Opis:: The transposition of the EU ETS directive in Poland causes several interpreta- tion problems. The biggest concern is caused by the imprecise definition of the stationary technical unit, which forces the installations’ operators to function in state of uncertainty. The primary reason for this is that the word unit in Polish language might be translated in various manners. The choice of Polish legislator does not allow the operators that have several devices that only jointly meet the requirements of Annex I of the EU ETS directive to have the capability of defining whether they will be regarded as one installation or several technical units that do not meet the participation criteria of EU ETS. The problem of practical nature, which is shown by the response of Ministry of Environment of Republic of Poland to the author’s motion for disclosure of public information. The article focuses on the problem itself, the Ministry of Environment response, as well as de lege ferenda considerations.

Opis:: This paper presents the results of studies on the influence of unbalance of the rotor unit of a turbocharger on its operational parameters. Identification of the study object, a turbocharger of the NAPIER C-045 type, has been performed. The experiment was carried out at a test stand identifying turbocharger operational parameters belonging to the rotor unit unbalance group. Basing on the measured values and using a mathematical model, hypothetical values of operational parameters for different loads of Diesel engines were calculated. The obtained experimental results were compared to the calculated ones. On this basis, the studied turbochargers were classified into one out of three categories describing operational utility class of a given turbocharger. The order of sensitivity of turbocharger operational parameters to the unbalance of the rotor unit was established.

Opis:: In the paper usefulness of semi-Markovian processes for modelling real processes which occur in the operational phase of various technical objects, is considered. The usefulness of this theory was proved by presenting specific features of the semi-Markovian processes and physical aspects of their use as models of the processes occurring in the operational phase of the objects in question. The specific features were described with taking into account the process of changing the technical states of such objects. The physical aspects of models in the form of semi-Markovian processes were justified by postulating a hypoŹthesis by which wear process of tribological units of crucial sub-assemblies of machines, can be explained. Also, the consequences logically resulting from the hypothesis and necessary to its verification, are discusŹsed. A method for its verification is also attached. It was proved possible to model the real processes in question by means of the continuous semi-Markovian processes of finite set of states.

Opis:: We wcześniejszych artykułach przedstawiono badania w zakresie podstawowym typowego osiedla z prefabrykowaną zabudową mieszkaniową. Na podstawie trójaspektowych badań diagnostycznych stwierdzono, że budynki prefabrykowane są ogólnie w stanie dobrym. Nie mają jednak zadowalającego wyposażenia technicznego, a działania termomodernizacyjne są nadal niepełne. Dostrzeżono też dalsze możliwości poprawy funkcjonalnej budynków.
Earlier articles have presented research on fundamental issues concerning a typical estate of prefabricated residential buildings. Based on diagnostic studies involving three aspects, it was found that the prefabricated buildings are generally in good condition. However they do not have satisfactory technical fixtures, and work to improve thermal efficiency is still not complete. Further possibilities have also been identified for functional improvement of the buildings.

Opis:: Organisations should evaluate their goals in the areas of customer service provision, overall organisational strategy, finance, and human resource management. The performance of specific services provided to the client should be monitored and evaluated in greater detail. The comparison should be made between similar organisations aiming to improve services and technical efficiency. Most organisations, profit and non-profit alike, do not know how to evaluate and compare their efficiency. Retirement homes were selected for evaluation. The review focused on the technical efficiency for the years 2015-2017. To achieve the goal, Data Envelopment Analysis (DEA) was used as a specialised model tool for assessing the technical efficiency, performance or productivity of a group of homogeneous or comparable production units based on selected inputs and outputs. Due to different types of inputs and outputs, the method was selected from among multi-criteria decision-making methods. Two models, Model X and Model Y, including specific inputs and outputs, were designed to evaluate and compare the technical efficiency of selected retirement homes. According to the results, the output-oriented model (Model Y) was more effective for retirement homes compared to the input-oriented model (Model X). The value added could be seen in the model combination and comparison between different studies, which helps to understand the transferability of the results. The analysis confirmed the necessity to combine the DEA method with the quality of service assessment to be able to benchmark the real efficiency of service of a selected type of an organisation.

