Background: At the Department of Medical Education, Centre for Innovative Medical Education at Jagiellonian University Medical College, a completely remote OSCE (e-OSCE) was con-ducted for the first time using the Microsoft Teams platform. 255 test takers were tasked with presenting their communication and clinical skills in order to assess clinical reasoning. Aim: Analysis of the assessment of the OSCE adaptation to the requirements of the COVID-19 pandemic at the Department of Medical Educations in the form of the e-OSCE from the students’ perspective. Methods: Discussion of the OSCE modification was carried out among 6th-year medical students and graduates undergoing validation of their foreign medical degrees. In order to assess students’ opinions of the e-OSCE, we used questionnaires. The Statistica 12.0 program was used to analyse the results. Results: According to 91.57% of respondents, the e-OSCE was well-prepared. 60% of students strongly agree and 29.47% rather agree that the order of the stations was appropriate and clear. A majority of respondents rated the e-OSCE as fair. 66.32% of respondents strongly agree and rather agree that the proportions of communication and clinical skills were appropriate. The vast majority of the participants of the exam (81.05%) had enough time for individual stations. A statistically significant (p <0.0001) correlation was found between the type of classes and preparation for the e-OSCE. For 61.05% of respondents, the Laboratory Training of Clinical Skills course was the best preparation for students taking the e-OSCE. Taking into account the stressfulness of the OSCE, only 15.96% of students found the online form more stressful than the traditional (in-person) exam. Conclusions: The e-OSCE in students’ opinions was well-organized. Informing test-takers prior to the e-OSCE about the role of invigilators assessing individual stations should be improved. The e-OSCE has been proven to be suitable for assessing a wide range of material and validating communication and clinical skills in appropriate proportions. The e-OSCE is fair according to examinees’ opinion. The study proves that even in a pandemic, it is possible to prepare an online exam without exposing examiners and examinees to the dangers posed by COVID-19.

Opis:
The author indicates in the article that the conflict over Transnistria was not int the field of German close interests. The main task of the German government was to maintain good relations with Russia and to grant it the role of the main mediator in the dispute between Moldova and rebellious Transnistria. On the other hand, Germany, as an EU member, sought to stabilize the region and to bring about democratic and pro-European changes in Moldova. Berlin supported negotiations between the conflicted parties within the OSCE framework albeit aware that they were a sham and would not contribute to the resolution of the conflict. Both the people of Transnistria and Moldova are committed to maintaining the status quo. The absence of physical violence and minor economic and legal tensions have encouraged Western Europe to remain indifferent to Transnistria’s problems. In the article the author used the following research methods: historical, descriptive, source analysis and decision making method.
Autor w artykule wskazuje, że konflikt o Naddniestrze nie leżał w polu niemieckich bliskich zainteresowań. Pierwszoplanowym zadaniem niemieckich rządów było utrzymanie dobrych relacji z Rosją i przyznanie jej roli głównego mediatora w sporze pomiędzy Mołdawią i zbuntowanym Naddniestrzem. Z drugiej strony, Niemcom jako członkowi UE zależało na stabilizacji tego regionu, demokratycznych i proeuropejskich przemianach w Mołdawii. W Berlinie wspierano rokowania pomiędzy skonfliktowanymi stronami w ramach OBWE, mając świadomość, że mają one pozorowany charakter i nie przyczynią się do rozwiązania konfliktu. Zarówno mieszkańcom Naddniestrza, jak i Mołdawii zależy na utrzymaniu istniejącego status quo. Brak aktów fizycznej przemocy i drobne spięcia na tle gospodarczym i prawnym sprzyjają zachodniej obojętności wobec problemów Naddniestrza. W artykule autor wykorzystał metody badawcze: metodę historyczną, deskryptywną, analizy źródeł i metodę decyzyjną.

