Patterns of Libya's instability in the aftermath of the Gaddafi regime's collapse

Four years after the end of its uprising against the Gaddafi regime, Libya remains in chaos. It is worth noting that for the third time since their independence in 1951, the Libyans' attempts to create a modern and powerful state seem to be 'wishful thinkin'. The first two failed attempts - in 1951 and 1969 - were essentially local affairs without significant consequences beyond the country's borders. The ongoing turmoil which followed  in the wake of the Arab Spring in 2011 is leading to serious regional and international destabilization. This paper discusses the main factors of the instability in post - Gaddafi Libya. According to the authors' analysis, there are the following main obstacles in the process of transition toward democracy and peace: two competing governments, multiplicity of militias and combat groups operating in Libya, jihadism rising in power as well as the regional and ethnic claims for recognition and autonomy. The last part of this paper is devoted to potential scenarios for the future of Libya.

Wave of various forms of self-expression and protests spread through a number of Arab states in the first quarter of 2011. All of them involved less or more numerous political rallies. Everywhere protesters demanded political changes blaming the authorities for their poverty. Sentiments for reforms of “Nasser era” and deep economic changes of that very time clearly came back. However, blaming ruling teams of Arab states for stagnation and impoverishment seems to be exaggerated and unfair. Reasons for lack of visible improvement in economic status of Arabic population, which was the major cause of the protests, have the structural character and are the outcome of huge population growth rate in Arabic countries in the recent time.

The Arab Spring is directly connected to the severe economic situation in Maghreb countries. As the effect of mass protests and unrest in Tunisia, one can observe changes that suggest taking course towards the democratisation. Meanwhile, the neighbouring Libya has plunged into a civil war. If such is the case, can economic crisis be seen as a way to democracy? Can we link the effort to improve the living conditions with the pursuit to free and fair elections?
Wybuch Arabskiej Wiosny był bezpośrednio powiązany z trudną sytuacją gospodarczą w krajach Maghrebu. W wyniku masowych protestów i zamieszek w Tunezji doszło do zmian sugerujących obranie kursu na demokrację. Tymczasem w sąsiadującej Libii wybuchła wojna domowa. Czy kryzys gospodarczy może być uznany za drogę do demokracji? Czy zasadne jest powiązanie dążenia do poprawy warunków bytowych z dążeniem do wolnych i sprawiedliwych wyborów w państwach arabskich?

Political transformation in Egypt under Muhammad Morsi

This article refers to the second phase of political transformation in Egypt, which coincides with the period of Muhammad Morsi's presidency. The attention is paid not only to the internal dimension of the transformation, but also its main external circumstances. With regard to the functioning of the Egyptian political system, there were no significant changes - comparing to the period preceding the M. Morsi’s presidency. The holding of free elections (parliamentary and presidential) does not mean that Egypt has become a democratic state. It rather remains the state that "stuck" in transition, especially after the coup of July 3, 2013.

Arabska Wiosna rozbudziła nadzieję na demokratyczną zmianę, co zaowocowało pojawieniem się oddolnych inicjatyw obywatelskich, do jakich Jordania wcześniej nie przywykła. Jedną z takich grup są matki walczące o prawo do obywatelstwa dla swoich dzieci.
The Arab Spring has opened new channels for expressing political demands. Under the liberal guise covered by the international media, a number of political struggles of different citizens groups are hidden. Women's groups are often one set of main actors that remain backstage. The subject of my research concerns new grassroots groups, which started their own struggle during the mass protests in Amman. They are the Jordanian mothers struggling for equality in citizenship law. Motherhood is an inspiration for their political activity, which challenges authoritarian government and exclusion politics. It allows women to enter public areas reserved for men and transform the political domain.

Under the liberal surface covered by the international media, a number of political struggles of different citizens’ groups are hidden. Women are the main actors backstage. The important area of my research interest are Jordanian mothers struggling for equality in citizenship law. Motherhood is an inspiration for their political activity that challenges authoritarian government and exclusion politics. It has been an impulse to enter public areas otherwise reserved for men and transforms them. Citizenship has become an effective tool of political and social empowerment.
Pomimo iż debata o obywatelstwie w krajach Bliskiego Wschodu zatacza coraz szersze kręgi, większość teoretyków rzadko podejmuje kwestię płci. W analizach zmagań o obywatelstwo i roli płci w tej walce, nie lada wyzwaniem jest określenie i wyjaśnienie sposobu, w jaki obywatelstwo i płeć oddziałują na siebie w procesie konstruowania państwa, religii, jednostki i społeczności, bez popadania w stereotypy o regionie, jego krajach czy ludziach.

Opis:
Amidst the regional turmoil in the Middle East, the Hashemite Kingdom of Jordan prevails its relative stability despite undergoing only limited democratic reforms. The article aims to present and analyze the Jordanian regime’s reaction to the Arab Spring in the light of the international historical sociology, which depicts multidimensional and interlinked relations between the state, society and international environment, all immersed in historical context. The analysis finds that Jordan is a case proving that some nations praise stability over rushed political reform and, what is a key to understand the phenomenon, this is the view shared not only among ruling elite but also by a vast part of the society. The somewhat stalled democratisation works in favour of the autocratic regime of King Abdullah II who retains power, of the Jordanian society which does not have to fear internal disorder, and of the international community for whom Jordan is a long-standing and reliable partner.
