Opis:: In the first part of the article, the author makes an excursion into history and gives the reader information about the legal capacity of persons in Slovak legal history. This part includes information about feudal law, the first related codification of 1877, the Czechoslovak Civil Code of 1950, and the Czechoslovak Civil Code of 1964. Further on, the author presents the up-to-date effective regulation encompassed in the Slovak Civil Code and in the procedural act, i.e., the Act on Non-Contentious Civil Procedure. At the center of attention is the abolishment of deprivation of legal capacity, introduced in 2016. The author reasons that this abolition was a response to the caselaw of the European Court of Human Rights and to the UN Convention on the Rights of Persons with Disabilities. Inevitable for this article, were the practice and experiences of The Office of the Commissioner for Persons with Disabilities. From the practical point of view, the most important is the last part of the article, where the author lists some examples of good and bad practices of the Slovak Courts concerning legal capacity. The author deems it necessary to pay attention to this important topic. The improvement of the legal position of adults with disabilities definitely contributes to legal certainty and the rule of law in modern societies. Last but not least, it reflects the degree of social forwardness.

Opis:: Development of local self-government institutions, positive dynamics of local development through the level of public capacity. Demographic capacity is part of the overall capacity of the local community. Demographic capacity is seen here as the ability of a local community to demonstrate a positive level of demonstration - one that allows communities to function smoothly, to have a resource program that provides a quality level of services to live in communities. The article presents an analysis of the current state of demographic processes in Ukraine and European countries. Insufficient demographic capacity in Ukrainian territorial communities is a consequence, first of all, of negative transformational societies, state institutions and local self-government institutions. Restoration of the demographic balance in Ukrainian communities depends on the nation of positive changes in the socio-economic and political spheres. Take care of your health, feel positive, give birth to children more than residents of those communities that have managed to achieve such positive changes and improve living standards. Theoretical and methodological basic research is the scientific works of foreign and domestic scientists on selected issues. Dialectical, systemic and structural methods of analysis and generalization are applied. The main goal of the article is to analyze and systematize the theoretical and methodological approaches to defining the concept of demographic capacity of the community. The task of the article is to study the trends and patterns of the current situation and identify opportunities and mechanisms to ensure demographic capacity.

Opis:: Port capacity is a relevant parameter to estimate the expected performance of a port facility. Many simulation models have been used to predict traffic in ports and waterways, but they do not include provisions for estimating the port’s capacity. The innovative method presented here determines a Port Network Traffic Capacity (PNTC) based on simulation. This method estimates PNTC given the configuration and processing characteristics of the port. It can be a useful tool to apply while designing ports, because only a limited number of simulations are required to estimate of the capacity of the infrastructure under consideration.

Opis:: The article describes the results of testing a Benning AC/DC power supply, with integrated NIT TBA-ST meter. Such integration enables accurate and energy-efficient measurements of available capacity of individual 48-voltage VRLA/AGM batteries with remote management possibilities. The full compliance with the requirements for telecommunication power systems, the great functionality, upgrade ability, immunity to user errors and the high accuracy of capacity and voltage measurement of battery monoblocks of proposed solution are presented.

Capacity and delay are indicators used by most countries to assess roundabout performance. The substitutions in Polish metod in 2004 have been presented in this article too.

Opis:: Recently there has been a significant debate about the possible implementation of a centralized capacity mechanism in Poland. Despite the fact that capacity adequacy is currently being discussed at the national level as a long-term issue, the lack of sufficient capacity and insufficient demand flexibility has already been observed on a number of occasions. In July 2016, the Polish Ministry of Energy expressed its support for the implementation of a market-wide capacity mechanisms. In view of these recent events, the aim of this paper is to shed some light on the possible implementation of a capacity market in Poland. The paper presents a brief overview of the key problems that the Polish power sector faces and provides a comparative analysis between some of the main elements of the Polish capacity market proposal and the GB capacity market.
W ostatnim czasie rozpoczęła się ważna debata na temat możliwego wdrożenia scentralizowanego mechanizmu mocowego w Polsce. Mimo tego że adekwatność zasobów jest obecnie omawiana na szczeblu krajowym jako kwestia długoterminowa, wielokrotnie podkreślano brak wystarczającej mocy i niewystarczającą elastyczność popytu. W lipcu 2016 roku polskie Ministerstwo Energii wyraziło poparcie dla wdrożenia mechanizmów mocy o zasięgu rynkowym. Biorąc więc pod uwagę ostatnie wydarzenia, celem niniejszego artykułu jest rzucenie światła na możliwość wdrożenia rynku mocy w Polsce. Praca prezentuje zwięzłe omówienie kluczowych problemów polskiego sektora wytwarzania i dostarcza analizy głównych elementów propozycji polskiego rynku mocy w kontekście rozwiązań wdrożonych w Wielkiej Brytanii.

