Opis:: New Regulations for Building Information Infrastructure in Poland In the article legal provisions governing the new development method of spatial information infrastructure are presented. The amendments arise mainly from the Act on Spatial Information Infrastructure as well as from the provisions of the Law on Geodesy and Cartography. In accordance with provisions of these acts and the implementing rules, both those binding and those in draft form, the spatial information infrastructure in Poland shall constitute a single database. This base shall comprise the individual components defined in the relevant implementing rules. These regulations define individual databases. For this purpose, the notation of the Unified Modeling Language (UML) is used. On the other hand, the GML (Geographic Markup Language) was adopted as the basic format for interchange and sharing of data sets. In the paper, special attention was paid to the regulation defining the Polish cadastral system, as the system registering information concerning real property.

Opis:: According to the data contained in the Tabular Summary of Different Types of Historical Immovable Properties Entered into the Register of Monuments by Province (NID, 2016), published by the National Heritage Board of Poland, registries of immovable monuments in Poland, as at 28.09.2016, covered the total of 71,041 sites. The protection of national heritage is, in accordance with Article 5 of the Constitution of the Republic of Poland (CONSTITUTION, 1997), one of the duties of public authorities. Preservation of national heritage, including historical properties, is not possible without effective protection of monuments. It concerns, amongst others, the processes related to real properties, including their subdivision, trading, drawing up and updating the concept of spatial development of the country – the studies of the conditions and directions for spatial development of municipalities and local spatial development plans, etc. For the purpose of the following paper, selected principles of real estate management in Poland and other European countries were presented. What is more, investigation was made of the settlements included in chosen local spatial development plans concerning the conditions aiming at protection of historical immovable properties. Furthermore, the role of spatial information systems as well as modern surveying and photogrammetrical technologies of measurements in the management of historical monuments was outlined.

Opis:: Problematic aspects concerns the development problems and difficulties encountered in adapting Polish Spatial Information resource to the standards prevailing in the European Union, introduced by the INSPIRE Directive, ratified by the European Parliament in 2007. The study demonstrated that the differences between the application diagram database of Geodetic Registration of Infrastructure Networks included in Polish regulations, and the target model proposed by European guidelines, limit the possibilities of exchanging data without modification, which is inconsistent with the provisions of the INSPIRE Directive. On the basis of the existing normative acts, which are the legal basis for creating a database of Geodetic Registration of Infrastructure Networks they presented their main aims and objectives implementation. Brought closer definitions and characteristics of Geodetic Utilities Network System by provisions which determined the shape of the previous years, and which are already in Poland do not apply. The principles to be followed when working on the creation of object-oriented databases of Geodetic Registration of Infrastructure Networks contained in the existing normative acts. An example, popular in our country system, optimized for creating, updating and sharing of databases. Describes the methodology to carry out this process, depending on the source of the materials obtained. It shows the process of creating spatial databases, and the problems and difficulties that this brings. Brought closer the subject of interoperability created databases and harmonization of Polish law with respect to European guidelines.
