Badanie o charakterze ilościowym i jakościowym, wykonane na potrzeby artykułu, dotyczy analizy raportów przygotowanych z okazji Światowego Forum Miejskiego 11 (WUF11) przez polskie miasta w ramach programu „Plan działań dla miast. Modelowa lokalność”. Ujęte w raportach projekty, wybrane przez gremium ekspertów zaproszonych do programu, miały mieć charakter modelowy, stanowić dobrą praktykę dla innych miast polskich. Badaniu poddano zawartość raportów, w tym m.in. przeanalizowano modelowe projekty, pod kątem ich natury i zakresu przedmiotowego, a także związków z celami zrównoważonego rozwoju (ang. SDGs) przyjętymi w Agendzie 2030 ONZ. Następnie w ramach studiów przypadków dokładniej przeanalizowano raporty wybranych miast, w których przedmiotem badania stały się lokalne dokumenty strategiczne, wpisujące się w prezentowane projekty, a także sposób oceny projektów zgodny ze wskaźnikami używanymi do monitorowania Agendy 2030 w Polsce. Celem artykułu było potwierdzenie hipotezy badawczej, w myśl której złożoność i niejednoznaczność celów zrównoważonego rozwoju, a także sformułowanie ich na poziomie globalnym, są dużą barierą w stosowaniu ich na poziomie lokalnym, co sprawia, że projekty realizowane na szczeblu lokalnym trudno wiązać z SDG. Powiązania te są niejednoznaczne, a ocena wpływu tych działań na realizację Agendy 2030 niemożliwa. Wyniki badania potwierdziły tę hipotezę, rodząc przekonanie o potrzebie wypracowania polityki uwzględniającej konieczność realizacji celów zrównoważonego rozwoju na szczeblu lokalnym.
The quantitative and qualitative research carried out for the purpose of the article concerns the analysis of reports prepared for the World Urban Forum 11 (WUF11) by Polish cities as part of the “Action Plan for Cities. Model Locality” programme. The presented projects, selected by a body of experts invited to the programme, were exemplary and constituted good practice for other Polish cities. The research consisted in examining the projects in terms of their nature and scope, as well as their relationships to the Sustainable Development Goals (SDGs) adopted in the UN 2030 Agenda. The study of the reports was further enhanced by case studies of selected cities. The chosen projects were thoroughly analysed, with the stress put on their connection to local strategic documents, and to the indicators used to monitor the 2030 Agenda. The aim of the article was to confirm the research hypothesis that the complexity and ambiguity of the Sustainable Development Goals on one hand, and their formulation at the global level on the other are a major barrier to their application at the local level, making projects difficult to associate with the SDGs. As these connections are ambiguous, it is impossible to assess their impact on the implementation of the 2030 Agenda. The results of the study confirmed the hypothesis, giving rise to the conviction of the need for developing policies that would take into account the implementation of the Sustainable Development Goals at local level. - Dostawca treści:
