Opis:: The approaches and methods of working out the strategy of local economic development and success factors of strategic plans of development of territorial communities and micro-regions have been analyzed in the article. The authors use the practical experience of the “Business Initiatives Public Center” (Ivano-Frankivsk) in working out the strategies of local economic development for the Bilshivtsi, Halych and Burshtyn potential new local communities, and also for the Starobohorodchany local community of the Ivano-Frankivsk region. Materials in the article can be useful for scientists, activists and leaders of local communities, who created, or prepare themselves for the creation of their new local communities.
W artykule uwzględniono ważne aspekty strategicznego planowania rozwoju społeczności lokalnych zjednoczonych: możliwości samorządu lokalnego, priorytety rozwoju, podejścia i sposoby opracowywania Strategii. Autorzy wykorzystują praktyczne doświadczenia Centrum publiczne „Dilowi iniciatuwy” (Iwano-Frankowsk) w opracowaniu strategii rozwoju lokalnego dla Bilshivcivskoj, Halickoj i Bursztynskoj zjednoczonych społeczności lokalnych, a także dla Starobohorodchanskoj zjednoczonej społeczności lokalnej regionu Iwano-Frankowskego. Materiały tego artykułu mogą być przydatne dla naukowców, aktywistów i liderów lokalnych społeczności, którzy stworzyli, lub przygotowują się do stworzenia zjednoczonych społeczności lokalnych.

Opis:: The goal of the paper is to indicate similarities and differences between strategic priorities of socio-economic development on the basis of research conducted in two local communities: Tymbark and Slopnice. The paper is based on a methodological approach called the AHP method, which is used to evaluate the benefits and costs of the basic criteria of socio-economic development and prioritizing models of development. The research indicates key factors of local development in the framework of the endogenous development paradigm. Moreover, the preferred development models have been chosen in the compared communities.

Opis:: Non-Governmental Organizations (NGOs) represent an important link in the process of local development. They influence local community activation and constitute the natural tool of endogenous developmental projects implementation. Development strategies of these organizations function as a signpost indicating the most important tasks to be carried out in the years to come. The purpose of this study is to determine and characterize the stages, elements of Non Governmental Organizations’ development strategies creation with particular emphasis on SWOT analysis and the key strategic goals based on the example of selected organizations from Dzierżoniów and Złotoryja districts. The analysis of 10 NGOs was prepared based on the consultancy process conducted in the period 2012-2014. In this process the following research methods were applied: subject literature query and undisguised observation. Strategic workshops and study visits (in the seats of particular NGOs) were taken under consideration. Moreover, the study also presents the list of thematic blocks carried out for NGOs.

Opis:: Celem artykułu było ukazanie uspołecznienia przygotowania strategii rozwoju gmin wiejskich w świetle literatury przedmiotu i wyników badań empirycznych w 5 województwach w różnej części Polski i 10 gminach (po dwie w województwie), Badania obejmowały dwa rodzaje gmin wiejskich: rozwojowe i oddalone oraz trzy grupy ludności wiejskiej: rolnicy, przedsiębiorcy i radni. Podstawowymi materiałami badawczymi były dokumenty strategiczne z badanych gmin oraz wyniki własnych badań przeprowadzonych w formie wywiadu z kwestionariuszem badań (433 wywiady). Wyniki badań wskazują, że w przygotowaniu strategii rozwoju gmin wiejskich brakuje pełnego uspołecznienia procesu przygotowania strategii gminy, gdyż ponad 60% badanych nie wiedziało, czy gmina ma taką strategię, w tym ponad 30% radnych, którzy z wyboru powinni uczestniczyć w jej przygotowaniu. Wyniki te także świadczą o braku dostatecznego upowszechnienia tej strategii oraz o małej aktywności i zainteresowaniu mieszkańców wsi programami rozwoju obszarów wiejskich.
The aim of this article was to show the socialization prepare rural development strategy in the light of literature and empirical studies in 5 voivodships in various parts of Poland – 10 rural communes (two in voivodship). The study encompassed two types of rural communes, developed and remote, as well as three groups of rural populations – farmers, entrepreneurs, and councilpeople. Strategic documentation from communes and results of personal research in the form of questionnaire (433 interviews) comprised the basic research material. The results indicate that in the preparation of rural development strategies are missing the full socialization of the process of its preparation, since over 60% of the interviewed individuals, including 30% of commune councilpeople who should have been willingly participating in its preparation These results also indicate that the lack of adequate dissemination of the strategy and the low activity and interests of rural residents of rural development programs.

