The mathematical models and computational methods with implementing them applied information technology of decision support in monitoring medical system are proposed. The method of construction robust monitoring indices based diagnostic models for criteria quality assessment of the systems elements condition is described. The informativeness (significance) assessment method of the systems diagnosing models variables, obtained based on artificial neural networks (ANN) theory instrument is developed. The forecasting method of multivariate time series obtained on the monitoring indices based variables of the dynamic systems condition is developed. The method for solving the condition classification problem of the complex systems elements is improved. The decision support computer system in medical monitoring systems is developed. Application examples of the described methods on diagnosis of medical patients are presented. Keywords: Decision Support Software System, Reasoning Methods, computational methods, clinical medicine.

    The Forms of Child and Family Help Within the Local Government Structures

    The problem of development of the forms of help being given to a child and family by local governments has been attracting the society's attention in Poland since the beginning of the 1990 s. The analyzed forms of family and child in local communities is only a certain element of the whole care and educational system aimed at achieving European standards. Short statistics of the described reports of the Ministry ofWork and Social Politics and the data of Santa Claus Fund have allowed the author to look into the development of these kinds of help operating in local communities over last decade. Describing the tasks of parish and district councils can differentiate after the legislator the most significant forms of care and support for families in children such as protected flats, specialized family guidance, special centers for families in crisis, day care homes, educational centers, community centers, social and therapeutic centers and clubs. The reformed system of child and family care in Poland is based on the development of family support and preventive actions that correspond with the international law and good practice standards and the main stream of changes in the countries- members of the European Union. The proposed contents are to get people acquainted with the issues of care, upbringing, support and professional assistance for a child and family in their environment.

    Reflections on the subject of government welfare system aimed at single parents are presented in the article. Changes of civilisation are a cause of an escalation of the phenomenon of single parenthood in Poland, with the number of divorces rising year by year and an increase in the number of people who decide to live in concubinates or become single parents of children born out of wedlock. The withdrawal of the government from numerous forms of support for that social group is observed simultaneously with the aforementioned changes. A choice of labour law, social security and family law regulations is analysed at length in the article dedicated to single parenthood in the government welfare system.

    Challenges and Needs in Supporting Families of Individuals with Disabilities
    Wyzwania i potrzeby we wsparciu rodzin osób z niepełnosprawnością

    Aim. The aim of this article is to illustrate the functioning of a family having a person with a disability, highlighting its key role in the processes of care, support, and social integration. A definition of the family as the first, fundamental, and most important environment in a person’s life is provided. The concept of disability is explained with reference to the United Nations Convention on the Rights of Persons with Disabilities. The article also seeks to analyse the challenges and needs of families with a person with a disability and to identify the forms of support offered to them by institutions, including associations. Methods and materials. The article is based on a subject literature review, which was complemented by insights gained from many years of professional experience in the field. Comparative analysis was applied to selected international examples of support systems for families raising children with disabilities. These examples include practices implemented in France, Great Britain, Sweden, and Australia, offering a broad perspective on diverse systemic solutions.Results. The analysis reveals that families of people with disabilities face significant burdens, both emotional and financial. While systemic forms of assistance exist, they often fail to correspond to the real needs of families. International examples demonstrate that, despite different organisational frameworks, the common objective is to ensure family stability, foster integration, and promote the active participation of people with disabilities in social life. Particular emphasis is placed on the role of the Polish Association for Persons with Intellectual Disability (PSONI) – the oldest non-governmental organisation in Poland serving this community. Its activities highlight the importance of non-institutional, grassroots initiatives in complementing state support systems. Conclusion. Effective institutional support can significantly enhance the quality of life for both people with disabilities and their families. However, in practice, access to such support is often limited or inadequate. Families frequently report insufficient knowledge of their rights, available services, and strategies for managing everyday challenges. Education and counselling are therefore key elements of effective assistance. The article concludes with recommendations for strengthening support systems through interdisciplinary approaches and intersectoral cooperation. This would allow for more responsive and tailored solutions, ensuring that families receive the resources they need to thrive and to facilitate the full social integration of people with disabilities.
    Cel. Celem artykułu jest ukazanie funkcjonowania rodziny z osobą z niepełnosprawnością, z podkreśleniem jej kluczowej roli w procesach opieki, wsparcia i integracji społecznej. Przedstawiono definicję rodziny jako pierwszego, podstawowego i najważniejszego środowiska w życiu człowieka. Pojęcie niepełnosprawności zostało wyjaśnione w odniesieniu do Konwencji Narodów Zjednoczonych o prawach osób z niepełnosprawnościami. Artykuł ma także na celu analizę wyzwań i potrzeb rodzin z osobą z niepełnosprawnością oraz wskazanie form wsparcia oferowanych im przez instytucje, w tym stowarzyszenia. Metody i materiały. Artykuł opiera się na przeglądzie literatury, który został uzupełniony o wnioski wynikające z wieloletnich doświadczeń zawodowych autora w tej dziedzinie. Zastosowano analizę porównawczą wybranych międzynarodowych systemów wsparcia dla rodzin wychowujących dzieci z niepełnosprawnościami. Przykłady te obejmują rozwiązania funkcjonujące we Francji, Wielkiej Brytanii, Szwecji i Australii i ukazują szeroką perspektywę zróżnicowanych podejść systemowych. Wyniki. Analiza ujawnia, że rodziny osób z niepełnosprawnościami mierzą się z istotnymi obciążeniami, zarówno emocjonalnymi, jak i finansowymi. Choć istnieją systemowe formy wsparcia, często nie odpowiadają one rzeczywistym potrzebom rodzin. Międzynarodowe przykłady dowodzą, że pomimo odmiennych ram organizacyjnych wspólnym celem jest zapewnienie stabilności rodziny, wspieranie integracji oraz promowanie aktywnego uczestnictwa osób z niepełnosprawnościami w życiu społecznym. Szczególną uwagę zwrócono na rolę Polskiego Stowarzyszenia na rzecz Osób z Niepełnosprawnością Intelektualną (PSONI) – najstarszej organizacji pozarządowej w Polsce działającej na rzecz tej społeczności. Jej działalność pokazuje, jak ważne są oddolne, pozainstytucjonalne inicjatywy uzupełniające wsparcie państwowe. Wnioski. Skuteczne wsparcie instytucjonalne może znacząco poprawić jakość życia zarówno osób z niepełnosprawnościami, jak i ich rodzin. W praktyce jednak dostęp do takiej pomocy bywa ograniczony lub niewystarczający. Rodziny często zgłaszają brak wiedzy na temat przysługujących im praw, dostępnych usług oraz strategii radzenia sobie z codziennymi wyzwaniami. Dlatego edukacja i poradnictwo są kluczowymi elementami skutecznego wsparcia. Artykuł kończy się rekomendacjami dotyczącymi wzmocnienia systemów wsparcia poprzez podejście interdyscyplinarne i współpracę międzysektorową. Pozwoliłoby to na bardziej adekwatne i dostosowane rozwiązania zapewniające rodzinom dostęp do zasobów potrzebnych do prawidłowego funkcjonowania i wspierające pełną integrację społeczną osób z niepełnosprawnościami.