Opis:
The purpose of this article is to present the operational capabilities of the OSCE in regulating armed conflicts and their application in the former Eastern bloc countries. In order to show the role of the OSCE in the regulation of armed conflicts, OSCE operational capabilities have been structured in a conceptual grid including: OSCE regulatory tools – in the form of missions, field offices and field coordinators; regulatory mechanisms and emergency mechanisms applied in the light of the peaceful pathways of OSCE involvement in the regulatory process. The common feature of operation at each phase is the broadly understood maintenance of stability or achieving stability. There are armed conflicts against which the OSCE has selectively used regulatory activity, omitting certain phases of the conflict, and those against which the application of regulatory tools has not led to lasting stabilisation. The results presented in the paper confirm the correctness of considering the above theories against the background of the conflict cycle concept. Institutional and legal analysis and comparative analysis were used in this paper.

Opis:
Security is a fundamental prerequisite for the existence and development of humans and their society. Its scientific research and understanding is focused both on the State as a single entity, and on the international politics, as a System of States. At the current level of social development, security policy is implemented through various security systems, which analyze the possibilities and degrees of organization to perform security function in contemporary society. It is part of the Comprehensive State Policy as a whole, and implemented through a host of National Security Goals. This means that, in order to formulate and develop a security concept, any state, must take under consideration both internal and external factors, both traditional and non-traditional factors. Contemporary concept of the security policy is seen as a combination of objectives, interests, and actions in economy on one hand, and of the Strategy of the Armed Forces, on the other hand, including international cooperation and coordination. Kosova has fallen behind in this field, because it still misses some documents of crucial importance, i.e. “Comprehensive Security Strategy”, a Comprehensive document defining the National Critical Infrastructure. These two documents are supposed to define the basic national interests of Kosova, as crucial elements of the National Being, and define institutions and actions for their preservation and development. To make the situation even more difficult, Kosova is still missing a clear definition of its security environment, whereas the entire security policy is based on the capability of KFOR, EULEX and other international presence, to provide their support. The presence of parallel structures, and even criminal groups, sponsored, or instigated, by the official Government of Serbia, have a serious impact on the situation. Those structures and groups are a constant challenge against legal institutions of Kosova, in their efforts to execute the sovereignty throughout its territory.

Objectives: The OSCE (Objective Structured Clinical Examination) is a common method of assessing clinical skills used at many universities. An important and simultaneously difficult aspect of good examination preparation is obtaining a properly trained and well-motivated group of assessors. To effectively recruit and maintain cooperation with assessors, it is worth knowing their opinion. The aim of this study was to investigate the opinions of teacher-examiners about the OSCE and to identify the factors that could shape this opinion and influence on motivation. Methods: A cross-sectional study was conducted using a questionnaire on teachers who participated as OSCE examiners. This questionnaire consisted of 21 questions about their perceptions. Answers were rated in a five-point Likert-type scale. Chi-square or Fisher’s exact test was used to analyze the data. Results: A total of 49 (out of 52) teachers participated in this study. Nearly 90% of examiners believed that it is fair, and more than 90% that it is transparent. Despite the fact that 67% of examiners believe that the examination is difficult to organize and 71% believe it is stressful for students; according to 72% of respondents the OSCE has a positive effect on learning. More than 91% of examiners believed that the OSCE is an appropriate test to assess students’ skills. Opinions about the examination were independent of specialty, seniority, gender or having taken the OSCE as students. Conclusion: Teacher-examiners viewed the OSCE as a fair and transparent examination, adequate for the assessment of skills and, despite it being difficult to organize, worth doing as it is appropriate to assess practical skills and positively influences students’ motivation to learn tested skills.

Opis:
This article focuses on the Central and Eastern European in the process of shaping their security relations. The aim of the paper is to present and analyze the evolution of security relations in the region under the aegis of the EU, NATO and the Organization for Security and Co-operation in Europe (OSCE). The interplay of the institutions shows that the EU is not a single power in the European security system thus the maintenance of stable and peaceful relations depend mostly on cooperation between a number of institutions and groupings. The EU and NATO’ s role was central due to their policies of enlargement and the stabilization effects on third partner countries. The OSCE with its well promising position in Europe has been weaken due to decline of interests of major power states and its functions performed simultaneously by the EU and NATO. Both organizations have taken to a large extent the place of the OSCE.
