Populism has become a recurring issue in Japanese politics, particularly at the local level. In a time of general discontent with traditional politics and politicians, the prefectural governor, chief executive of the larger local government body and elected by popular suffrage, occupies a political office which seems to offer large opportunities for populist behaviors. In the past two decades, various governors have been labeled with the term ‘populist’ for political styles built on appeals to the people and the use of mass media. However, the diversity and continuous increase in the number of such situations may, , albeit sometimes in an extreme, deformed way, indicate the emergence of a new kind of democracy in Japan.

Standing at the head of the grain administration, the equestrian prefect (praefectus annonae) was responsible during the early Empire for the process of supplying the capital with grain – the main staple of the Eternal City’s inhabitants’ diet. The article outlines the organisational background to the whole project, as well as the personal involvements of various emperors because of the political importance of the process of supplying Rome with grain.

The Flavians’ rule brought numerous changes of the composition and the importance of the senatorial order. By completing its composition the Flavians gained a circle of loyal supporters. The Senate, however, did not lose its significance although Vespasian successfully camouflaged the fact that the real decisions were made somewhere else. The situation changed completely during Domitian’s rule, Executions of members of the senatorial elite (even if relatively not very common) did not enhance the freedom of speech. They were rightly treated as an element of intimidation and terror. Vespasian could regularily influence the shape of the elites of power as he decided who was supposed to receive the office of consul. One of characteristic features of his reign was the fact that he kept the office to himself and his sons. It meant that, in practice, the access to the office of consul ordinarius, the most desired and prestigious office in the state, was seriously limited. In order not to decrease the numer of ex consuls who were indispensable to perform the most crucial functions in the state the Flavians increased the numer of supplementary consuls who were appointed annually. The situation partly changed under Domitian as after the year 88 the Caesar held the office only three times. Domitian was quite generous in promoting members of patrician families to the office of consul. At the same time he made effort to reward people who had been layal and worthy to the Caesarian family during the civil war and who were later on, for different reasons, debarred from posts of authority. Governorship of strategic provinces, which required great skill and also the caesar’s trust, was most commonly granted to the closest members of the family. The proconsulships of Asia and Africa were dominated by the most distinguished and honoured Italians. During the reigns of Vespasian and Titus only few proconsuls were promoted to the office of consul. The situation changed under Domitian’s rule. According to the available data as many as 12 out of 25 well known proconsuls became consuls. The caesar was also more willing to help the so called second rank senators fulfill their ambitions. They normally did not have much chance to make a great political career. Holding one of the three tutelages in the area of Rome was for some senators the pinnacle of their careers. There were a few senators who held the office but not much is known about them. The prefecture of Rome was another of the most desirable posts in the state. John of Lydia, a Byzantine writer, claims that Domitian played an important role in reforming the office. However, none of the sources on the subject confirms his claim. This is probably one of many false pieces of information provided by the writer.

Most military incidents in the Central African Republic that have been recorded since 2017 stem from conflicts over transportation trails, cattle (buffalo) grazing and mineral mines (gold and diamonds). The article aims to show the activities of military groups on the territories controlled by them through an analysis of tactics deployed by one of the rebel organisations. The activities of the Siriri group are typical of separatist groups in the Central African Republic (CAR).

The aim of this article is to explain the canonical status of the sui iuris mission. The Code of Canon Law of 1983 does not make reference to this original but independent Church territorial base of a temporary nature, which is a preliminary stage of an existence of the particular Church in areas, where the number of Catholics is not large, and political situation of the area is uncertain. As an example for the presentation of the functioning of this Church structure, sui iuris mission in Uzbekistan has been presented, which existed in 1997-2000, and next has been promoted to the rank of an apostolic administration.

Ks. Franciszek Arciszewski CM, misjonarz w Chinach, Australii i Stanach Zjednoczonych pozostawił po sobie bogatą spuściznę w postaci dokumentów, notatek własnych, listów oraz wspomnień i fotografii, związanych również z pracą w Chinach, przechowywanych obecnie w Archiwum Polskiej Prowincji Księży Misjonarzy na Stradomiu. Ks. Arciszewski przebywał w Chinach zaledwie czternaście lat, jednak był to okres nieustannych walk, zarówno z wrogiem zewnętrznym – Japonią, jak i wewnętrznych tarć na linii nacjonaliści – komuniści. Ze wspomnień ks. Arciszewskiego, spisanych w roku 1990, a więc przeszło pięćdziesiąt lat po wspominanych wydarzeniach, wyłania się obraz kraju ogarniętego wojenną zawieruchą, gdzie najbardziej pokrzywdzonymi okazują się być zwykli ludzie, z którymi na co dzień przebywali i wśród których mieszkali księża misjonarze.
Fr. Franciszek Arciszewski CM, a missionary in China, Australia and the United States left a rich legacy in the form of documents, notes, letters and memoirs as well as photographs, also those related to his work in China and currently kept in the Archives of the Polish Province of the Congregation of the Mission on Stradom street, Krakow. Fr. Arciszewski stayed in China for only fourteen years, however, it was a period of constant fighting with an external enemy – Japan as well as internal friction between nationalists and communists. From the memoirs of Father Arciszewski, written in 1990 – more than fifty years after the above mentioned events, a picture emerges of a country affected by war turmoil, where most of the victims turn out to be ordinary people, with whom missionaries stayed and lived on a daily basis.

The departmental prefecture of Kraków was established in April 1810 on the basis of the Administrative Office of the Kraków Powiat, established by the provisional Polish authorities during the War of the Fifth Coalition (1809). The creation of the prefecture was preceded by a dispute over the scope of powers of this institution and an attempt to grant Kraków a special status outside the departmental structures in the Duchy of Warsaw. In political terms, the prefect of the department presented pro-Napoleonic views until May 1813. After the seizure of Kraków by the Russian army, he switched to pro-Russian positions, seeing Tsar Alexander as the protector of the Polish cause. The Kraków Department was managed efficiently by the prefecture. In some cases (Kraków’s local governance, limitation of Jewish economic activities), the prefect of the Department applied solutions that were inconsistent with the applicable law. For the next two prefects of the Kraków Department (Stanisław Wodzicki and Kasper Wielogłowski) this office was the first stage of their official career, which ended for them with the function of the president of the Senate of the Free City of Kraków.
