The model of deliberative democracy poses a number of dificult questions about individual rationality, public reason and justification, public spiritedness, and an active and supportive public sphere. It also raises the question about what kind of civic involvement is required for the practices of democratic deliberation to be effective. The aim of this article is to examine the last question by looking at the role and value of citizenship understood in terms of participation. It argues that deliberative democracy implies a category of democratic citizens; its institutional framework calls for the activity and competence of citizenry, and consequently, the participatory forms of deliberative democracy come closest to the democratic ideal as such. Also, the model of participatory-deliberative democracy is more attractive as a truly democratic ideal than the model of formal deliberative democracy, but it certainly faces more dificulties when it comes to the practicalities, and especially the institutional design. This problem is raised in the last section of the article where the possible applicability of such a model to post-communist democracies is addressed. The major dificulty that the participatory-deliberative model poses for the post-communist democratization can be explained by a reference to the cultural approach towards democratization and to the revised modernization theory presented by Inglehart and Welzel. The problem of the applicability of such a model in the post-communist context seems to support the thesis presented here which suggests that active citizenship, civic skills and civic culture are indispensable for the development of deliberative politics.

Political (self-)education and the neo-republican perspective

In recent years, political theory has benefited from a neo-republican perspective that brought to the fore the conception of a ‘republican democracy’ which assumes a robust public sphere, civic involvement, and vigilance, as well as a neo-Roman conception of liberty understood as the absence of arbitrary power. Neo-republicanism, however, has not engaged much in a wider consideration of the importance of political education in democratic societies. This article presents an approach to political education that can be inspiring for both substantive and instrumental neo-republican political theories as well as democratic theory and practice. It considers political education as primarily self-education, a process of learning that aims at greater political awareness, empowerment, and better judgment on political issues. As such, political (self-)education can be seen as liberating and as a necessary condition of active political involvement, community service, citizenship, civic intelligence and political liberty.

The main question of the article is the connection between democratic consolidation in post-Soviet states and civil society development. Even though such a thesis is very popular in political science, it cannot be borne out in present-day policy. And even if we describe democracy as a purely institutional arrangement, it’s impossible to ignore its substantial character. It certainly includes a dynamic civil society and participatory character of political culture. Given these issues, political analysis is very difficult for all researchers, especially because of the variety of traditions and beliefs.

Republican political education

This chapter argues that today’s interest in republicanism and a neo-republican perspective should include a normative vision of political education which refers to various key concepts of the classical republican tradition, but also has a practical component described here as self-education. The vision that is offered sees politics as an activity of free persons, and political education as primarily self-education, a process of learning that aims at greater political awareness, empowerment, recognition of civic duty, and a better judgement on political issues. These are key practical remedies to the diminished role of the public good and the shallowness of politics in a liberal-democratic order. Republican political education is also as a significant contribution to the preservation of a free society as a necessary condition of active political and civic involvement, community service, citizenship, civic intelligence, and political liberty. It fosters the conception of a republican democracy of vigilant citizens by indicating the resources that shape such vigilance. One of them is the very awareness of the political, of being a member of various groups and communities that have political goals, such that can be achieved only through political arrangements, deliberation, and compromise.

Liberal-constitutional backsliding of democracy and the threat of the pandemic : theoretical and empirical considerations

In this article we argue that what is called today a 'democratic backsliding' or de-consolidation should be analysed, at least in some cases, as a liberal-constitutional backsliding for which the pandemic of Covid-19 adds a new impetus and creates the situation where violation of constitutionality of law might become a norm. In our theoretical considerations, we propose to examine this problem from two interconnected perspectives: the tension between the liberal and the democratic components of liberal democracy, often overlooked by the dominant democratic theory, and constitutionalism as the major safeguard of individual rights and liberties that limits democratic sovereignty, or the will of the people expressed by democratic representation. To better understand the nature of the current crisis of liberal-constitutional backsliding, we refer to Carl Schmitt's concept of 'the administrative state' where the dominant legal act is an administrative decree which does not require constitutional legitimacy or even the guarantee that it expresses the will of the majority. Our empirical considerations focus on the case of the liberal-constitutional backsliding in Poland exacerbated by the pandemic, which provides a good illustration of how the tensions within the liberal-democratic model itself can be used to justify democratic sovereignty as the only source of political legitimacy.

