Opis:
The present paper begins with a presentation of an interdisciplinary research project, the method is then introduced, followed by a brief description of the unmanned autonomous maritime vehicle. The following chapter concerns a combined model describing the motion of the vehicle, including the hydrodynamic and aerodynamic forces. The model takes into account gravity, displacement, resistance, thrust, lift, and other hydrodynamic forces. The primary task of an advanced maritime vehicle is to precisely predict its position. To do so, an integrated model for the acquisition, analysis, and processing of the signals is necessary. The processed signals should then be used for the precise steering of the vehicle. The vehicle should be equipped with a stabilization system. Information on the integrated steering, positioning, and stabilization system of the vehicle is briefly presented in the paper. Such system enables to obtain a fully autonomous vehicle. Some information on the propulsion and underwater energy supply systems is also briefly presented. In the final part of the paper, some of the issues connected with vehicle safety are introduced.

Artykuł dotyczy bezpieczeństwa transportu morskiego z ukierunkowaniem na bezpieczeństwo obiektów oceanotechnicznych, w tym statków, w stanie uszkodzonym w warunkach operacyjnych. Przedstawiono metodę oceny bezpieczeństwa obiektów oceanotechnicznych i statków w stanie uszkodzonym, która oparta jest na ocenie zachowania się obiektu uszkodzonego lub statku oraz na ocenie ryzyka wypadku. Do oceny ryzyka stosuje się analizę ryzyka, w tym elementy Formalnej Oceny Bezpieczeństwa FSA zalecanej przez IMO. Proponowana metoda oparta jest na zastosowaniu całościowego podejścia do bezpieczeństwa obiektów, gdzie uwzględnia się wpływ na bezpieczeństwo czynników o charakterze projektowym, operacyjnym oraz tych, związanych z zarządzaniem i wpływem czynnika ludzkiego. Zastosowano całościowy model ryzyka, który umożliwia wyznaczenie ryzyka utraty obiektu, w oparciu o ocenę jego zachowania się w czasie wypadku. Analizę ryzyka przeprowadza się w oparciu o drzewa zdarzeń ETA, w których uwzględniono różne scenariusze wypadku. Poszczególne sekwencje zdarzeń mogą zawierać zagrożenia, zdarzenia pośrednie, zdarzenia dodatkowe i zdarzenia końcowe (konsekwencje). Ryzyko dla danego scenariusza wypadku oblicza się w oparciu o macierzowy model ryzyka. Miarą bezpieczeństwa obiektu w proponowanej metodzie jest ryzyko lub jego poziom. Ocenę ryzyka (RA, QRA) przeprowadza się stosując kryteria akceptacji ryzyka (RAC) w postaci macierzy ryzyka lub koncepcji ALARP. Przy ocenie ryzyka i zarządzając ryzykiem stosuje się tak zwane opcje kontroli ryzyka (RCO). Opracowano procedurę zarządzania bezpieczeństwem obiektu lub statku w czasie katastrofy na morzu opartą na zarządzaniu ryzykiem wypadku.
The paper concerns the safety of seaborne transportation and is devoted to safety of ocean engineering objects and ships in damaged conditions at sea. A method (procedure) of safety assessment of damaged objects (ships) is presented. The method is oriented on the object performance and risk assessment. For the risk assessment the risk based techniques are applied including the Formal Safety Assessment FSA introduced by IMO. The method (procedure) is based on application of the holistic approach to safety. An influence of factors affecting safety following from the different sources (design, operation, management, human factor) is taken into account. The holistic risk model is implemented which enables to estimate the risk of not surviving a collision (grounding, stranding, terrorist attact, etc.) using the object (ship) performance assessment during the accident. The event tree analysis ETA is used for the risk assessment. The different scenarios of accident are used and they include the hazards, intermediate events, additional events and consequences. The risk estimation is based on the matrix risk model. The safety measure in the method (procedure) is the level of risk. The risk assessment (RA, QRA) is conducted using the risk acceptance criteria (RAC) in the form of either the risk matrix or ALARP concept. The risk assessment is associated with using the risk control options (RCO) as well. Within the method safety is the objective.

In this paper a method for a ship safety estimation at the preliminary stage of design is briefly presented. Solving a few hydrostatic and dynamical problems may be taken into account using the method with special regards to the ships safety estimation in critical conditions. The critical conditions may concem the problems of survivability caused due to the cargo and/or ballast shift, waves and wind impact including the ingress of external water into the watertight compartments of a ship. The theoretical and computational models are briefly described. Using the computational model the safety assessment may be done for the initial event and scenario development assumed. Then, either some seakeeping, stability, damage stability or survivability related characteristics should be evaluated for the risk assessment. Both the seakeeping and stability characteristics are treated as the initial conditions for the risk assessment regarding the damage stability and survivability, and it usually follows from the hazard scenario development. The risk assessment is the base for the safety estimation. This is done according to the IMO regulations. The computational model incorporates the modern numerical techniques and is briefly described by introducing the logical structure of design system, logical structure of computational model and a few application methods used. The model enables to estimate the safety combining the influence of the hull form parameters, arrangement of internal spaces, loading condition including both the cargo distribution and permeability and impact of exciting forces. The exciting forces may follow from both the external and internal sources. And they are as follows: waves, wind and cargo and ballast shift.

The paper presents some information on a performance-oriented risk-based model for assessment of safety of ships in damaged conditions. The design for safety process is integrated with the risk analysis. As safety is treated as one between the main design objectives such an approach is called the risk-based design. The assessment of safety is based on the risk level. The risk level is evaluated according to the risk-based criteria. For the risk analysis the Formal Safety Assessment methodology has been applied.

