na różnych zasadach i w różnej formie, związana jest bezpośrednio z ich misją, w tym celami strategicznymi. Na tym tle podkreślono, że technoparki i klastry współtworzą ekosystem przedsiębiorczości sprzyjający transferowi wiedzy i technologii. Podjęta na gruncie nauk o zarządzaniu problematyka badań odnosi się do istoty przedsiębiorczości strategicznej w gospodarce opartej na wiedzy.
The article focuses on selected issues concerning the role and importance of technoparks in the cluster development process in Poland. The considerations were based mainly on desk research and literature review. The article consists of two parts, in which the strategic dimension of the functioning of technoparkes and the scope of activity of these business environment institutions for clusters were characterized. In the light of the results of qualitative research, it has been shown that cooperation between technoparks and clusters, on different principles and in various forms, is directly related to their mission, including strategic objectives. Against this background, it was emphasized that the technoparks and clusters co-create a favorable entrepreneurial ecosystem which is conductive to the transfer of knowledge and technology. The research problem in the field of management sciences, analyzed by the authors as part of the article is directly related to the essence of strategic entrepreneurship within knowledge-based economy.

Opis:: The article consists of three integral parts. It characterises the essence of the functioning of creative clusters, the concept of open innovation and crowdsourcing strategic dimension. Considerations presented in the article are focused on the importance of crowdsourcing in the development of creative clusters. The problem of using crowdsourcing to solve complex problems can be evaluated with multiple levels and multiple perspectives. The authors emphasise that this model of communication between cluster members and external stakeholders allows the use of internal and external resources of creativity in the process of co-creation of positive changes, including innovations (e.g. entrepreneurial solutions to local and global new challenges). They indicate that the implementation of the crowdsourcing in creative clusters can have both, a commercial dimension, where new business projects are the result of the transfer of knowledge, and a non-commercial one, for instance, a wider use of this concept in the development of creative spaces. It was stressed that innovativeness is one of the attributes of entrepreneurial orientation of clusters. Moreover, the key barriers to development of open innovation within a cluster environment are different problems related to intellectual property. The article is based on theoretical research (literature review) and on desk research. Considerations contained herein are conceptual and provide a starting point for further research on the impact of crowdsourcing on the open innovation process within creative clusters.

Oprócz wprowadzenia i podsumowania artykuł składa się z czterech integralnych części, w których przedstawiono metodykę badań, scharakteryzowano istotę otwartych innowacji, strategiczny wymiar hackathonu oraz doświadczenia klastrowe w zakresie jego stosowania. Na podstawie wyników badań własnych wykazano, że kreowanie otwartych innowacji z zastosowaniem hackathonu w klastrach nie tylko kształtuje atrakcyjność inwestycyjną klastrów, ale także przyczynia się do budowy sprawnego regionalnego ekosystemu innowacji. W artykule zwrócono uwagę, że potencjał biznesowy i społeczny hackathonu dostarcza licznych korzyści istotnych z punktu widzenia rozwoju klastra. Ponadto podkreślono, że pomyślne zastosowanie hackathonu w kreowaniu otwartych innowacji stanowi przykład wyzwania strategicznego w zarządzaniu klastrem w warunkach turbulentnego otoczenia. Podjęta na gruncie nauk o zarządzaniu i jakości problematyka badań odnosi się do istoty przedsiębiorczości strategicznej i kreatywnej w gospodarce opartej na wiedzy.
The article focuses on selected issues related to hackathon application in creating open innovation within a cluster. The considerations were based mainly on the case study method, desk research, and a literature review. In addition to the introduction and conclusion, it consists of three parts, which characterize the essence of open innovation, the strategic dimension of the hackathon and the cluster experiences with using of hackathon. Based on the results of own research, it was shown that creating open innovations using a hackathon in clusters not only shapes the investment attractiveness of clusters, but also contributes to the construction of an efficient regional innovation ecosyetm. The article draws attention to the fact that the business and social potential of the hackathon provides a wide range of benefits essential for cluster development. Moreover, it is emphasized that the successful application of the hackathon in process of creating open innovations is an example of a strategic challenge for cluster management in a turbulent environment. The research problem in the field of management and quality sciences, analyzed by the Authors as a part of the article is directly related to the essence of strategic and creative entrepreneurship within knowledge-based economy.

The article focuses on the characteristics of resource redundancy as a contemporary strategic challenge in cluster management. It consists of three parts, logically related to each other, which refer to the essence of the resource approach in cluster management, the strategic dimension of resource redundancy and their assessment in light of cluster benchmarking research. The presented considerations, which are particularly important in the context of digital and energy transformation in the knowledge-based economy, were based on the results of the analysis of the literature on the subject and existing data (desk research). Referring to cluster management standards that promote and stimulate the excellence of this type of management and the entrepreneurial activity of the cluster community, it was emphasized that redundancy of resources may support the development of the cluster. It allows for the use of opportunities, i.e. unique and accidental events and situations, including adaptation to changes taking place in a turbulent environment, but requires strategic entrepreneurship and a holistic approach to cluster development.
