- After the cold war the United States foreign policy has changed fundamentally as well as the role of that only superpower in international system. Contrary to some expectations the world has become unipolar, not multipolar. The basic argument presented in this article runs as follows: the United States as the default superpower is the main pole of the existing international system and is the only superpower being able to solve any global problem including the problem of international security. The hegemony of the United States is based both on its economic and military power as well as on the lack of competitors. According to some forecast the world may in the 20–30 years become multipolar with the rise of China, India, Russia, Brazil and other regional powers. However there is much evidence that for the time being this may not be the case as the particular regional powers cannot efficiently take care of their own, domestic problems, not mention global problem. Moreover they cannot so quickly adapt as the United States, with has a more flexible economic system than the most countries in the world, to global changes. This doesn’t mean that American hegemony will last that forever. The most probable scenario is the rise of China, which in two or three decades will change the distribution of power in the international system. Much depends however, on the implemention of the new American foreign policy which is the outcome of the interactions between domestic factors and external transformations.