Opis:
The paper regards various design and operational problems associated with survivability of surface naval and merchant ships using an alternative probabilistic methodology. This methodology is based on application of the performance-oriented and risk-based approaches. The performance-based approach requires to use the design and hydromechanics-based application methods. A measure of a ship safety in damaged conditions is either a risk or risk level. The risk is estimated using the risk analysis. Between the most important elements of risk analysis are the hazard identification, scenario development, quantitative risk assessment and risk control. The assessment of safety is based on the total risk management TRM approach including the risk assessment and risk management. The detailed discussion regarding the method and modeling will be submitted for publication by the Gdansk University of Technology in separate publication.

W artykule przedstawiono najważniejsze informacje dotyczące oceny bezpieczeństwa statków w stanie uszkodzonym w czasie katastrofy na morzu. Podano podstawowe informacje na temat identyfikacji podstawowych charakterystyk statków w stanie uszkodzonym w czasie katastrofy. Następnie opisano istniejące metody, które można zastosować do oceny bezpieczeństwa statków w stanie uszkodzonym, które oparte są na wymaganiach zwartych w konwencji SOLAS 2009. Potem przedstawiono proponowaną kompleksową metodę oceny bezpieczeństwa statków w stanie uszkodzonym opartą na analizie ryzyka, którą można zastosować do oceny bezpieczeństwa statków w stanie uszkodzonym w czasie katastrofy na morzu. Przedstawiono główne elementy tej metody, które dotyczą oceny zachowania się statku i oceny ryzyka nieprzetrwania kolizji. Opisano procedurę oceny bezpieczeństwa statku w stanie uszkodzonym w czasie ratowania statku na morzu. Podano podstawowe elementy modelu ryzyka nieprzetrwania kolizji przez statek, który zastosowano w metodzie wraz z przykładem dotyczącym metody wyznaczania ryzyka nieprzetrwania kolizji.
The most important information regarding the assessment of the safety of ships in damaged conditions during a catastrophe at sea is presented in the paper. Brief knowledge about how to identify the basic characteristics of ships in damaged conditions during a catastrophe at sea is introduced. Next, the possible methods for the assessment of the safety of ships in damaged conditions based on the requirements included in the SOLAS 2009 convention are briefly described. Then a proposed complex method of safety assessment of ships in damaged conditions based on risk analysis that can be applied for the safety assessment of ships in damaged conditions during a catastrophe at sea is introduced. The major elements of this method concerning ship performance analysis and risk analysis of not surviving a collision are described. The procedure for the assessment of the safety of ships in damaged conditions during salvage at sea is also presented in the paper. The basic elements of the risk model that has been applied are shown. An example regarding the calculation of the risk of not surviving the collision is presented.

The paper presents the preliminary information on the concept of open water model tests for assessment of safety of ships in damaged conditions. The need to develop the concept follows from the fact that the current regulations for assessment of safety of ships in damaged conditions require to consider an influence of many factors coming from different sources. Among the most important factors are those which come from the ship itself and the environment. Of course, the current regulations take into account the impacts which follow from the stages of flooding and progressive flooding but not all the possible impacts are taken into account. The open water model tests may enable to verify the existing regulations and model some phenomena associated with flooding. The open water model tests can be an important alternative method for the assessment of ship safety. The current method and some elements of the new approach to the safety of ships in damaged conditions are briefly described in the paper. A concept of the open water model tests for assessment of the safety of ships in damaged conditions are introduced. Some details regarding the research stand are given. The preliminary programme of investigations is presented as well. Because of the limited space available in the paper more details regarding the concept of open water model tests will be given in the POWER POINT presentation during the Symposium and in the final version of the paper.

The paper presents some current results of the research on development of a method for safety assessment of ships in critical conditions at the preliminary design stage. The meŹthod is expected to make it possible to perform the multi-objective and multi-parametric investigations to achieve the required and optimum levels of safety by using the risk-based and formal approaches to ship safety. During the design analysis influence of parameters associated with the hull form, arrangement of internal spaces, loading conditions, position and extent of damage, cargo shift and weather impacts on safety of ships in critical condiŹtions will be taken into account. Current capabilities of the method are illustrated by several calculation examples of influence of different arrangements of internal spaces of a cargo ship on values of the IMO formal subdivision indices such as the "Attained Subdivision Index A" and "Local Subdivision Indices ?Aj". The method is still under development and its final structure will be presented in the near future.

The research is focused on developing design theory towards efficient multifunctional facilities for logistics supply chains in the contemporary urban city structures. The development of modern systems based on autonomous transport creates new conditions for their management and generates an emerging need to define dedicated functional service structures. An important element of consideration also taken into account is the scenario for large-size unmanned facilities operation in the multifunctional port facility and its connections to power supply from renewable energy sources. Despite the high degree of complexity, modern transport solutions should be focused on optimizing the distribution time and trans-shipment time within the intermodal supply chain as well as provide ecological logistic solutions. Due to the large number of system components, the study presents a simplified database structure allowing for a comprehensive technological overview within the entire system.

Opis:
Some results of research devoted to the modeling of a AUV-Stealth vehicle performance towards limiting its hydro-acoustic field are presented in the paper. At the beginning the AUV-Stealth autonomous underwater vehicle concept is described. Then the method of research is introduced. Next the key design drivers of the AUV-Stealth vehicle are presented. Between them are the AUV-Stealth hull form, arrangement of internal spaces, materials, hull covers, energy supply and propulsion system, etc. Some results of the hydrodynamic and stealth characteristics of the AUV-Stealth vehicle are briefly described. It is presented in the paper that the hull form, construction materials including the covers may affect the AUV-Stealth vehicle boundary layer and wake. This may create some problems of identification of the AUV-Stealth vehicle using a sonar or hydrophone. The final conclusions are presented.
