The abundant use of solar energy in Indonesia has the potential to become electrical energy in a microgrid system. Currently the use of renewable energy sources (RESs) in Indonesia is increasing in line with the reduction of fossil fuels. This paper proposes a new microgrid DC configuration and designs a centralized control strategy to manage the power flow from renewable energy sources and the load side. The proposed design uses three PV arrays (300 Wp PV module) with a multi-battery storage system (MBSS), storage (200 Ah battery). Centralized control in the study used an outseal programmable logic controller (PLC). In this study, the load on the microgrid is twenty housing, so that the use of electrical energy for one day is 146.360 Wh. It is estimated that in one month it takes 4.390.800 Wh of electrical energy. The new DC microgrid configuration uses a hybrid configuration, namely the DC coupling and AC coupling configurations.The results of the study show that the DC microgrid hybrid configuration with centralized control is able to alternately regulate the energy flow from the PV array and MBSS. The proposed system has an efficiency of 98% higher than the previous DC microgrid control strategy and configuration models.

Opis:
The paper raises the issue of controlling rural low voltage microgrids in an optimal manner. The impact of different criterion functions, related to the amount of energy exchanged with the distribution system operator network, the level of active power losses, the amount of energy generated by different energy sources and the value of financial performance measures regarding the microgrid operation, on the choice of operating points for devices suggested by the optimization algorithm has been analyzed. Both island and synchronous microgrid operation modes are being considered. We propose two variants of the optimization procedure: the first one is based on the particle swarm optimization algorithm and centralized control logic, and the second one takes advantage of the decentralized approach and Monte Carlo methods. A comparison of the simulation results for two sample rural microgrids, obtained for different objective functions, microgrid operation modes and optimization procedure variants, with the use of prepared algorithm implementations, has been provided. The results show that the proper choice of an objective function can have a crucial impact on the optimization algorithm’s behavior, the choice of operating points and, as a consequence, on microgrid behavior as well. The choice of the proper form of the objective function is the responsibility of the person in charge of both the microgrid itself and its operation. This paper can contribute towards making correct decisions in this area. Generally, slightly better results have been achieved for the centralized control mode of operation. Nevertheless, the results also suggest that in many cases the approach based on distributed logic can return results that are better or sufficiently close to the ones provided by the centralized and more sophisticated approach.

Opis:
Software-Defined Networks (SDN) advocate the segregation of network control logic, forwarding functions and management applications into different planes to achieve network programmability and automated and dynamic flow control in next-generation networks. It promotes the deployment of novel and augmented network-management functions in order to have flexible, robust, scalable, and cost-effective network deployments. All of these features introduce new research challenges and require secure communication protocols among segregated network planes. This manuscript focuses on the security issue of the southbound interface that operates between the SDN control and the data plane. We have highlighted the security threats that are associated with an unprotected southbound interface and those issues that are related to the existing TLS-based security solution. A lightweight blockchain-based decentralized security solution is proposed for the southbound interface to secure the resources of logically centralized SDN controllers and distributed forwarding devices from opponents. The proposed mechanism can operate in multi-domain SDN deployment and can be used with a wide range of network controllers and data plane devices. In addition to this, the proposed security solution has been analyzed in terms of its security features, communication, and re-authentication overhead.

In a modern urban organization, mobility is an important issue for society. Traffic congestion of urban roads undermines mobility is a real problem in major cities This article shows the development and implementation of a centralized traffic control system in the city of Cali Valle (Colombia) applied to control traffic lights located to the east of the city (Simon Bolivar and Ciudad de Cali highways), allowing the central operators directly influence the traffic flow, know and display the status of the lights and generate statistics about the events of the online equipment. Particular real benefits of proposed new system of traffic lights are reflected in green times at each intersection allocated in accordance with the present traffic volumes on the road network at any time of day and in every sector of the city in particular, which of course increases the efficiency of each light installed at each intersection. As demonstrated in this article case study, the congestion scheme has been improved, and the project has opened up vast opportunities for innovative network management strategies for the optimization of network performance. Many of these strategies are developed to give a coordinated high-level control across different traffic control platforms based on real time traffic condition and performance on site.

The use of non-centralised water supply in remote settlements is currently the only possible option. Monitoring the water quality of such supply sources is a complicated task in such areas, especially when there are active karst processes and difficult groundwater conditions. The application of deterministic analytical models of water supply under the risk of disturbance to groundwater dynamics is not efficient. Significant quantitative and even qualitative changes in groundwater conditions may take place between the calculated points, and the underestimation of these changes in expectation-driven computation models may result in serious geoecological issues. This research studied and justifies the use of adaptive dynamic hydrogeological control in an area of non-centralised water supply based on the identification of key zones of geodynamic karst monitoring and the electrical express-monitoring of water resources. The identification of key zones is based on an integrated analysis of available groundwater information that describes changes in groundwater hydrodynamic conditions at the time of the karst forecast. The development of karst-suffusion processes is accompanied by more intense dynamic changes in local areas of geologic environment compared to the general variation in intensity. Information about the occurrence of destructive groundwater processes by means of selective geodynamic monitoring may thus be obtained much earlier than with environmental geodynamics monitoring as a whole. The experimental hydrogeological control of an area of non-centralised water supply was conducted on the right bank of the Oka River in Nizhny Novgorod region, a locality with an active manifestation of karst processes. Structure and algorithms of space-time processing of hydrogeological control data developed by authors have been used. The approach based on multifrequency vertical electrical sounding (MFVES) method has shown good correspondence with direct borehole observation when measuring depth of the first aquifer. Zones of unsafe water use have been revealed. The results demonstrated the effectiveness of the proposed method and the need for further regular observations of destructive groundwater processes by means of selective hydrogeodynamic monitoring.

Tematem niniejszej pracy jest bliższe przyjrzenie się modelowi kontroli konstytucyjności prawa wykonywanej przez trybunały konstytucyjne ze szczególnym uwzględnieniem jego początków i koncepcji zaproponowanej przez Hansa Kelsena. W swojej pracy opisuję genezę zarówno modelu sądowej kontroli konstytucyjności prawa jak i modelu scentralizowanego oraz analizuję początki sądownictwa konstytucyjnego w Europie. Kolejno opisuję zarówno teoretycznoprawną koncepcję zaproponowaną przez Hansa Kelsena jak i rozwiązania przyjęte w Republice Austrii w 1920 r. Praca zawiera analizę przeobrażeń austriackiego Trybunału Konstytucyjnego w okresie powojennym oraz charakterystykę aktualnych rozwiązań. Kluczowym elementem jest zwięzłe porównanie rozwiązań zaproponowanych przez H. Kelsena z aktualnymi uregulowaniami dotyczącymi austriackiego Trybunału Konstytucyjnego.
The subject of this master’s thesis is an analysis of the model of constitutional review of law carried out by constitutional courts, with particular emphasis on its origins and concept proposed by Hans Kelsen. In my work, I describe the genesis of both the model of judicial review of constitutionality of law and the centralized model, and analyze the origins of constitutional justice in Europe. Subsequently, I describe both the theoretical and legal concept proposed by Hans Kelsen and the solutions adopted in the Republic of Austria in 1920. The work contains an analysis of the transformations of the Austrian Constitutional Court in the post-war period and the characteristics of current solutions. A key element is a comparison of the solutions proposed by H. Kelsen with the current regulations regarding the Austrian Constitutional Court.
