Purpose: This review paper discusses the widely used policy analysis frameworks in sport. Given the lack of an established framework for the analysis of sport policy, many researchers have employed policy analysis methods from other disciplines. Methods: As the application of these policy frameworks in sport discourse analysis has never been discussed, this paper discusses they have been applied in sport policy analysis over the last years. A literature review method was used to identify relevant research for an overview of existing approaches. The homogeneous purposive sampling method was utilised to identify relevant articles. The discussion is limited to the Advocacy Coalition Framework, the Multiple Streams Framework, the Institutional Analysis, the Stage Model and the Policy Network Model. The advantages and disadvantages of the application of these models are debated. Results: The study identifies and appraises the applicability of these frameworks in sport. Conclusions: The importance of developing a unique framework for analysing sport policies has been emphasised.

In international comparisons, Finland has often appeared as a frontrunner in promoting media literacy, especially from the perspective of national-level policies and structures. In this study, our aim is to broaden knowledge about the meaning of media education in the Finnish ministerial-level policy framework by examining in which administrative sectors policy documents concerning media education have been published and how the concepts of media education and media literacy have been framed. The results suggest that media education and media literacy are addressed widely across the different administrative sectors in Finland, but mostly by the Ministry of Education and Culture. There is also variance in the ways in which the concepts are presented in the policies. In the article, eight identified frames of media literacy are discussed, including protectionism, cultural participation, future working competences, inclusion, broad media education, democracy, national security, and cosmopolitanism. The article highlights the importance of nuanced understanding of the meanings and limits of media education and research-based policy development.

Capture fisheries production has increased sharply, and its contribution to economic growth of the region and welfare of the people in Akwa Ibom State have been quite significant. Up to now, micro-analyses of artisanal and capture fisheries, especially catfish (Clarias gariepinus) have often been carried out. Nevertheless, the competitiveness analysis of catfish capture is still limited; also, there is lack of development policies for capture and artisanal fisheries based on economic analyses. Therefore, this paper aims to come up with economic policies supporting the development of artisanal and capture fisheries in Akwa Ibom State. Data was collected in Akwa Ibom State. The types of data used include catfish value chain data, and farmers’ costs and incomes. The Policy Analysis Matrix (PAM) method was used to reach the objective of this study. The study found that the Private Cost Ratio (PCR) was 0.61 for producers, 0.96 for processors and 0.59 for marketers which means that the production of agricultural goods was profitable for the farmers. In turn, the Domestic Resources Cost Ratio (DRC) was 0.17 for producers, 0.65 for processors and 0.34 for marketers, meaning that the value of domestic resources used in production is lower than the value of foreign exchange earned or saved; this indicates that the industry might have a comparative advantage. Research implications showed that the catfish fisheries business generated economic and financial benefits for local fishermen. It would be more advantageous to be able to compete with catfish from other regions as well as other countries, particularly if supported by government policies for a consistent and sustainable stabilization of input prices and production output of catfish fisheries.

In Poland, both corporate and civil society partners are engaged in many types of dialogue on public issues (public policies of the state). Those types largely correspond to the models of dialogue held in Western Europe. The author puts forward a claim that development of dialogue in Poland is hampered not by structural (legal and organisational) arrangements, but by its low level of advancement, at least in some dimensions. Its intensity is reduced by small amount of expertise circulating within its mechanisms, by imperfect methods of argument presentation, low level of mutual persuasion (confrontation) or limited access of social partners to participation in decision-making in the state (due to statist model of the state functioning). The application of dialogue mechanisms in public policies in Poland remains limited due to numerous barriers stemming from a variety of sources. They result from the way of functioning of some social life structures (statism and clientism) and political life institutions (strong politicisation), as well as from long term cultural factors (lack of the dialogue culture in the past).

Numerous studies have been devoted to the analysis of the migration policy of the Polish state. However, the majority of them have focused on the normative analysis of its development without looking at its dynamic and examining it within the theoretical framework of political science. Therefore, the aim of this paper is to overview the available analytical tools which might be useful when characterizing and evaluating the development, directions and aims of the migration policy of the state. Appliance of the proposed analytical tools in the empirical research on the Polish migration policy would enable conceptualization of its dynamic, as well as allow conducting comparative studies.