Opis:: A specific type of adult education, often delivered by academic experts and within academic institutions, is so-called ‘capacity building’. Based on already existing expertise and skills within (or at least: familiarity with) a subject matter, capacity building seeks to substantiate such knowledge and expand such skills. Much post-university professional education is in fact capacity building. Academic teachers have increasingly become involved in such activities and contributed to a deeper understanding of such contents by their research and involvement in policy analysis and development. Academic institutions in many countries have, on the other hand, embraced a less ‘pure science’ and more application-oriented approach which has led to the development of a variety of new disciplines within the remit of the social sciences, such as security sector governance and management studies. As opposed to and distinct from the regular university education which seeks to build the intellectual structures for scientific endeavors, capacity building often is based on the pre-existence of such structures and contents (having been ‘built’ as part of a person’s academic background) and proposes to further develop this knowledge into applicable skills and ‘capacities’ to understand and do. In this article the authors seek to analyze and identify the place of capacity building in adult education through their background of long experience as security sector experts. Special attention is given to the role of senior management and political endorsement of such programs. Furthermore, capacity building needs to define what constitutes ‘good practice’ in a given field of knowledge. Outreach to and cooperation with international organizations – provided they remain relevant and operational – can enhance the authority of such documentation and analysis.

Opis:: Due to their nutritional and sensorial characteristics, tropical fruits like guava, mamey sapote, and passion fruit are regularly incorporated into daily diets. Their by-products, especially peels, are approximately 10 to 35% of their weight and possess an important content of bioactive compounds, such as dietary fiber and phenolics. The nutritional, technological, physio-functional properties and phenolic compound compositions of guava, mamey sapote, and passion fruit peels were studied. Peels had promising techno- and physio-functional characteristics, good dietary fiber contents (45.18-61.42 g/100 g), and phenolic profiles with ferulic acid, gallic acid, p-coumaric, and catechin as the main compounds. Peel powders also showed excellent DPPH radical scavenging activity (125.3–252.4 µmol TE/100 g) and Trolox equivalent antioxidant capacity, TEAC (369.2–656.8 µmol TE/100 g). The α-amylase and lipase inhibitory activity varied from 28.15 to 51.4% and 30.89 to 57.15%, respectively. Higher values of α-glucosidase inhibition capacity were found, ranging from 51.64 to 70.32%. The chemical composition and properties reported in the present work suggest that peel powders of these guava, mamey sapote, and passion fruit could be used as constituents in different foods, such as bakery and meat goods, with beneficial health effects like control of hyperglycemia, improved intestinal function, and control of overweight; however, more studies are necessary for animal models and humans to confirm these bioactivities conclusively.

Opis:: The aim of the paper is the experimental determination of residual bearing capacity prototypes - beams with damaged shelf. Tests conducted to study the effect of beam damage on its residual load carrying capacity. In this paper it is proved that the type of damage affects the residual load-bearing captivity, the nature of the occurrence and the further development of cracks, the beam deflection.
W artykule przedstawiono wyniki badań doświadczalnych belek teowych z uszkodzoną półką. Badania wykonano w celu przestudiowania wpływu uszkodzeń na resztkową nośność belek. Udowodniono, że rodzaj uszkodzenia wpływa na resztkową nośność, charakter występowania i dalszy rozwój rys oraz ugięcie belek.
