The paper delves into several issues related to the European border crossing processes. It is motivated by the ongoing numerous research on automated border control (ABC) systems, which have been tested at a number of EU border crossing points (BCP) of various type. Moreover, taking into account the continuously growing influx of third country nationals (TCNs) travellers into the EU, the paper presents the complex procedures this group of passengers is currently required to go through. Facing these issues, potential remedies to highlighted problems are indicated including legislative as well as technological in nature. Central to the discussion, is the proposal to facilitate the cross-border movement of TCNs thanks to the ABC technologies and processes developed within EU-funded FastPass project. Based on the carried out technological and desk research, the paper provides a contribution to the further discussion on the automation of border processes for TCNs entering the European Union/Schengen zone pinpointing possibilities as well as obstacles lying ahead.

Abstract: This work presents a novel multimodal database comprising 3D face, 2D face, thermal face, visible iris, finger and hand veins, voice and anthropometrics. This dataset will constitute a valuable resource to the field with its number and variety of biometric traits. Acquired in the con- text of the EU PROTECT project, the dataset allows several combinations of biometric traits and envisages applications such as border control. Based upon the results of the unimodal data, a fusion scheme was applied to ascertain the recognition potential of combining these biometric traits in a multimodal approach. Due to the variability on the discriminative power of the traits, a leave the n-best out fusion technique was applied to obtain different recognition results

Opis:: Anorexia nervosa is a disorder which, in the absence of treatment or in an unfavourable course, can lead to the death of the patient. Frequently, reduced criticism is the element of the psychopathological picture which can result in lack of consent to the proposed treatment. The Mental Health Act specifies the situations in which the treatment without the person’s consent is acceptable. Ameeting of the team of experts appointed by the National Consultant in the field of Child and Adolescent Psychiatry was devoted to this issue. In the course of the discussion, the following opinion was formulated: there is a group of patients whose symptoms of anorexia nervosa meet the criteria for thought and perceptual disorders corresponding to the concept of mental illness within the meaning of article 23 and 29 of the Mental Health Act, while their physical condition and persistence in pursuing life-threatening behaviours pose danger to life. The symptoms meeting the criteria for thought and perceptual disorders corresponding to the concept of mental illness most often concern the assessment of reality (cause-and-effect relationships, assessment of one’s own health condition, perception of one’s own body). These beliefs are pathological in nature and are patently false (such as the conviction of one’s own obesity in an extremely emaciated person), despite being experienced as obvious. They are not subject to reflection or correction in the course of discussion, even in the face of clear evidence of exceedingly poor physical condition provided by additional tests. The character and severity of the symptoms correspond in such situations to the thought and perceptual disorders present in psychosis. There is, therefore, a group of patients with anorexia nervosa in whose case the disease can be considered a mental disorder within the meaning of the Mental Health Act and with respect to whom the fulfilment of the requirements stated in Art 23 or 29 of the Act can be established.
Jadłowstręt psychiczny to zaburzenie, które w przypadku braku leczenia lub niekorzystnego przebiegu może doprowadzić do zgonu chorego. Elementem obrazu psychopatologicznego często jest obniżony krytycyzm, mogący skutkować brakiem zgody pacjenta na proponowane leczenie. Ustawa o ochronie zdrowia psychicznego określa sytuacje, w których dopuszczalne jest leczenie osoby chorej bez jej zgody. Zagadnieniu temu poświęcone było posiedzenie zespołu ekspertów powołanego przez konsultanta krajowego w dziedzinie psychiatrii dzieci i młodzieży. W toku dyskusji sformułowano następującą opinię: istnieje grupa pacjentów, u których objawy jadłowstrętu psychicznego (anorexia nervosa) spełniają kryteria zaburzeń myślenia i spostrzegania odpowiadające pojęciu choroby psychicznej w rozumieniu art. 23 i 29 ustawy o ochronie zdrowia psychicznego, a stan fizyczny i uporczywe kontynuowanie zagrażających zachowań stwarzają zagrożenie życia. Objawy spełniające kryteria zaburzeń myślenia i spostrzegania odpowiadające pojęciu choroby psychicznej najczęściej dotyczą oceny rzeczywistości (związków przyczynowo-skutkowych, oceny własnego stanu zdrowia, postrzegania swojego ciała). Przekonania te występują w kontekście chorobowym i są ewidentnie fałszywe (jak przekonanie o własnej tuszy u osoby skrajnie wyniszczonej), lecz odczuwane jako oczywiste. Nie podlegają refleksji ani też korekcji w przebiegu dyskusji, nawet wobec ewidentnych dowodów skrajnie złego stanu fizycznego w badaniach dodatkowych. Charakter i nasilenie objawów odpowiadają wówczas zaburzeniom treści myślenia i spostrzegania w postaci psychotycznej. Istnieje zatem grupa pacjentów z jadłowstrętem psychicznym, w których przypadku choroba może być uznana za chorobę psychiczną w rozumieniu ustawy o ochronie zdrowia psychicznego i można stwierdzić spełnienie przesłanek art. 23 lub 29 tejże ustawy.
