Opis:
The purpose of the article is to analyse the elements of the anti-aircraft defence within Territorial Defence Forces. For this purpose, the author outlined the general concept and role played by Territorial Defence in the defence system of the nation, analysed the impact of the anti-aircraft defence on the military tasks performance as well as examined the localization of the anti-aircraft defence sub-units in the Territorial Defence structures and air defence system of the nation. Research findings presented by the author indicate the need to take into consideration numerous aspects, resulting from the specialist character of the air defence forces, in the process of creating Territorial Defence. The author also pays special attention to the possible participation of the air defence within Territorial Defence Forces in the multi-layered anti-aircraft defence system of the nation.

Opis:
Since the end of 1989 defence policy of the Czechoslovakia and after its dissolution in 1993 defence policy of the Czech Republic has been permanently adapted to the challenges of the new political reality and evolving strategic environment. Political reality reflected the revolutionary shift in political system aiming at the development of modern democratic state. Challenges coming out from the strategic environment could be characterised by its growing dynamics, complexity, unpredictability and uncertainty. This article highlights some of the remarkable achievements in this two and half decade lasting transitional endeavours and underscores some of the most important lessons learned related to defence policy formulation, defence strategy implementation, defence planning, defence resource management and acquisition.

The NATO Defence Planning Process (NDPP) is the most important element affecting the Alliance's defence posture. Under the process states commit themselves to provide capabilities and forces required to fulfil NATO missions, defined in the NATO Strategic Concept. The NDPP directly affects national defence plans by harmonizing them with identified security and defence objectives as well by influencing development of the novel national defence capabilities. The emergence of new threats in the NATO environment, demands modifications in the defense planning process and establishing new goals for the Alliance. Enhancement of the NDPP should be priority during the time of unrest.

In later years after annexation of Crimea, ongoing conflict in Ukraine and Brexit defence is the most discussed issue among politicians and on mass media, because the main question is how to secure European Union (EU) from potential external aggression of Russia? Concerning defence of Europe, we need to take in to the consideration not only North Atlantic Treaty organization (NATO), but also EU Common Security and Defence policy (CSDP). NATO has a major impact on its member states – mostly European countries, but at same time a significant role in European security and defence should be given to CSDP. In Latvia’s case defence policy is based on NATO and most of the case studies about Latvian defence are related to NATO role, but at same time, because of changing threats for EU, it is necessary to pay more attention to CSDP role and impact on Latvia’s defence. Therefore, this paper will describe Europeanisation from theoretical perspective by focusing on top-down Europeanisation, it will provide a historical background of EU CSDP and analysis top-down Europeanisation impact on the Latvian defence policy. This paper is based on Europeanisation theoretical framework, analysis of Latvian national security and defence strategic documents, Latvian legal acts concerning defence, data about Latvian participation in EU missions and Battle groups etc

This article proposes that a small state’s approach to total defence will be strong influenced by the nature of its strategic environment. It compares the defence approaches of Poland and New Zealand to identify whether the different contexts of their strategic environments necessitate divergent strategies for defending their state. The theory of population ecology of organisations will be used to frame the different options available to small states in their strategic environments and applied to the cases in order to explain their different approaches to total defence.

Civil defence education in Czechoslovakia was one of the elements of education and the creation of conditions for every citizen to be physically and mentally capable and willing to fulfil his or her duties related to homeland defence. The aim of the paper is to examine the basic approaches to the implementation of military defence training as one of the basic elements of civil defence education in Czechoslovakia in the period from 1918 to 1989. The historical-comparative analysis is used as a method for researching military defence training issues. This method is treated as a qualitative research tool. The individual elements that military defence training included, such as exercising in nature, field orientation practice, and marching exercises are characterized. In military defence training in Czechoslovakia, emphasis was simultaneously placed on enabling children to be in touch with nature, to toughen them up and to train their observation skills. The training was an organizational form of school civil defence education. Its main aim was to train and prepare individuals, as well as schools as wholes, for emergencies.

Opis:
The fear of new ”hybrid warfare” in the south-eastern flank of NATO, provoked by the Russian Federation following the Ukrainian model, alongside whit the circumstances offered by the existent frozen conflict in the neighbourhood of Romania, with the evident process of Russian remilitarization in the Black Sea area, opened a serious debate in Romania about the need of recreating, training and endowing a National Reserve Force asked to manage the so-called concept of Territorial Defence. The role of TD is to support and to enhance the actions of the active defence forces through specific activities and to ensure a timely and efficient operation in order to prevent and reduce the consequences of an unexpected aggression over the country. The National Reserve Force will be composed of the existent reserve and of a volunteer reserve, according to new and drafted laws. Their missions will cover a broad scale of traditional and new risks and threats, particularly those linked to the hybrid and nonkinetic war. Fixing the National Reserve Forces issue will not only enhance the security of the country, but also will contribute to strengthening the southeastern flank of NATO.

Opis:
The purpose of this article is to present the basic determinants as regards the use of the Territorial Defence Force (TDF) in the national defence system. The article focuses on issues related to security and defence as well as their impact on national security, and indicates the need to establish territorial forces in order to increase military potential in any country. What is more, it describes basic tasks which TDF can perform during individual stages of armed operations. Particular attention is paid to the fulfilment of the tasks by TDF as regards purely army-related activities, both military and non-military. It is indicated that TDF is a military formation that fills the gap as regards the security of a given area or territory, and that it can supplement the operational forces, thus constituting a vital element of the national defence system.
