Prezentowany artykuł dotyczy udziału placówek oświatowych w budżetach obywatelskich. Pierwotnie idea budżetu obywatelskiego miała służyć realizacji interesu nieformalnym grupom mieszkańców. W wielu miastach można jednak zaobserwować aktywność zorganizowanych podmiotów i instytucji, spośród których wyjątkowo aktywne wydają się placówki oświatowe. W pierwszej części artykułu omówiony zostanie aspekt legalność ich udziału w budżecie obywatelskim. W kolejnych częściach przedstawione zostaną przypadki budżetu obywatelskiego Płocka i Łodzi, gdzie aktywność placówek oświaty jest wyjątkowo widoczna. Celem niniejszego artykułu jest przedstawienie argumentów za i przeciw uczestnictwu placówek oświaty w budżetach obywatelskich.
Presented paper concerns the participation of education institutions in civic budgets. According to the primary idea, civic budget should realize the interest of nonformal groups of residents. However, we can observe significant activities of formal groups and institutions – especially educational ones. The first part of the paper concerns legal aspects of participation of educational institutions in civic budgets. In the following parts, the author presents case studies of Łódź and Płock. In those cities, the activities of educational institutions in civic budgets are especially noticeable. The main purpose of the article is to present the pros and cons of activities of educational institutions in civic budgets. The main research method used in the article was content analysis. The results of the analysis showed that participation of education institutions in participatory budgeting may cause undesirable situations. Moreover, their involvement may hinder the participation of other groups.

Big data, artificial intelligence and the Internet of things (IoT) are still very popular areas in current research and industrial applications. Processing massive amounts of data generated by the IoT and stored in distributed space is not a straightforward task and may cause many problems. During the last few decades, scientists have proposed many interesting approaches to extract information and discover knowledge from data collected in database systems or other sources. We observe a permanent development of machine learning algorithms that support each phase of the data mining process, ensuring achievement of better results than before. Rough set theory (RST) delivers a formal insight into information, knowledge, data reduction, uncertainty, and missing values. This formalism, formulated in the 1980s and developed by several researches, can serve as a theoretical basis and practical background for dealing with ambiguities, data reduction, building ontologies, etc. Moreover, as a mature theory, it has evolved into numerous extensions and has been transformed through various incarnations, which have enriched expressiveness and applicability of the related tools. The main aim of this article is to present an overview of selected applications of RST in big data analysis and processing. Thousands of publications on rough sets have been contributed; therefore, we focus on papers published in the last few years. The applications of RST are considered from two main perspectives: direct use of the RST concepts and tools, and jointly with other approaches, i.e., fuzzy sets, probabilistic concepts, and deep learning. The latter hybrid idea seems to be very promising for developing new methods and related tools as well as extensions of the application area.

Scanning real 3D objects face many technical challenges. Stationary solutions allow for accurate scanning. However, they usually require special and expensive equipment. Competitive mobile solutions (handheld scanners, LiDARs on vehicles, etc.) do not allow for an accurate and fast mapping of the surface of the scanned object. The article proposes an end-to-end automated solution that enables the use of widely available mobile and stationary scanners. The related system generates a full 3D model of the object based on multiple depth sensors. For this purpose, the scanned object is marked with markers. Markers type and positions are automatically detected and mapped to a template mesh. The reference template is automatically selected for the scanned object, which is then transformed according to the data from the scanners with non-rigid transformation. The solution allows for the fast scanning of complex and varied size objects, constituting a set of training data for segmentation and classification systems of 3D scenes. The main advantage of the proposed solution is its efficiency, which enables real-time scanning and the ability to generate a mesh with a regular structure. It is critical for training data for machine learning algorithms. The source code is available at https://github.com/SATOffice/improved_scanner3D.

