The main purpose of this paper is to describe the design, implementation and possibilities of our object-oriented library of algorithms for dynamic optimization problems. We briefly present library classes for the formulation and manipulation of dynamic optimization problems, and give a general survey of solver classes for unconstrained and constrained optimization. We also demonstrate methods of derivative evaluation that we used, in particular automatic differentiation. Further, we briefly formulate and characterize the class of problems solved by our optimization classes. The solution of dynamic optimization problems with general constraints is performed by transformation into structured large-scale nonlinear programming problems and applying methods for nonlinear optimization. Two main algorithms of solvers for constrained dynamic optimization are presented in detail: the sequential quadratic programming (SQP) exploring the multistage structure of the dynamic optimization problem during the solution of a sequence of quadratic subproblems, and the nonlinear interior-point method implemented in a general-purpose large-scale optimizer IPOPT. At the end, we include a typical numerical example of the application of the constrained solvers to a large-scale discrete-time optimal control problem and we use the performance profiles methodology to compare the efficiency and robustness of different solvers or different options of the same solver. In conclusions, we summarize our experience gathered during the library development.

There is wide range of environmental performance indicators. The more sophisticated they are, the more arbitrary viewpoint they take. The EPI weights are established based on experts’ judgments form Yale University and Columbia University team. In the article was analysed the changes in the EPI when the weights had been replaced with the weights determined by Data Envelopment Analysis. DEA determines weights that maximize the performance of each unit with some assumptions. Not for every European country this approach turned out to be the better option.

In order to deal with undesirable products in models of performance analysis, we need to replace the assumption of free disposability by weak disposability and this assumption has been used to model undesirable products as outputs. The traditional axiom of weak disposability of Shephard (1970) is given in a multiplier form and, in this sense, the level of bad outputs is equal to zero if and only if the level of the desirable outputs is equal to zero. An alternative definition of the weak disposability of outputs in additive form has been proposed. An axiomatic foundation has been introduced to construct a new production technology space in the presence of undesirable outputs. The model is illustrated using real data from 92 coal fired power plants.

Indian states exhibit considerable heterogeneity in terms of revenue mobilizing capacities and efforts, development spending and fiscal dependence on the central government. In this context, the paper compares the fiscal performance of major Indian states in terms of two non-parametric performance evaluation models for the period 2009–10 to 2014–15. The study thus uses the conventional two stage framework for efficiency evaluation as well as the two stage conditional performance model. The outcomes enable us to identify front-runners as well as laggards in the area of fiscal management. Further, the study showed that the gross capital formation experienced by the states significantly influences state performance in India. However, the impact of outstanding liabilities on efficiency performance was statistically insignificant

Under the recent background of ‘Green Shipping’ and rising fuel prices, it is very important to reduce the fuel consumption rate of ships, which is directly affected by the performance of the main engine. A reasonable maintenance schedule can optimise the performance of the main engine. However, a traditional maintenance schedule is based on the navigation distance and time, ignoring many other factors, such as a harsh working environments and frequently changing operating conditions, which will lead to faster performance degradation. In this study, a real-time evaluation method combing big data of ship energy efficiency with physics-based analysis is proposed to judge the degradation of main engine performance and assist in determining the maintenance schedule. Firstly, based on the developed ship energy efficiency big data platform, the distribution statistics and comparison of different operating states are carried out. Gaussian mixture model (GMM) and Density-Based Spatial Clustering of Applications with Noise (DBSCAN) are used to cluster the data and the high-density data areas are obtained as the analysis points. Then, the data of the analysis points are polynomial fitted, by the least square method, to obtain the propulsion characteristics curves, load characteristic curves, and speed characteristic curves, which can be used to observe the performance degradation of the main engine. The results show that this method can effectively monitor the degradation degree of the main engine performance, and is of great significance to fuel efficiency improvements and greenhouse gas (GHG) emissions reduction.

