This publication features a collection of papers discussing the factors which have an impact on the quality of life and the subjective sense of well-being of local communities. The articles also provide empirical explanations as to what extent the developmental levels of the regions studied affect quality life and well-being. The publication is a product of the Community Cohesion and Well-Being and Innovative Local Development international scientific conference, organised jointly by the Institute of Sociology of the Cardinal Stefan Wyszyński University in Warsaw and Statistics Poland (held on 4 December 2018). The innovative character of this scientific event is mutually beneficial for its organisers. The joint initiative of the university and the main producer of statistical data deserves recognition, and any future project of this kind should be supported, as it provides a direct opportunity for the different potentials of both institutions to be brought together to discuss and explore advanced statistical, sociological and regional research. The 2018 conference was in fact its third edition, which indicates that the tradition of such a collaboration has already been established and gives hope to be upheld in the future. Despite the delay between the time of the conference and the publication date of the monograph, it still raises highly topical issues, and the presented analytical approaches combine the concern for scientific matters with policy objectives, assuming that the well-being of the citizens is the ultimate goal of community development. A wide spectrum of processes and their relevant factors, analysed at individual and community levels, embraces the elements of social, human and material capital along with innovative forms of their use by various agents, contributing to the cohesion and development of local communities. The variety of methodological approaches used by the authors makes their articles interesting and recommendable to all researchers and decision-makers, as well as to students of the subjects discussed in this publication.

This paper moves from some recent researches dealing with participatory local development in Sicily2 based on strategic and partnership choices carried out by local communities through CLLD (Community Led Local Development). This article will analize the role of landscape in SSLTP (“Strategie di Sviluppo Locale di Tipo partecipativo”)3 as realized by the communities of the 22 Sicilian territorial areas dealing with rural development policies through the Leader approach.

Opis:
The aim of the article is to systematize the achievements in the theoretical foundations of selecteddevelopment concepts in relation to the development of territorial units located in rural peripheral areas andconcepts useful in the diagnosis and management of local development. The work reviews the concept of socio-economic development: sustainable, multifunctional, neo-endogenous, intelligent and inclusive, and the conceptof path dependency, resilience and territorial approach as a concept referring to diagnosis and developmentmanagement. Sustainable development was considered a superior concept, which results from the axiologicalpotential – the concept of development adopting an over-centric value system as an axiological foundation. Atthe same time, it was recognized that the local system (with economic periphery features) lacking sufficient ownpotential requires intervention by public authorities, which, through the implementation of specific policies,should stimulate the stimulation of endogenous potential. On the other hand, the operationalization of the smartvillages concept makes it possible to identify rural growth poles, in relation to which the support should beaimed at increasing their supralocal influence.

Large scale timber construction has been on the upswing for some time in many European countries. Besides the building cluster, also regions and cities have taken advantage of the ongoing timber boom in their economic and spatial development. In this article the focus is on the South Ostrobothnia region and the city of Seinäjoki in Western Finland, where the potential of the business is quite weakly exploited regardless of favourable preconditions. By studying the key actors of the innovation network we are able to better understand the premises of the local development platform that should aim at boosting timber construction.

Revitalization as an instrument of local development in Poland

The paper presents a concept of treating revitalization (or urban regeneration) as one of the instruments of local development. The authors' researches on developmental issues disclose information and communication technologies as the driving force for the institutional change, enhancing public participation in the local management of development. The nature of the local development vehicle consists in participatory governance. The revitalization of dysfunctional areas or districts can be an important element of such a process. During the year 2015, the Polish State adopted important regulations strengthening the social dimension of revitalization. However, the desk research and the consulting work conducted by the authors discloses that managerial instruments implemented under those regulations are not sufficient for stimulating the broader way of the development, limiting themselves to finding funds for local social policy.

Infrastruktura gospodarcza zaliczana jest do jednego z najistotniejszych, a jednocześnie niezbędnych i najbardziej efektywnych czynników rozwoju lokalnego. Inwestycje infrastrukturalne jednostek samorządów terytorialnych, poza efektami rzeczowymi w postaci urządzeń i sieci spełniają, również wiele istotnych funkcji o szerokim ekonomicznym i społecznym zasięgu. Skuteczność wpływu wyposażenia infrastrukturalnego na poziom rozwoju lokalnego, zależy w dużej mierze od zsynchronizowania planowania i rozbudowy infrastruktury gospodarczej ze stanem i strukturą zagospodarowania danego obszaru.
Economic infrastructure is classified to the most significant and simultaneously indispensable and the most efficient factors of local development. Infrastructure investment of local authorities units in form of equipment and network fulfill many significant functions of wide economic and social range. However the effectiveness of infrastructure equipment influence on development level depends mainly on synchronizing the planning and extension of economic infrastructure with the state and arrangement of area infrastructure.

The LEADER approach implemented in rural areas of the European Union since 1991 has for many years unchangeably been the subject of interest of many researchers such as sociologists, political scientists, geographers, and economists. Extensive source literature points to its advantages but also to its weak sides and drawbacks. The formation and functioning of local action groups illustrates the complex relations between the main social actors responsible for the development of contemporary rural and – since the beginning of implementation of Community-Led Local Development – also urban areas. Due to specificity and size of the country, Poland seems to be especially legitimate to analyze the LEADER approach and Community-Led Local Development. This publication analyzes these issues from the perspective of researchers from three scientific centers (the University of Łódź, the University of Rzeszów, and the Urban Development Institute (IRM) in Kraków, representing different scientific areas: sociology, political science, and geography.

One of the activities undertaken currently by the European Union is an aspiration for widely understood development achieved by a decrease in worlds poverty and reaching of Millennium Development Goals. The goals specified within the United Nations Millennium Project include development and strengthening of worldwide partnership in the range of development. The European Union perceives the possibility of this goal reaching by the support of widely understood cooperation on local and regional level, between highly developed and the most poorly developed countries, between the North and South. The social-economic development is currently perceived locally all over the world, and it is difficult to imagine separated spatial units without an engagement of self-governance authorities. Development and strengthening of the worldwide partnership is to be achieved by support of an activity of local authorities, non-governmental institutions and local communities, and by the propagation of cooperation idea. For this purpose, the European Commission has undertaken a range of projects aimed at strengthening of self-governance authorities and other local entities contribution in particular countries development, including the most poorly developed ones.