In article – based on the literature and analysis of four strategies of rural development – were discussed the following problems: essence of the management of tourism development in the community, impact the municipality on tourism development and also the directions and conditions for the development of tourism in light of the strategy for rural communities. The aim of this article was indication, that strategies rural communities are not always sufficient tool for the development of tourism activities, because it does not fully take into account the instruments and conditions of their implementation.

Opis:: Tworzenie strategii rozwoju w polskich gminach powoli ewoluuje ku prawdziwemu modelowi partycypacyjnemu, ale i zaczyna uwzględniać elementy przestrzenne. Przykłady brytyjskie pokazują, że mimo iż jest to droga pełna wyzwań i kompromisów, nie ma z niej odwrotu. Potrzebne są: dobra wola, technika, szerokie fronty działań: od polityki po edukację. Zastosowane rozwiązania mogą zostać przeniesione na grunt polski i przyczynić się do poprawy praktyki planowania rozwoju.
The creation of core strategies in Polish boroughs slowly evolves not only towards a participation model, but also introduces spatial elements to it. British examples demonstrate that this is a way of fuli of challenges and compromises, but there is no alternative to it. Essential elements are: a good will, technique, supported with a wide range of activities: from policies to education. These experiences could be transferable and contribute to the improvement of Polish practice of planning local development.

Opis:: This study aims to find a local economic development strategy based on agroindustry to increase Java’s agrotourism sustainable and robust local economy. The research methods used are descriptive quantitative and qualitative. Research respondents are the community, academic practitioners and government officials. The data used covers both external and internal factors that affect the local economy in an agrotourism area and which are then analyzed using SWOT. The results show that the main strength of agrotourism in the IFE matrix is its highly strategic geographical location. The weakness is the lack of planning and business development activity which could have potential economic value. In the EFE matrix, opportunities are the prospects for agrotourism development while the main threat is the community's low interest in business development. In the IE matrix, agrotourism development is found in cell V. This can be handled by maintaining strategies such as market penetration, and market and product development. The study concludes that the local economic development of the community in the agrotourism area can be implemented if the community, practitioners and government are integrated to support the strategy.
Celem niniejszego opracowania jest określenie lokalnej strategii rozwoju gospodarczego opartej na rolnictwie, która pomogłaby w stworzeniu na Jawie zrównoważonej agroturystyki oraz prężnie działającej gospodarki lokalnej. Zastosowano w nim opisowe metody badawcze, zarówno ilościowe, jak i jakościowe. Osoby biorące udział w badaniu to członkowie lokalnej społeczności, naukowcy będący praktykami oraz urzędnicy państwowi. Omawiane dane odnoszą się zarówno do czynników zewnętrznych, jak i wewnętrznych, które mają wpływ na lokalną gospodarkę w sektorze agroturystyki. W celu ich zbadania wykorzystano analizę (macierz) SWOT. Otrzymane wyniki świadczą o tym, że najmocniejszą stroną agroturystyki w macierzy oceny czynników wewnętrznych (IFE Matrix) jest wysoce strategiczne położenie geograficzne, największą słabością zaś – brak planowania oraz przedsięwzięć ukierunkowanych na rozwój działalności, która potencjalnie ma ogromną wartość gospodarczą. W macierzy oceny czynników zewnętrznych (EFE Matrix) największą szansę stanowią możliwości rozwoju agroturystyki, a najpoważniejsze zagrożenie – niewielkie zainteresowanie lokalnej społeczności rozwojem biznesu. W macierzy oceny czynników wewnętrznych i zewnętrznych (IE Matrix) rozwój agroturystyki ulokowano w komórce V. Problemy z nim związane można rozwiązać dzięki stosowaniu takich strategii, jak penetracja rynku oraz rozwój rynku i produktu. Z opracowania płynie wniosek, że rozwój lokalnej gospodarki w obszarze agroturystyki w omawianej społeczności można osiągnąć, pod warunkiem że społeczność, praktycy i rząd podejmą współpracę w celu wsparcia wdrażanej strategii.