Telecommunication companies have an important role in technology development, so evaluating the performance of these companies has been an interest of managers. This article uses a hybrid method using data envelopment analysis (DEA) and the best-worst method (BWM) to measure the performance of communication companies. The hybrid DEA-BWM method is used for the weight determination and performance assessment of 17 telecommunication contractor firms in the Khorsan Razavi province of Iran. We considered four inputs: gross losses, sales cost, legal reserve, and fixed assets. On the other side, three outputs including operation income, operation profit, and retained earnings are considered as outputs. Considering the input-output parameters and using the hybrid method by seven selected criteria, we rank all contractor firms. We found that the BPM firm has the best performance while and GKS firm is found as the firm with the weakest performance. Compared with the classical DEA methods, we found more reliable results with higher discrimination power, using the hybrid DEA-BWM.

W artykule przedstawiono wyniki analiz różnic w wydajności opieki zdrowotnej świadczonej w szpitalach zlokalizowanych w zachodnich i południowych regionach Ukrainy. Oszacowano poziom wydajności przy użyciu techniki modelowania nieparametrycznego –metody DEA. Metoda ta stanowi narzędzie stosowane do porównań i oceny względnej skuteczności kilku jednostek gospodarczych będących jednostkami decyzyjnymi (DMU). W badaniu skupiono uwagę na różnicach w poziomie efektywności szpitali.
This study examines variations in efficiency among hospitals located in western and southern Ukraine. We estimated efficiency using a nonparemetric modeling technique known as data envelopment analysis (DEA). DEA is a very powerful tool to compare relative efficiency among several economic units of study, known as decision making units (DMUS). In our current and previous research we have focused attention on comparative efficiency among hospitals and then explained variation in efficiency based on historical and cultural differences that influence managerial behavior at the hospital level of decision making. This study using current data and an expanded geographic territory provides further support to our findings from previous studies.

When comparing performance (of products, services, entities, etc.), multiple attributes are involved. This paper deals with a way of weighting these attributes when one is seeking an overall score. It presents an objective approach to generating the weights in a scoring formula which avoids personal judgement. The first step is to find the maximum possible score for each assessed entity. These upper bound scores are found using Data Envelopment Analysis. In the second step the weights in the scoring formula are found by regressing the unique DEA scores on the attribute data. Reasons for using least squares and avoiding other distance measures are given. The method is tested on data where the true scores and weights are known. The method enables the construction of an objective scoring formula which has been generated from the data arising from all assessed entities and is, in that sense, democratic.

This study aims to analyse the relationship between world-largest car manufacturers' environmental, social and governance (ESG) disclosures and their financial and market-based performance. For this purpose, the models of choice were panel data considering ten years. A set of independent control variables and ESG score or subsets of the ESG score were investigated against the dependent measures of a firm’s financial (ROA) and market-based (Tobin’s Q) performance. The paper's novelty is the industry-specific perspective and results that are scarce and indicate a mixed influence of the ESG subsets. The results obtained by regression analysis underline a non-significant positive relationship between ESG and ROA, meaning ESG activities are valued less than expected. Interestingly, the market's valuation, which Tobin's Q should capture, has presented some significant influence. That implies that investors value ESG performance in the long term, which is particularly relevant information for decision-makers in the automotive industry.
Niniejsze badanie ma na celu analizę związku między ujawnianymi przez największych światowych producentów samochodów informacjami dotyczącymi środowiska, społeczeństwa i ładu korporacyjnego (ESG) a ich wynikami finansowymi i rynkowymi. W tym celu wybrano modele danych panelowych obejmujące dziesięć lat. Zestaw zmiennych kontrolnych niezależnych i wynik ESG lub podzbiory wyniku ESG zostały zbadane pod kątem zależnych miar wyników finansowych (ROA) i rynkowych (Q Tobina) firmy. Nowością w artykule jest perspektywa branżowa i wyniki, które są rzadkie i wskazują na mieszany wpływ podzbiorów ESG. Wyniki uzyskane za pomocą analizy regresji podkreślają nieistotny dodatni związek między ESG a ROA, co oznacza, że działania ESG są wyceniane niżej niż oczekiwano. Co ciekawe, wycena rynkowa, którą powinno odzwierciedlać Q Tobina, wykazała pewien znaczący wpływ. Oznacza to, że inwestorzy cenią wyniki ESG w perspektywie długoterminowej, co jest szczególnie istotną informacją dla decydentów w branży motoryzacyjnej.