The aim of this paper was to present the AGMEMOD[1] model as an example of partial equilibrium model applied in the field of agricultural economics and its capacity to evaluate changes in the Common Agricultural Policy (CAP). The AGMEMOD model is an econometric, dynamic, multi-product, partial-equilibrium modelling system constructed within the 5th and 6th EU Framework Project. As an example of application of the model a quantitative assessment of the impact of the milk quotas abolition on the Polish dairy sector was displayed.

The purpose of this paper is to characterize Foreign Policy Analysis (FPA) in post-Cold War Poland. The scope of this text is limited to FPA, understood as empirical research utilizing foreign policy theories by taking into account factors at the domestic level. “Polish FPA”is defined as research conducted by scholars employed in Poland. The text focuses on five aspects of Polish FPA: (1) historical context, (2) the teaching covering this subject, (3) the development of institutions doing research on foreign policy, (4) adaptation of ideas from global (mainly Western) science (in fact, westernization), and (5) the most important publications analyzing foreign policy and applying theoretical approaches. The paper is a response to the existing research gap as, so far, no work has been prepared strictly on the FPA’s development in post-Cold War Poland. The weaknesses of the existing literature on this subject are its (1) selectivity, (2) focus on mainstream international relations theories and (3) sketchiness.

The article addresses the problem of new political economy as grand (if imperfect) synthesis of various strands. Exploring different approaches reveals a set of the problems concerning the rise of economic society. We show in the arti-cle through the classical approach that political economy responds to and contributes to economics, so far as the older sense of politics is concerned. Most approaches to political economy treat the private sector as the primary arena. It sets agendas and ultimately governs outcomes. The idea of a collective or public reality different in nature from the system of private interests holds little appeal for political economy. In our view, the main difficulty of political economy, common to different approaches, lies in the tendency to gloss over the separateness of the two spheres, the economic and the political one, absorbing one into the other. The main topic of our survey is the importance of understanding and appreciating the categorical distinction between politics and economics, and the dangers of making one or the other dominant in both realms.

The present paper examines the impact of personal characteristics of head of state on the foreign policy behaviour. The article is based on the assumption that during a crisis or war, compared to peaceful times, leaders are under a greater influence of their personal traits and cognitive determinants, including their biases and beliefs. The chosen method is the LTA coding system, as it allows obtaining measurable results showing which traits of the leaders are meaningful and how they determine leaders’actions in different situations (crisis and lack thereof). The aim of this paper is to analyse the personality-based decision-making determinants in foreign policy in the context of an international conflict based on the example of Aleksander Kwaśniewski’s presidency (1995–2005). The analysis focuses on the president’s decisions and their psychological background during over a year long period preceding the invasion of Iraq by the coalition forces (March, 2003) and his statements made between 1995 and 2001 with the objective of identifying potential differences in leadership style of an individual decisionmaker in two different situations, one of which meets the definition of an international crisis. The research proves that in the conditions of a crisis, the president trends a higher belief to be able to control events, reduced conceptual complexity, and enhanced the need for power. Using available evidence on Polish decision-making, the paper shows how Kwaśniewski’s personality and leadership style did indeed shape both the process and outcome of foreign policy toward the Iraq War. It allows identifying his leadership style in the period preceding the invasion of Iraq that started in March 2003.

Foreign policy analysis (FPA) has long studied leaders and individual decision makers. In contrast, international relations (IR) long favored the system level of analysis, treating the state as an abstract unitary actor. However, IR has begun to rediscover the individual level of analysis, making this an opportune time to consider the contributions of both FPA and IR to the study of leaders and decision makers. This article reviews how FPA and IR study individual decision makers, highlighting prominent approaches in each field, comparing these approaches –highlighting similarities, differences, and connections –and discusses appropriate applications of each in empirical research. The contribution ends with suggestions for integrating the FPA and IR approaches to the study of leaders and individual decision makers, highlighting how this integration benefits the ability of both FPA and IR to address interesting research questions regarding the role of leaders and individual decision makers in international politics.
