Opis:: Due to its geopolitical location, Świnoujście is an important place on the map of Poland in terms of: economy, transport, military and energy. Therefore, it has become the site of ongoing and planned infrastructural investments in the maritime economy – President Lech Kaczyński LNG Terminal, a tunnel under the Świna strait connecting the islands of Wolin and Uznam, and a deepwater container terminal. On the other hand, the tourist and spa character of the city means that there are hotels and spas in Świnoujście, which are a source of income for some of the inhabitants. Members of the local community express their opinion in public opinion polls, statements in the media, social activity such as: writing letters and complaints, adopting resolutions on the city council, engaging in competitions and social projects. Some of the inhabitants of Świnoujście support the double-track development of the city based on tourism and infrastructure, while others protest against large investments for fear of degradation of the natural environment and a decrease in the number of tourists.
Świnoujście dzięki swojemu geopolitycznemu położeniu jest istotnym miejscem na mapie Polski pod względem: gospodarczym, transportowym, militarnym i energetycznym. W związku z tym stało się miejscem realizowanych i planowanych inwestycji infrastrukturalnych w gospodarce morskiej – Terminalu LNG im. Prezydenta Lecha Kaczyńskiego, tunelu pod cieśniną Świną łączącego wyspy Wolin i Uznam oraz głębokowodnego terminalu kontenerowego. Z drugiej strony turystyczno-uzdrowiskowy charakter miasta sprawia, że w Świnoujściu funkcjonują hotele i uzdrowiska, które są źródłem dochodów dla części mieszkańców. Członkowie społeczności lokalnej wyrażają swoje zdanie w badaniach opinii publicznej, w mediach czy poprzez aktywność społeczną, taką jak: pisanie pism i skarg, podejmowanie uchwał na posiedzeniach Rady Miasta, zaangażowanie w konkursy i projekty społeczne. Część świnoujścian popiera dwutorowy rozwój miasta oparty na turystyce i rozwoju infrastruktury, część zaś protestuje przeciwko dużym inwestycjom w obawie o degradację środowiska naturalnego i zmniejszenie liczby turystów.

The spirit of communitarianism and the cultural background of the Limoncocha community in the context of sustainable development and environmental protection

The aim of this article is to present the results of ethnographical studies of the Amazonian community Limoncocha (Sucumbíos, Ecuador), considering its cultural background in the context of environmental protection. Our scientific purposes were to examine connections between Limoncochans’ values, lifestyle and objectives in the context of their business goals, which are important for maintaining biodiversity and nature protection in the region. In our research we were interested in the historical, social, economic and cultural conditions that underlie the development of this community. We discuss contemporary attitudes of its inhabitants toward civilizational progress, environmental protection and ways of social organization, as significantly influenced by a unique way of settling down this community – formed by American missionaries from the Summer Institute of Linguistics (Instituto Linguistico de Verano) in the 1950s. The grounded theory methodology was used as an analytical tool for the elaboration of data, and we also implemented triangulation presumptions. We used several techniques of data collection: representative survey among Limoncocha parish inhabitants, over 30 in-depth interviews, photo elicitation interviews, documents’ analyses, and numerous quasi-participant observations. During our research we obtained strong evidence for a connection between the visible spirit of communitarianism and the entrepreneurship activities of locals, both of which affect regional development. Inhabitants represent strong egalitarian tendencies that have a visible impact on their business activities and the economic prospects of Limoncocha. The first representative survey and our observations in this area gave us the possibility to formulate some recommendations for the Ecuadorian government and local authorities for implementation of cooperation with the local community to achieve sustainable economic development protecting the natural environment.