Opis:: The study provides an overview of issues related to the development of the service function development problem at the local level, with particular emphasis on issues related to the development and implementation of a local development strategy based on the example of the Moryń commune (Poland). The benefits of the development of the service function’s development strategy for the local economy are shown, as well as the directions of strategic action based on the inventory of available endogenous resources. In addition, it shows how the analysed commune, through evolution and strategic changes from the implementation of the agricultural function through the agricultural and service function, has moved to the service function in the field of tourism. Research carried out for the purposes of preparing this presentation and the article on its basis is a supplement to similar research conducted in other communes of the Zachodniopomorskie Voivodeship and throughout Poland. The research on the development of the service function for a given commune and the inventory of endogenous resources prepared for its needs are unique and original.
Artykuł zawiera przegląd zagadnień dotyczących problematyki planowania rozwoju funkcji usługowej na poziomie lokalnym, ze szczególnym uwzględnieniem opracowywania i wdrażania lokalnej strategii rozwoju gminy na przykładzie gminy Moryń. Pokazano korzyści, jakie daje lokalnej gospodarce opracowanie strategii rozwoju funkcji usługowej, oraz wskazano kierunki działania strategicznego na podstawie inwentaryzacji dostępnych zasobów endogenicznych. Ponadto pokazano, jak analizowana gmina drogą ewolucji i przemian strategicznych z realizacji funkcji rolniczej poprzez funkcję rolniczo-usługową przeszła do realizacji funkcji usługowej w dziedzinie turystyki. Badania przeprowadzone na potrzeby niniejszego artykułu stanowią uzupełnienie podobnych badań prowadzonych w innych gminach województwa zachodniopomorskiego oraz w całej Polsce. Problematyka badań nad rozwojem funkcji usługowej dla konkretnej gminy oraz przygotowana na jej potrzeby inwentaryzacja zasobów endogenicznych mają charakter unikatowy i oryginalny.

Opis:: Areas with recognised natural values need special protection of environmental resources and cultural and architectural elements, as well as securing the living conditions of the local population and socio-economic activation. Especially in Local Agenda 21, which should consider such security, this task requires preparing comprehensive strategic documents. From an ecological and sociological perspective, this article looks at the situation of the local community in Poland. In this context, concern at sustainable development strategy, ecological security, discussion about sustainable development in national park territory, and human activities for the local environment. Opis:: Purpose: The main goal of the study is to document and attempt to assess the impact of the latest European Union development strategy, i.e. Europe 2020 Strategy. It is inextricably linked to smart specialization, development and competitive capabilities of regions of EU member states. The partial goals are: • presenting Europe 2020 Strategy in the context of setting goals and management areas for regional policy which is part of multi-level transnational structure management in EU the Europe 2020 Strategy setting goals and management for regional policy and region will be described; • presenting smart specialization as a result of the development of integration conditions and determining new opportunities, challenges, decision-management orders for EU regions. Design/methodology/approach: At work, the authors mainly use source materials of European Commission, as well as foreign language studies which are also based on source material from EU institutions. Sometimes the authors had to use archival materials to take into account the value and sense of the latest integration conditions. Findings: The work mainly shows the links between: Europe 2020 Strategy, regional policy, regions of member states, smart specialization, guidelines for multi-level management in an international structure, and practicalisation of a development strategy. Practical implications: A member country of an integration group (EU) should be viewed in the context of an international structure and multi-level governance (including decision-making). The consequences of that concern the impact on the member state, on the regions, on other entities in the regions. This is mainly about implementation of knowledge, environmental protection, quality of human capital. Changes (or actually adaptations) also apply to socio-economic development. Social implications: The analyzes, documentation and authors’ suggestions regarding mutual dependencies and connections carried out here, have an undoubted impact on society. Europe 2020 Strategy has a social dimension in all its assumptions. And they concern intelligent growth, sustainable growth, but also (above all) the growth of social integration. Originality/value: The study has values of originality because it goes beyond the collected materials and their presentation. The collected materials were used to capture relationships and interrelationships. A development strategy and smart specialization were used to present the latest integration conditions. Then, these conditions were presented as guidelines for multi-level governance and, consequently, for the competitiveness of European Union and its regions in the global economy.
