Opis:: The study adopted ex post facto design. Using ship traffic, vehicle traffic, berth efficiency, turnaround time as input explanatory variables and output factors as average throughput to compare the pre concession and post concession. The six Nigerian ports: Tincan Island Ports, Apapa Port, Port of Delta Warri, Calabar Port, Rivers Port and Onne Port were sampled. It is observed that year 2014 is the most efficient year out of the 36 operation years in terms of output maximization with constant levels of inputs under the study period with score 1.0 respectively serving as 32 times benchmark for other years. It is observed from that Tin Can Island Port was technically efficient in the operation years of 1980, 1981, 1985, 1995, 1997, 1998, 2009, 2013, 2014 and 2015 with score 1.0. However, the most efficient operation years are 1998 and 2013 while the most inefficient year is with efficiency score 1.0. The post-concession years that the port was technically inefficient are 2006, 2007, 2008, 2010, 2011 and 2012.

Opis:: The main objective of the research was to determine the impact of selected endogenous factors, as well as the amount of subsidies from EU funds on the technical efficiency of production factors in family farms. The research included farms from Bydgoszcz subregion which before pre-accession of Poland to the European Union (1996 -2003) benefited from preferential loans. At the same time, in the years 2004-2011, they kept accounting in the Polish FADN system. Using the regression calculus, the impact of articular factors on the technical efficiency of farms was determined. The structural parameters of linear and non-linear models with many independent variables were estimated. As a result of the conducted analyzes, it was found that they improved efficiency: capital expenditure before and after accession, land area increase before accession, production intensity, increase in equity after accession, asset debt and external costs. However, they worsened efficiency: work expenses, pig stocking, debt of equity, fixed costs as well as additional investment activity and the share of subsidies in income.

Opis:: This paper presents an evaluation of technical efficiency and time-dependent changes in productivity of Polish professional electric power and heat & electric power stations by using Data Envelopment Analysis non-parametric method. The research covered the enterprises whose total available electric power amounted to about 98% of that of all professional thermal electric power stations in this country. The analysis has concerned the years 2000÷2004. Impact was considered of such factors as: scale of enterprise activity, form of ownership as well as type of carried out activity, on technical efficiency and time-dependent productivity changes. Changes in productivity of the power generation sector were determined by means of Malmquist index.

Opis:: Organisations should evaluate their goals in the areas of customer service provision, overall organisational strategy, finance, and human resource management. The performance of specific services provided to the client should be monitored and evaluated in greater detail. The comparison should be made between similar organisations aiming to improve services and technical efficiency. Most organisations, profit and non-profit alike, do not know how to evaluate and compare their efficiency. Retirement homes were selected for evaluation. The review focused on the technical efficiency for the years 2015-2017. To achieve the goal, Data Envelopment Analysis (DEA) was used as a specialised model tool for assessing the technical efficiency, performance or productivity of a group of homogeneous or comparable production units based on selected inputs and outputs. Due to different types of inputs and outputs, the method was selected from among multi-criteria decision-making methods. Two models, Model X and Model Y, including specific inputs and outputs, were designed to evaluate and compare the technical efficiency of selected retirement homes. According to the results, the output-oriented model (Model Y) was more effective for retirement homes compared to the input-oriented model (Model X). The value added could be seen in the model combination and comparison between different studies, which helps to understand the transferability of the results. The analysis confirmed the necessity to combine the DEA method with the quality of service assessment to be able to benchmark the real efficiency of service of a selected type of an organisation.

Opis:: Research background: EU National Rural Development Programs (RDPs) support food chain organization, including the establishment of agricultural producer organizations (APOs) to assist the cooperation among small- and medium-sized farms and improve their performance. Purpose of the article: We assessed how membership in an APO affects technical efficiency in a sample of Slovak farms. We break down our results by the type of membership (non-members, long-term members, and members of newly established APOs, benefitting from the RDP support) and production specialization of farms (crops, livestock, unspecialized). We expected a positive effect of membership on farm performance, although with differences by production specialization. Methods: We analyzed cross-sectional data of 645 farms in Slovakia in 2014, when the 2007?2013 RDP support was over. We applied a DEA-based two-stage metafrontier approach. During the first stage, we estimated group-specific efficiency and calculated adjusted (target) values of inputs, given the outputs. During the second stage, we estimated the meta-technical efficiency of farms relative to the metafrontier derived from pooled adjusted inputs and outputs of farm groups by their membership within production specialization. The meta-efficiency indicates farm efficiency associated with membership in a producer organization. We examined the differences between meta-efficiency by membership groups by the Kruskal-Wallis and post hoc Dunn?s tests. Findings & Value added: Members of APOs were mainly large farms. Membership in newly established APOs, benefitting from of the RDP support, contributed significantly to higher technical efficiency of livestock and crop farms. Their performance was, however, affected by managerial and scale inefficiencies. Well-performing farms with good farm management had joined APOs already before the year 2007. However, the long-term APO membership did not improve farm technical efficiency significantly. Public support of farm cooperation should be designed to improve the governance, sustainability of the APO activities, and performance of their members.