Opis:: Public Safety Management is one of many local government activities which have an economic impact. The optimum level of public safety for the local community and the ability to react rapidly and effectively in response to threats becomes a challenge involving the need to bear unplanned costs. A starting point for building an appropriate structure and system for public safety at the local government level is found in social needs of a varied character which depend on individual preferences and experience, other psychosocial factors and the legal, economic, and political conditions. All these elements influence the form of safety system adopted and cannot focus on the preservation of the critical values required for the life of the local community. On the other hand, there is the issue of costs which is an essential consideration when supplying safety at the gmina, powiat, and voivodeship level simply because they limit the potential of local government units to participate in the dynamic development of that unchanging, and important scope of their activity. The aim of this work is to study and present the relationship existing between the economic dimension of public safety established by local government units and the complacency of residents.
Zarządzanie bezpieczeństwem publicznym w aspekcie ekonomicznym jest jednym z wielu zadań, przed jakimi stoją jednostki samorządu terytorialnego. Optymalny poziom bezpieczeństwa lokalnej społeczności oraz umiejętność szybkiego i skutecznego reagowania na zagrożenia to wyzwanie wiążące się z koniecznością ponoszenia kosztów, których niejednokrotnie nie można zaplanować. Punktem wyjścia do stworzenia odpowiedniej struktury systemu bezpieczeństwa na szczeblu lokalnym są potrzeby społeczne, których specyfika może być bardzo zróżnicowana i uzależniona od indywidualnych preferencji, doświadczeń czy innych psychosocjologicznych czynników oraz uwarunkowań prawnych, ekonomicznych czy politycznych. Wszystkie te elementy wpływają na kształt systemu bezpieczeństwa, bez którego nie można mówić o ochronie wartości istotnych dla życia lokalnej społeczności. Odrębną kwestią jest zagadnienie kosztów, które są niezbędne do zapewnienia bezpieczeństwa na obszarze gminy, powiatu czy województwa, gdyż niejednokrotnie właśnie one ograniczają możliwości jednostek samorządu terytorialnego w dynamicznym rozwoju tego niezmiernie ważnego zakresu ich działalności. Celem niniejszej publikacji jest skonfrontowanie zależności istniejących pomiędzy ekonomicznym wymiarem bezpieczeństwa publicznego organizowanego przez jednostki samorządu terytorialnego a poczuciem bezpieczeństwa mieszkańców.

Opis:: Effective implementation of regional education content in preschool and early school education requires teachers not only to have appropriate substantive and methodological preparation but also an attitude conducive to developing children's interest in the cultural heritage of their immediate environment. The aim of this article is to assess the level of students' initial knowledge of regional education in a local context. The analysis covers their understanding of its objectives and essence, knowledge of the specific characteristics of the region, preferences regarding teaching forms and awareness of potential cooperation with institutions and representatives of the local community. The research results allow conclusions to be drawn regarding the directions for improving the education of future teachers in the field of regional education as well as as well as recommendations related to the need for broader consideration of this topic at all stages of education.
Efektywna realizacja treści z zakresu edukacji regionalnej w wychowaniu przedszkolnym oraz edukacji wczesnoszkolnej wymaga od nauczycieli nie tylko odpowiedniego przygotowania merytorycznego i metodycznego, lecz także postawy sprzyjającej rozwijaniu u dzieci zainteresowania dziedzictwem kulturowym najbliższego otoczenia. Celem artykułu jest ukazanie poziomu wiedzy wyjściowej studentów z zakresu edukacji regionalnej w kontekście lokalnym. Analizie poddano rozumienie jej celów i istoty, znajomość specyfiki regionu, preferencje dotyczące form dydaktycznych oraz świadomość potencjalnej współpracy z instytucjami i przedstawicielami środowiska lokalnego. Wyniki badań pozwalają na sformułowanie wniosków dotyczących kierunków doskonalenia procesu kształcenia przyszłych nauczycieli w zakresie edukacji regionalnej, jak również postulatów odnoszących się do potrzeby szerszego uwzględnienia tej tematyki na wszystkich etapach edukacyjnych.