    Opis:
    Aim: The aim of the paper is the review of family risk factors which are complex and dynamic, therefore they should be analysed in the ecological (systematic) approach. Methods: The paper is a theoretical review on the basis of Polish and international literature. Results: In the family microsystem there are several risk factors such as disturbance in forming attachment, incorrect parental attitudes and methods of upbringing, an unstable family structure and pathological phenomena such as: alcoholism, delinquency, low socioeconomic status. In the mesosystem risk factors include weak family relations with persons and institutions which could support the family in a crisis, whereas in the exosystem the key factors are: local environment, place of work, social assistance. In the macrosystem law, the economic level of society, social politics and changes in morals have considerable importance in maladjustment. Conclusions: The analysis of the family’s risk factors should be interactive and based on correlation and regression models including the modifying role of personal predispositions of children and youth.
    Cel: Celem artykułu jest dokonanie przeglądu rodzinnych czynników ryzyka nieprzystosowania społecznego, które mają charakter złożony i dynamiczny i dlatego powinny być analizowane w ujęciu ekologicznym (systemowym). Metody: Artykuł ma charakter przeglądu teoretycznego w oparciu o literaturę polską i światową. Wyniki: W mikrosystemie rodzinnym do czynników tych należą zaburzenia w kształtowaniu przywiązania, nieprawidłowe postawy i metody wychowawcze, niestabilna struktura rodziny oraz zjawiska patologiczne, takie jak: alkoholizm, przestępczość, niski status socjoekonomiczny. W mezosystemie czynnikami zagrożenia są słabe relacje rodziny z osobami i instytucjami mogącymi wspierać ja w kryzysie, natomiast w egzosystemie ważną rolę odgrywa środowisko lokalne, miejsce pracy, pomoc socjalna. W makrosystemie duże znaczenie w genezie nieprzystosowania mają rozwiązania prawne, poziom gospodarczy społeczeństwa, polityka społeczna i zmiany obyczajowe. Wnioski: Analiza rodzinnych czynników ryzyka powinna być zatem interakcyjna i oparta na modelach korelacyjno-regresyjnych, uwzględniających modyfikującą rolę predyspozycji osobowych dzieci i młodzieży.

    Opis:
    The paper analyzes the usefulness of the two approaches: SVM (Support Vector Machine) and PNN (Probabilistic Neural Network) to assess the risk of damage to water supply systems resulting from the impacts of the industrial environment in the Upper Silesian Coal Basin (GZW). Two classification models in the form of SVM and PNN networks were created as part of the study, using data on technical and material solutions, identified damage and intensity of mining impacts for the analyzed water supply systems. Selection of the optimal parameters of the structures of both models was carried out using a genetic algorithm.
    W pracy przedstawiono analizę przydatności metod SVM (Support Vector Machine) oraz PNN (Probabilistic Neural Network) do oceny ryzyka uszkodzeń sieci wodociągowych pod wpływem oddziaływań środowiska przemysłowego na terenie Górnośląskiego Zagłębia Węglowego (GZW). W ramach badań utworzono dwa modele klasyfikacyjne w postaci sieci SVM oraz PNN, wykorzystując dane o rozwiązaniach techniczno-materiałowych, stwierdzonych uszkodzeniach oraz intensywności oddziaływań górniczych dla badanych sieci wodociągowych. Dobór optymalnych parametrów struktur obu modeli przeprowadzono z wykorzystaniem algorytmu genetycznego.
