Opis:: Main objective of the study is to analyse the impact of portfolio management on the level of quality in EU projects implemented in public universities. First part of the article is theoretical and prepared on the basis of a critical analysis of literature in the field of quality management in projects and project portfolios. Second part of the text was based on primary data collected during preliminary survey conducted among EU project managers implemented in public technical colleges in the 2014-2020 financial perspective. Literature studies and results of own research allowed to identify and assess threats affecting the quality level in EU projects that result from transition from the level of individual project management to the level of project portfolio management. Continuous improvement of quality is a characteristic feature of organizations using quality management systems, so the article indicates the need to have an internal quality assurance system at universities. Importance of organizational units managing EU projects in universities in ensuring that products and results of a project are of high quality have also been underlined.

Opis:: Research background: Project portfolio optimization isa demanding process in the case of considering a large number of project intentions and has so far been the subject of research by many authors, especially foreign authors. However, the issue of project portfolio optimization is an area that is not sufficiently addressed by Slovak authors. This was the main impulse to create a specific mathematical model of integer programming with bivalent variables to optimize the company's project portfolio with the intention to reflect the specific requirements of Slovak companies. Purpose of the article: The aim of the article is to propose a mathematical model of integer programming with bivalent variables to optimize the project portfolio with a focus on Slovak companies. Methods: In accordance with the aim of the article, a questionnaire survey was carried out with the intention of identifying the criteria that are perceived by the managers of Slovak companies as important in the optimization of the project portfolio. These criteria were subsequently reflected in the mathematical model design using the mathematical programming method. Findings & Value added: Based on a literature review aimed at the project portfolio optimization, we have found a gap in considering the compliance of project intentions and strategic objectives of the company within the optimization of the project portfolio. Based on the results of the questionnaire survey, the significance of the mutual compliance of project intentions with the strategic objectives of the company was confirmed from the point of view of Slovak companies. Given the fact that our aim was to create an innovative integer programming model with bivalent variables orientated to the conditions of Slovak companies, we included in the resulting model the criteria that were not considered within the scope of existing research in this area, and which are perceived as important by the Slovak companies.

Opis:: The paper aims to present an application of constraint programming techniques for project portfolio scheduling taking into account the imprecision in activity duration and cost. Data specification in the form of discrete a-cuts allows combining distinct and imprecise data, and implementing a constraint satisfaction problem with the use of constraint programming. Moreover using a-cuts, optimistic, pessimistic, and several intermediate scenarios concerning the project scheduling and cash flows can be obtained and considered in terms of different risk levels.

Opis:: Zarządzanie ryzykiem portfela projektów jest obecnie przedmiotem zainteresowania badaczy, jak również praktyków. Wymaga holistycznego spojrzenia oraz odpowiednich kompetencji. Niniejszy artykuł jest próbą opracowania rankingów ryzyka dla hipotetycznego portfela projektów. Przeprowadzane prace badawcze zmierzały do opracowania rankingów, w ramach dwóch zmiennych, którymi było prawdopodobieństwo wystąpienia ryzyka oraz wpływ ryzyka na cele portfela. Zastosowaną procedurą statystyczną był test Friedmana.
Project portfolio risk management is currently of interest to both researchers and practitioners. It requires a holistic view as well as appropriate competencies. This paper focuses on risk ranks calculations for the project portfolio. Empirical investigation was focused on risk rankings development within the framework of two variables, i.e. risk likelihood and risk impact on the portfolio objectives. As a statistical procedure, Friedman repeated measures analysis of variance by ranks, has been applied.

Opis:: The purpose of this paper is to indicate the possibilities of applying predictive analytics in the area of investment project portfolio management. In the article, deductive reasoning, critical analysis of the literature and the analysis of selected decision cases were used as the research method. The author presents the process of the investment project portfolio management. The decision-making problems are highlighted, along with the consequences that poor portfolio management may have on the enterprise. Predictive analytics is characterised as a tool for aiding decision-makers together with basic requirements for its application in any organization. As a result, a framework is presented, which uses new approach, where project is considered as a parametrised object that follows patterns created by past cases. Predictive algorithms are suggested for specific decision-making problems met by portfolio managers. The author also discusses the limitations of the proposed solutions.
Celem niniejszego artykułu jest wskazanie możliwości zastosowania analityki predykcyjnej w obszarze zarządzania portfelami projektów inwestycyjnych. W pracy zastosowano wnioskowanie dedukcyjne, a jako metodę badawczą wykorzystano krytyczną analizę literatury oraz analizę wybranych przypadków decyzyjnych. Autor przedstawia proces zarządzania portfelami projektów inwestycyjnych z podkreśleniem problemów decyzyjnych oraz wpływu złego zarządzania portfelami na przedsiębiorstwa. Analiza predykcyjna scharakteryzowana została jako narzędzie wspomagające decydentów wraz z wymaganiami co do jej zastosowania w dowolnej organizacji. W efekcie stworzono modelowe podejście zastosowania tej analizy, w którym projekt traktowany jest jako sparametryzowany obiekt, który podąża za wzorcami stworzonymi przez wczesniej realizowane projekty. Określonym problemom decyzyjnym przypisano sugerowane alorytmy predykcyjne. Dodatkowo omówiono najważniejsze ograniczenia proponowanych rozwiązań.

Opis:: The significance of computerization of the state is permanently increasing. There is extensive evidence for that, like establishment of the Ministry of Administration and Digitalization, creation of Digital Poland Operational Program or designation of more than EUR 3.25 billion in 2014– –2020 for related activities. Information society infrastructure development is planned to be performed on both state- and regional-government levels. This approach enables better identification and meeting of needs but, on the other hand, enforces a need for firm coordination. A dedicated project was appointed to create the system of coordination. The present paper is a summary of results of this project. The results of diagnostic works are presented in the initial sections. The purpose of the diagnosis was to create a solid foundation for the system. The following sections present the system. The presentation of the system is focused on theoretical assumptions for the system and the way of implementing these assumptions in practice. In the conclusion the most important challenges of system implementation were identified and presented.

Opis:: Purpose: Agile transformation is a necessary process for companies in various fields of activity to ensure their competitiveness in modern business conditions, when the uniformity of production processes and the growth of the level of customer (client) demands reduce the impact of traditional ones that remain competitive. Design/methodology/approach: Modern business is a "customer-oriented" business, in which instead or in addition to technological or marketing advantages comes the highest value of human resources and teamwork. That means Agile transformation provides companies with a transition to another level, and those who have not moved to this level remain outside of competitiveness, if not in the near term, then in a strategic perspective. Findings: Agile transformation is comparable to the need to introduce new technologies into production processes to replace obsolete ones, since without new technological solutions, the products created do not meet modern quality requirements or do not have a competitive cost price. Thus, Agile transformation ensures the introduction of new technology not only into the production process, but into the management system and product creation processes within the framework of project or project-oriented activities. Originality/value Mathematical model of managing project portfolio for Agile transformation is new.