Opis:: In this paper selected issues concerning vibration diagnosis of the mechanical system within marine propulsion units have been presented, carried out on the basis of experimental examinations of a real object in which an exceedance of the allowable vibration’s level had been observed. Used diagnosing system has been characterised. A procedure of longitudinal and transverse vibrations shaft lines of the mechanical system within marine propusion measurement was presented, with use of portable vibration computerized data logger as well as on the method of vibrations spectral-correlation analysis as a basis of diagnostic process considering dynamic state of analyzed system. Analyzis that has been carried out enabled the selection of the most probable causes for the loss of mechanical system stability. The relevance of the diagnosis was confirmed by the workshop measurements of the torque transmission elements as well as visual inspection of the propellers while the ship was put on a dock.
W referacie przedstawiono wybrane zagadnienia diagnostyki drganiowej okrętowego zespołu napędowego, na przykładzie eksploatacyjnych badań obiektu rzeczywistego, na którym zaobserwowano zwiększony poziom drgań. Scharakteryzowano zastosowany system diagnozujący. Zaprezentowano procedurę pomiaru drgań wzdłużnych i poprzecznych linii walów okrętowego układu napędowego, z zastosowaniem przenośnego rejestratora drgań oraz metodykę ich analizy widmowo-korelacyjnej, jako podstawę wnioskowania diagnostycznego o stanie dynamicznym rozpatrywanego układu. Przeprowadzona analiza pozwoliła na wskazanie najbardziej prawdopodobnych przyczyn utraty stabilności układu mechanicznego. Trafność postawionej diagnozy potwierdziła weryfikacja warsztatowa elementów transmisji momentu obrotowego oraz oględziny śrub napędowych podczas postoju okrętu w doku.

Opis:: W artykule zaprezentowano doświadczenia badawcze dotyczące opracowanej i rozwijanej w ITWL metodzie badawczej. Metodę tę nazwano FAM- C. Zdaniem autora, na podstawie kilkuletnich rozważań teoretycznych oraz doświadczeń laboratoryjnych i pomiarów na statkach powietrznych, metodą tą można skutecznie określać wielkość przekoszeń w połączeniach wielowypustowych. Jako przetwornik wykorzystana jest tu "etatowa" pradnica pokładowa. Wystarczy przyłączyć aparaturę diagnostyczną do dowolnego zacisku będącego pod napięciem, a diagnoza o stanie technicznym jego poszczególnych elementów może być postawiona w ciągu kilku minut. Opisano matematyczne zmiany chwilowej prędkości katowej wielowypustowych połączeń z montażową wadą przekoszenia. Ukazano możliwiść określenia kąta przekoszenia na podstawie obliczonej wysokości zbioru charakterystycznego otrzymanego metodą modulacji częstotliwości. Przedstawiono materiał badawczy otrzymany z badań laboratoryjnych zespołu napędowego LUZES-III, w którym rolę "prądnicy- obserwatora" pełniła lotnicza SGO-8.
In this paper has been presented method described scientifically in ITWL. This method named FAM-C (F - Frequency, M - Modulation, A - Alternating current, C- level of advanced method). The airborne alternator is used as a converter. It is sufficient to connect diagnostic equipment to any live terminal and a diagnosis concerning technical state of elements is possible in a a few minutes. Skew of splined coupling in an effect of assembly error or consumption process. In this connections changes of instantaneous angular velocity of splined coupling with skew disadvantage have been mathematically described. The possibility of calculation of skew angle on the base of characteristic pattern`s height obtained using frequency modulation method has been shown.

Zanalizowane zostały przyczyny oraz treść produktowej decyzji wydawanej przez Komisję Nadzoru Finansowego dotyczącej zakazu dystrybucji niektórych umów ubezpieczenia na życie z ubezpieczeniowym funduszem kapitałowym od 1 stycznia 2022 r.
The article aims at discussing practical aspects of a legal regulation providing the European Supervisory Authorities (ESAs) and national supervisory authorities with the power to apply supervisory product intervention measures, particularly for insurance investment products. In addition to presenting the essence of product decisions, the author outlines the legal basis for product intervention powers of both the EU and national supervisory authorities related to unit linked life insurance contracts. Moreover, the article analyses the reasons and contents of the product decision issued by the Polish Financial Supervision Authority regarding the ban on distributing certain unit linked life insurance contracts, with the ban being effective from January 1, 2022.
