The beginnings of organized public transport in Kraków

Public transport in Kraków, as in other cities, Has been initiated by horse-drawn buses, later replaced by streetcars, originally powered by horses and since 1901 by electricity. The streetcar had, from the very beginning, stirred the public opinion, for it had excessively interfered with the medieval architecture of Kraków. The cities authorities though had given a high priority to the development of public transport, and delegated the task of engineering a streetcar network in Kraków to a specialized private company with adequate funds and technical and organizational knowledge. The company had played a significant role in the creation, electrification, and exploitation of streetcars in Kraków, until a conflict of public and private interests had been revealed, which eventually led to the municipalization of the company. The streetcar has been a main mode of public transportation in Kraków all along. The bus service, introduces in 1927, had been treated as a secondary mode, and had also been supposed to help estimate the number of people that would use the future tram lines.

During the nineteenth century a complex of infrastructure of gas and pipes, water supply, tramway track and electricity station was constructed, as result of technological changes. Rapid advances in technology in the XIX century created a seemingly endless array of new possibilities for organizing a communal system for meeting the city’s growing needs. Most of municipal services was delivered by private enterprises. The cooperation between municipal governments and private companies was based on a long term concession contracts, but by the beginning of XX century private capital was expelled from the sphere of public services, by municipal ownership. There were some motives to municipalisation (regulatory, interventionist, and fiscal). One may also affirm, that the numerous conflicts between municipalities and private companies were direct cause.

Opis:
The subject of this article is a part of a broader debate related to the participation of the private sector in the execution of public services. It concerns those services which are provided to recipients in the conditions of a natural monopoly, based on a license (so with the privilege of exclusivity) awarded to private companies for executing the state’s tasks. This paper aims at outlining the reasons behind the implementation of similar solutions and the problems related to entrusting the private party with satisfying public needs – problems which revealed a conflict of interest between the parties of the licensing contract.

Artykuł dotyczy kształtowania przez polskie władze państwowe finansów komunalnych w sytuacji funkcjonowania różnorodnych rozwiązań ustrojowych i systemów finansów samorządowych, odziedziczonych po rządach zaborczych. Trudne położenie finansów państwowych, chaos w przepisach regulujących dochody komunalne, ogrom zadań stojący przed samorządami, w szczególności większymi miastami, postawił je w sytuacji wręcz katastrofalnej. Niniejszy tekst stanowi przyczynek do problematyki z zakresu stosunku władz centralnych do samorządu. Pokazuje naturę tych relacji, przejawiającą się w przerzucaniu na samorządy zadań bez zapewnienia odpowiednich środków na ich realizację. On the history of local government finances. Finances of Polish municipalities at the beginning of reborn statehood (1919–1923) The article deals with the shaping of municipal finances by the Polish government, in the conditions of the existence of mosaics of central and local government finances, inherited from the period of partitions. Difficulties of the state finances, the chaos in the regulations governing communal income, the enormity of tasks facing local governments, in particular of the larger cities, put them in a catastrophic situation. This text contributes to the problem of the relationship between central government and local self-governments. It demonstrates the nature of this relationship, manifesting itself in the delegation of tasks to local governments without providing adequate funds for their implementation.

Environment protection for a better life quality is relatively new field of activities of public authorities. The roots of this activity dates for the movement born in the late nineteenth century, as a result of pollution caused by the Industrial Revolution. Although Krakow, unlike other cities, did not survive such intensive industrialization, however, due to his political fate as well as the elementary disasters - floods, fires and epidemics, for much of the nineteenth century followed the pattern of the greatly neglected city. Throughout the century, the city authorities struggled to improve the sanitary condition and the health standards in Krakow. Effects of these efforts came only after decades. Causes of such a slow progress were the lack of financial resources, private and public, lack of understanding potential risks caused by neglecting health care and - above all - almost universal disrespect for the rules regarding order and cleanliness in the home and around homes.