Neurodegeneration in Alzheimer's disease is associated with disruption of the neuronal cell membrane by the amyloid β (Aβ) peptide. However, the disruption mechanism and the resulting changes in membrane properties remain to be elucidated. To address this issue, herein the interaction of amyloid β monomers (AβMs) and amyloid β oligomers (AβOs) with a floating bilayer lipid membrane (fBLM) was studied using electrochemical and IR spectroscopy techniques. IR measurements showed that both Aβ forms interacted similarly with the hydrophobic membrane core (lipid acyl chains), causing conformational and orientational changes of the lipid acyl chains, thus decreasing acyl chain mobility and altering the lipid packing unit cell. In the presence of AβOs, these changes were more significant than those in the presence of AβMs. However, respective interactions of AβMs and AβOs with the membrane hydrophilic exterior (lipid heads) were quite different. AβMs dehydrated lipid heads without affecting their orientation while AβOs changed the orientation of lipid heads keeping their hydration level intact. Electrochemical measurements showed that only AβOs porated the fBLM, thus significantly changing the fBLM electrical properties. The present results provide new molecular-level insight into the mechanism of membrane destruction by AβOs and changes in the membrane properties.

Topography and nanomechanical properties of the supported 1,2-dimyristoyl-sn-glycero-3-phosphocholine (DMPC) single bilayer in the ripple phase were investigated by atomic force microscopy with the use of PeakForce Quantitative Nanomechanical Mapping (PF-QNM) mode under liquid conditions. The DMPC single bilayer was deposited on the mica surface by Langmuir-Blodgett and Langmuir-Schaefer techniques combined. Next, the sample was stored overnight at 4 °C under buffer solution (pH = 7.6) in the presence of tris(hydroxymethyl)aminomethane, (Tris), and then, AFM imaging was performed at 21 °C using the same buffer. The AFM topography images revealed the presence of a periodic structure with an average wavelength of 96.0 ± 7.8 nm and an average amplitude of 0.97 ± 0.03 nm. This macro-ripple structure was asymmetric and formed by long ripples composed of two stripes of different heights. The changes in topography were accompanied by local changes in the Young's modulus, which indicate that the nanomechanical properties of the bilayer are not evenly distributed, namely, the higher stripes are characterized by a lower Young's modulus than that calculated for lower stripes of the ripples. This indicates that the ripple phase is composed of phospholipid molecules of periodically changed orientation and conformation characteristic for fluid-like and gel-like state of DMPC.

A social network analysis of tweets related to mandatory COVID-19 vaccination in Poland

Poland’s efforts to combat COVID-19 were hindered by endemic vaccination hesitancy and the prevalence of opponents to pandemic restrictions. In this environment, the policy of a COVID-19 vaccination mandate faces strong resistance in the public debate. Exploring the discourse around this resistance could help uncover the motives and develop an understanding of vaccination hesitancy in Poland. This paper aims to conduct a social network analysis and content analysis of Twitter discussions around the intention of the Polish Ministry of Health to introduce mandatory vaccinations for COVID-19. Twitter was chosen as a platform to study because of the critical role it played during the global health crisis. Twitter data were retrieved from 26 July to 9 December 2021 through the API v2 for Academic Research, and analysed using NodeXL and Gephi. When conducting social network analysis, nodes were ranked by their betweenness centrality. Clustering analysis with the Clauset–Newman–Moore algorithm revealed two important groups of users: advocates and opponents of mandatory vaccination. The temporal trends of tweets, the most used hashtags, the sentiment expressed in the most popular tweets, and correlations with epidemiological data were also studied. The results reveal a substantial degree of polarisation, a high intensity of the discussion, and a high degree of involvement of Twitter users. Vaccination mandate advocates were consistently more numerous, but less engaged and less mobilised to “preach” their own stances. Vaccination mandate opponents were vocal and more mobilised to participate: either as original authors or as information diffusers. Our research leads to the conclusion that systematic monitoring of the public debate on vaccines is essential not only in counteracting misinformation, but also in crafting evidence-based as well as emotionally motivating narratives.