Celem artykułu jest krótka analiza neorepublikańskiej filozofii państwa w oparciu o dwie propozycje teoretyczne, dwa nieco odmienne stanowiska republikańskie i spór, jaki zarysował się między głoszącymi je autorami: Michaelem Sandelem i Philipem Pettitem. Ukazując zasadnicze różnice między republikanizmem substancjalnym a republikanizmem instrumentalnym i ich rozumieniem polityczności, przywołuję perspektywę arystotelejską, będącą punktem wyjścia klasycznej tradycji republikańskiej, a odrzucaną przez neorepublikanów pokroju Pettita. Przedmiotem rozważań jest z jednej strony problematyczność ujęć neorepublikańskich oraz proponowanych przez nie interpretacji dziedzictwa republikańskiego i jego źródeł, z drugiej zaś pytania o relację dwóch pojęć w dyskursie neorepublikańskim, dawniej zupełnie oddzielonych: republiki i demokracji.
This article presents a short analysis of the neorepublican political philosophy and examines two different republican projects: Michael Sandel’s public philosophy and Philip Pettit’s theory of freedom as non-domination and as his model of democracy. While discussing some crucial differences between substantial (Sandel) and instrumental (Pettit) republicanism, the author refers to the Aristotelian perspective as the starting point for the classical republican tradition that has been rejected by neorepublicans such as Pettit. The article focuses on several problematic issues of the neorepublican philosophy including its interpretation of the classical republican tradition, as well as the complex relationship between two terms present in the neorepublican discourse: a republic and a democracy.

Kryzys liberalnej demokracji każe na nowo postawić pewne fundamentalne pytania dotyczące zasad i uzasadnienia tego porządku politycznego, a więc także normatywności liberalnej demokracji. Celem artykułu jest podjęcie wstępnej refleksji na temat istoty normatywności właściwej dla tego porządku politycznego. Jest to kwestia niezwykle interesująca zarówno z punktu widzenia myśli politycznej, jak i filozofii polityki, dotyczy bowiem samych podstaw ładu politycznego, które niekiedy nie są ani dobrze opisane, ani uświadamiane. Zasadnicze pytanie, jakie chcę postawić jest więc następujące: czy da się określić i scharakteryzować ten rodzaj normatywności politycznej, który jest właściwy dla liberalnej demokracji, szczególnie w kontekście sporu na temat moralnych podstaw i moralnego uzasadnienia demokratycznej polityki.
The crisis of liberal democracy prompts us to raise anew some fundamental questions about the principles and justification of this political order, and thus also about the normativity of liberal democracy. The aim of this article is to undertake a preliminary reflection on the nature of the normativity inherent in this political order. This is a question of great interest from the point of view of both political thought and political philosophy, as it concerns the very foundations of the political order, which are sometimes neither well described nor realised. The fundamental question I want to pose, therefore, is whether it is possible to identify and characterise the kind of political normativity that is inherent in liberal democracy, especially in the context of the dispute over the moral foundations and moral justification of democratic politics.

Вопрос, поставленный в тексте, касается связи между консолидацией демократии в посткоммунистических странах и развитием гражданского общества. Сформулированные в политологии тезисы об этой связи, не являются очевидными и не выдерживают пробу временем. Тем более, что само определение условий консолидации демократического порядка, включает в себя различные измерения. Целью статьи является показание, что процесс консолидации демократии является очень сложным и одновременно проблематичным, так же как и роль, которую в этом процессе играет гражданское общество. И хотя невозможно ограничить понимание демократии до исключительно ее институционального аспекта, каждая попытка уточнения ее „субстанционного” характера, включающего в себя устойчивое гражданское общество и политическую культуру участия, не является очевидной, особенно в контексте обществ, которые проходили процесс демократизации в рамках разрозненных вызовов и традиций, которые перед ними стали.