The article presents the basic characteristics of Urban Local Action Groups (ULAGs) in Poland. ULAGs are associations of citizens and legal entities representing different interest groups: the social sector (organisations and residents), the economic sector (local entrepreneurs) and the public sector (state and local government institutions), each operating in accordance with the assumptions of the Community-Led Local Development approach financed by the European Union (EU) and covering the entire area of a single city or several urban units. The ULAGs establish a bottom-up development strategy for a given area and obtain the funds required for its implementation by organising local grant competitions, in which the decision-making council (project selection committee) composed of local stakeholder representatives selects projects offered by local entities for funding. Only 7 ULAGs have been established in Poland at the beginning of the 2014-2020 EU Programming Period. The research described herein made use of the method of content analysis for the purpose of studying Local Development Strategies (LDS) prepared by ULAGs for the years 2015-2022. All investigated ULAGs were financed from the European Social Fund. Their activities were typically focused on social issues, including such aimed at social and professional activation and social inclusion of the inhabitants. The examined ULAG activities did not display the typical features of neo-endogenous integrated development, as they were prevented from utilizing EU funds for investment activities or infrastructure development. The article discusses the basic goals and tasks planned in the strategies of these organisations.

Opis:: This study investigates the emotional bond – referred to as place attachment – between individuals and their surroundings. Place attachment is studied to understand the factors shaping this relationship. Focusing on three settlements in Warsaw’s Bemowo district (Groty, Fort Radiowo and Boernerowo), which border the ecologically significant Bemowski Forest, the research examines how proximity to natural areas influences residents’ daily activities, identity and social engagement. Data were gathered through online surveys and in-depth interviews using psychometric scaling methods and mapping techniques to identify places of special value. The findings indicate that immediate access to natural landscapes significantly affects both individual behavior and community involvement.
Emocjonalna więź człowieka z otoczeniem, czyli przywiązanie do miejsca jest badana w celu zrozumienia czynników kształtujących tę relację. W niniejszym artykule skoncentrowano się na więzi społeczności lokalnej z miejscem zamieszkania na trzech osiedlach warszawskiej dzielnicy Bemowo (Groty, Fort Radiowo oraz Boernerowo), które bezpośrednio graniczą z kompleksem leśnym – Lasem Bemowskim. W ramach badań przeprowadzono ankiety internetowe oraz wywiady pogłębione, wykorzystując metody skalowania psychometrycznego oraz mapowania cennych miejsc i obszarów. Uzyskane wyniki wskazują, że bezpośrednie sąsiedztwo terenu cennego przyrodniczo nie tylko determinuje funkcjonowanie mieszkańców tej przestrzeni, ale także kształtuje ich tożsamość oraz zaangażowanie społeczne.

The aim of the article is to present a case study of an educational project that combines modern education with local culture preservation. Tapriza Culture School is community-based school in Phoksumdo Village Development Committee in Dolpo, a remote region in north-western Nepal, a culturally Tibetan enclave inhabited by Tibetan-speaking adherents of native Bön religion. Tapriza Culture School seems to be particularly interesting educational project in many respects. First, the school is located in geographically isolated and economically disadvantaged region, where access to education is not a standard, but a luxury; rates of illiteracy are high and educational facilities are sparse. Secondly, in Tapriza School local history, tradition, and religion teaching is integrated with standard national curriculum. Thus, children receive an education, which enables them to maintain their cultural and religious identity and to get skills, which widen the repertoire of their life and professional options in the future. Thirdly, it is successful joint effort of western based NGOs and local community, a project that aims not only to educate children, but also to improve a quality of life of the whole community. The article is partly based on data the author collected during her fieldwork in Dolpo in 2008.

Opis:: The relationship between the police forces and local governments (self‑government units) is of particular importance to effective national security management. In the article, I provide an extensive review of the existing mechanisms in the area and track down their evolution. I analyze trajectories and results of reforms carried out after 1990, examining crucial aspects of the relationship, including the participation of local governments in the appointment of Police governing bodies, co-financing, the institution of the “demand” to restore legal order, and the particularly problematic ties between poviats and the Police.
