Opis:: In the times of Galician autonomy the socialist movement, with its birth dating back to the 1860's and 1870's, played a major role in the political and social life under Austrian occupation. Socialism was a source of concem, dislike and outward hostility for many social circles in Galicia (as well as other regions of Poland), especially those of conservative social and political views. In those circles o certain negative stereotype of a socialist was formed. „A dark view of futurę revolutionary model of family and marriage” was an important element of the stereotype of the socialist as popularised by groups sceptical of socialism.

Opis:: In the long-running debate about Greek political ideals and the extent of individual liberty in the Athenian democracy, scholars have taken numerous positions, not infrequently founded upon Aristotle’s systematization of constitutions. This classification rested upon the philosopher’s view of democracy—or its “extreme” form, also found in Athens—as a disorderly, unlawful polity based on unrestrained freedom. This paper aims to question this influential testimony by highlighting the language of democratic discourse, based primarily on the surviving Athenian speeches as the source closest to the political beliefs of the majority of Athenian citizens. It will thus deal with the question whether the Athenians as individuals and as a collective believed that they should be able to “do whatever they wished” and “live however they wanted” and if they shaped their political system upon this premise. In doing so, this essay aims at a more complete understanding of what has been studied under the label of “Athenian freedom”.

This article analyses the social movement 15M. Its main objective is to prove the research question, whether the social movement 15M plays a role in the process of democratisation of Spain. It comprises some background information related to the historic, political and economic development of the country, to help the reader understand the requirements of the social movement 15M as well as the overall situation in Spain. Moreover, the 15M development together with the description of the protesters and their requirements are explained, too. The analysis of twenty-five 15M proposals summarised in Pilar Velasco’s book No nos representan compared with the features of democracy according to Jean Grugel prove, that the social movement 15M forms a significant part of the process of democratisation since it actually requires the fulfilment of those particular values of democracy.

Further, the globalization and information revolution issues are described as the factors/ tools of influence. On one hand it is about to disseminate modern technologies, improving management methods and ways of finance, but on the other hand it is about to create new challenges and threats for security both in military and non-military realm. On this backdrop the author stresses, that the democracy cannot be considered only in terms of a system of institutions but also as a phenomenon of culture which implies the dominance in the public life of certain values and in consequence behavior in the political life also in relation to security issues.

Opis:: The text brings reflections on the challenges posed to the world due to the pandemic, both for its face of fear, amplified by the cacophony of political decisions, but also from the perspective of mutua laid and hope for a better future. The analysis of the pandemic impact on society is based on vulnerability framework. Three angles of analysis are adopted: "Exposure" is approached from the blocks to displacement and lockdown; “Sensitivity” is treated from the point of view of social inequalities, the weakened Welfare State, and strategies of her dimmunity; The "capacity of response" is addressed by the role of science and democracies in the face of the crisis. The pandemic vulnerability analysis is based on examples mainly from Brazil, France, and Poland. Based on this vulnerability, it is proposed to rethink sustainable development and the environment: what lessons for the future can we learn from the crisis?
O texto traz reflexões sobre os desafios postos ao mundo face à pandemia, tanto pela sua face do medo, amplificado diante da cacofonia das decisões políticas, mas também pelo lado da ajuda mútua e esperança de um futuro melhor. Utiliza-se como quadro referencial a análise de vulnerabilidade da sociedade ao vírus. Três ângulos de análise são adotados: A "exposição" é abordada a partir dos bloqueios ao deslocamento e do confinamento; A “sensibilidade” é tratada sob o ponto de vista das desigualdades sociais, o enfraquecimento do Estado de Bem-Estar, e estratégias de imunidade coletiva; A "capacidade de resposta" é abordada pelo papel da ciência e das democracias diante da crise. A análise de vulnerabilidade à pandemia é baseada em exemplos principalmente do Brasil, França e Polônia. A partir dessa vulnerabilidade, propõe-se repensar o desenvolvimento sustentável e o meio ambiente: que lições para o futuro podemos tirar da crise?

Opis:: In 2004 when Poland entered the UE, the legal status and the social role of the state changed considerably. The EU structures and institutions took over some functions of the state to a great extent, especially in the fields concerning setting goals, creating law and even supervision of abiding law. Unfortunately, this aim has not been achieved. In order to achieve this aim, the EU would have to reform the job market, change means of transport, build up a solid energy market, free the circulation of securities, reform transport and telecommunication. In view of such intentions, what will lie within the state’s competency, however the state will be understood? The more so as with the Lisbon Treaty deepening the economic and legal integration. It appears that after this international act, the role of the state in creating the aim and decision-making has diminished to even a greater extent. On the other hand, in the name of human solidarity and creating a community, there is a moral obligation in the form of „some kind of’ loyalty to the state. A reflection and asking questions are needed: is the state necessary? Is the democratic state a guarantor of the broadest interests of its citizens? And in other words, does democracy need the teaching of the Church?. Moreover, the integration processes are overlapped with the competition of various parties and policies concerning the role and tasks of the state. The extreme positions postulate the abolishment of the state in its traditional meaning. We are facing a very important task of strengthening the state. In the light of this we need to start seeking what connects people in the state from the beginning. We need to search for what helps to create social and national bonds. We need to consider the following question: why is the state necessary? In search of the answer it is worth considering the teaching of the Church which shares the experience and reflection on the issues of the state and civil society. This article aspires to be involved in the social discourse which promotes the ideas, indicates the level of reflection and enables a more conscious and responsible decision-making.

Opis:: The advance of populist parties in the European Union can be interpreted as the sign of an expanding “frustration” about representation in a political sphere oppressed by economic austerity. In this context, the modern philosophical roots of an alternative conception of democracy, based on direct participation, appear to be worth of a careful scrutiny. This paper focuses on the notion of the General Will as described in The Social Contract. After a critical review of the antithetical conceptions of the General Will suggested by Rousseau, a coherent interpretation is proposed, obtained through an analysis of the text taken as a “self- -sufficient” unity: the General Will is pure “ambition” for an unknown common good, shared by all the members of a political community. However, it is argued that the participatory “machinery” of General Will is fundamentally incapable of resolving three serious problems that undermine the foundations of Rousseau’s ideal “République”, namely, 1. How the citizens can identify the common good without errors; 2. How the citizens can develop an ethical dimension by themselves, without any external influence; 3. How single individuals, seen not as active citizens but as passive subjects of the State, can protect themselves from the abuses of power.