Opis:: The machinery sector plays an important role in the economy of each country providing the technology, machinery, equipment and production lines for other manufacturing sectors. Nowadays, these companies often introduce also services to their portfolio, thus exceeding the boundary between the manufacturing sector and the service sector. These actions are caused by the global trend of shifting towards a service economy and harsh competitive conditions in the market place. The aim of this article is to assess the condition of the selected group of companies operating in the sector of machinery and industrial equipment manufacturing in terms of technical efficiency, and to examine whether the number of services offered by them correlates with the efficiency score. The analysis was made using DEA (Data Envelopment Analysis), which as a non-parametric method, is widely used for studding the efficiency of both business institutions and public organizations, for which the relationship between inputs and achieved outputs (i.e. the production function) is unknown. Data for the study were drawn from the EMIS (Emerging Market Information Service) database, and the sampling was made in accordance with the DEA methodology taking into account factual and statistical methods. Both, companies that offer a wide range of services and those that limit the range of services to warranty support, were analyzed, and then the results were compared and discussed.

Tytuł:: Efektywność techniczna banków w Polsce
Technical efficiency of banks in Poland

Opis:: Celem niniejszej pracy jest określenie i zbadanie efektywności technicznej banków w Polsce a także określenie związku pomiędzy rodzajem kapitału (państwowy – prywatny) w strukturze banków a ich efektywnością. W pracy wykorzystano metodę DEA (ang. Data Envelopment Analysis - DEA) dla wyznaczenia średnich poziomów efektywności dla 12 największych banków działających w Polsce w latach 2008–2018. W opracowaniu zebrano dane: majątek trwały, zobowiązania ogółem, zatrudnienie, należności ogółem, papiery wartościowe. Ponadto w wyniku przeprowadzonych badań, potwierdzeniu uległa teza, która potwierdza wyższą efektywność banków z dominującym udziałem kapitału prywatnego nad bankami z przewagą kapitału krajowego. Potwierdzeniem jest fakt, iż banki komercyjne w badanym okresie zanotowały zwiększający się ogólny poziom efektywności.
The purpose of this work is to determine effectiveness of banks that operate in Polish banking sector. Subsequently, an investigation of the relationship between type of dominant capital in the banks' structures and their effectiveness is carried out. The DEA approach in this work is developed to determine average levels of effectiveness for 12 biggest banks active in Poland in the period 2008 - 2018. In addition, the hypothesis that banks with dominant private capital participation achieve higher efficiency than banks with dominant the public sector capital has been confirmed. In Poland in the analysed period, an increase in commercial banks' overall efficiency has been observed.

Opis:: Maize production is the most important field crop in South Africa produced from ancient years, Mpumalanga and North West Provinces being principal producers. Maize is extensively produced and ascendancy ground crop because maize is greater resilient, less labor exhaustive, rich in food strength and starches, grows actual fast, and easy to produce as other ground crops. Most of the produced maize in South African is consumed domestically. Despite massive extents of arable land and all-inclusive land reform implemented for 25 years, farmers in the former homeland areas of South Africa cultivate only small food plots where they grow mostly maize and a small variety of vegetables. The aim of this paper was to examine the technical efficiency of maize-based farmers who farm within smallholder irrigation schemes. A multi-stage sampling procedure was used to select 120 maize-based irrigation farmers. Descriptive statistics and stochastic production frontier models were used in the study. Maize production in the study area was dominated by males (78%) with an average age of 60 years and an average family size of 4 people in the household. Smallholder irrigators have primary education meaning farmers were literate and able to access farming information and interpret it. Farmers have a minimum average of 10 years of farming experience. Smallholder maize-based farmers were efficient in using their resources given their high farm productivity. The level of technical efficiency for maize farming was 84% which indicates that 16% of maize yield was not realized by smallholder maize farmers in the study area. The study recommends that the government and private sector must improve the farm techniques such as manure and enhanced seeds prepared early and accessible at small and affordable expenses to upsurge maize productivity.

Opis:: W pracy zaproponowano modyfikację metody łączącej podejście nieparametryczne z parametrycznym dla estymacji efektywności technicznej. W przeciwieństwie do oryginalnej metody kombinowanej oraz dwóch metod opartych wyłącznie na analizie regresji metoda proponowana wykorzystuje własność niezmienniczości charakteryzującą podejście nieparametryczne DEA realizowane przy założeniu maksymalizacji wyniku produkcyjnego i zmiennego zwrotu ze skali. Rozważania zilustrowano wykorzystując dane o produkcji rolniczej przeciętnych, w skali regionów Unii Europejskiej, gospodarstw prowadzących uprawy polowe. Uzyskane oceny efektywności potwierdzają, że metoda proponowana dostarcza ocen efektywności, które są najbardziej skorelowane z ocenami wyznaczanymi metodą nieparametryczną, a równocześnie są bardziej zróżnicowane, co przemawia na jej korzyść.
In the paper a modification of the method linking nonparametric and parametric approaches for estimation of the technical effectiveness, was presented. In contrast with the original combined method and with two methods based only on the regression analysis, the proposed method is exploiting the property of invariance which is characteristic for nonparametric DEA under assumption of output maximization and variable returns to scale. Investigations were illustrated using data, at the regional level, in reference to regions represented by field crop farms. The estimates of efficiencies obtained by the proposed method appear to be the most correlated with that following from DEA, and at the same time they are more diversified.
