Opis:: W artykule opisano umiejscowienie Państwowej Straży Pożarnej (PSP) w strukturach zarządzania kryzysowego oraz struktury zarządzania kryzysowego w PSP. Autor dokonał w ten sposób unikatowego połączenia założeń eksponowanych przez obowiązujące aktualnie w Polsce regulacje prawne oraz dobrych praktyk w zakresie zarządzania ciągłością działania i public relations (PR). Wbrew powszechnie panującej opinii udowodniono, że PSP nie jest podmiotem zarządzania kryzysowego, zaś w ramach tej formacji wyróżnia się komórki organizacyjne, które mogą taką rolę pełnić, i to zarówno w kontekście centralnego, wojewódzkiego, powiatowego i gminnego poziomu kierowania bezpieczeństwa państwa, jak też w obrębie głównego, państwowego podmiotu ratownictwa w Polsce.
The paper presents a position of the State Fire Service in crisis management structures as well as crisis management structures in the State Fire Service. A unique connection of legal requirements and good practices concerning Public Relation and business continuity management have been described. In spite of common opinion, it is proved that the State Fire Service is not a crisis management entity. However, inside the institution, there are organizational units which can constitute crisis management structures. It is theoretically and practically possible accordingly to central, provincial, district and communal levels of security management in the state.

Opis:: W artykule przedstawiono autorskie ujęcie ratownictwa i sposobów jego systemowej integracji w Polsce. Skupiono się na zdefiniowaniu Polskiego Systemu Ratownictwa (PSR), który szczelnie wypełnia domenę działań ratowniczych w stosunku do ludzi, mienia i środowiska. Dokonano ogólnego opisu elementów omawianego systemu, relacji zachodzących między nimi oraz celu wyodrębnienia PSR z systemu bezpieczeństwa narodowego RP. Artykuł wzbogacono o treść wytycznych integracji PSR, uwzględniających jego sieciowy charakter oraz aktualne trendy transformacyjne systemu bezpieczeństwa narodowego RP.
Nowadays, there is a lack of a coherent and holistic approach to all rescue types in Poland. Functioning, formalized rescue systems (National Firefighting and Rescue System – KSRG, the State Medical Rescue system) do not cover the whole domain of rescue operations carried in Poland, abroad and directed at people, property and environment. Considering the holistic approach to the rescue, there is a need to think about the system categories. As far as the Rescue System of the Republic of Poland (PSR) is concerned, the previous identification of the system elements, relevant relations and the reason of the system existence is necessary. The research results point out quantitative and qualitative complexity of the rescue subjects. The preliminary analysis of the relations between the subjects leads to justification of the PSR net structure. It is justified by the PSR domain – rescuing not only people, but also property and the environment. The PSR integration key is to build the system that hermetically fills the rescue domain, as well as the structure corresponding to the Polish rescue practices. Due to this assumption, the PSR net structure should allow to build hierarchy of the PSR subsystems, based on the trade rescue typology. The subjects performing rescue services should be able to participate in more than one PSR subsystems. Furthermore, the present transformation trends of the national security system of the Republic of Poland determine the necessity of integration the following PSR aspects as: notification, warning, organization and coordination of rescue operations, proceeding procedures, communication, equipment, documentation, data and information exchange, as well as rescue operations effectiveness.

Opis:: W artykule przedstawiono wyniki badań pozwalające określić istotę bezpieczeństwa powszechnego w Polsce. Autor dokonał przeglądu literatury przedmiotu. Na podstawie jej wyników wyszczególnił różne ujęcia badanego zagadnienia. Nawiązał do jego znaczeniowych relacji z innymi dziedzinami bezpieczeństwa w świetle nauk społecznych. W konsekwencji zaprojektowanych dociekań teoretycznych sformułowano autorski sposób postrzegania bezpieczeństwa powszechnego w Polsce.
The paper presents the results of the research conducting to estimate an essence of the common security in Poland. The author has reviewed the literature concerning the subject. Based on the relevant output, the different approaches to the analyzed problematic aspect were formulated. The meaning relations with the other security branches considering the social sciences were described. As a logical consequence, the author’s approach for the present common security perception was presented.

Opis:: W artykule przedstawiono autorskie ujęcie ratownictwa powodziowego w Polsce. Wskazano jego miejsce w aktualnych strukturach ratownictwa, traktując o nich zdecydowanie szerzej niż jedynie przez pryzmat wypadkowej krajowego systemu ratowniczo-gaśniczego, systemu Państwowe Ratownictwo Medyczne oraz łączącego je systemu powiadamiania ratunkowego. Ratownictwo powodziowe przeanalizowano w sposób całościowy, ukazując jego systemowy charakter. Zidentyfikowano elementy systemu ratownictwa powodziowego w Polsce. Zaprezentowano wykaz zadań właściwych podmiotów, z których wynikają relacje zachodzące między nimi. Opisano także syntetyczny cel wyodrębnienia analizowanego systemu z jego nadrzędnych, krajowych odpowiedników (Polskiego Systemu Ratownictwa, systemu ochrony ludności, systemu bezpieczeństwa powszechnego oraz systemu bezpieczeństwa narodowego RP). Artykuł wzbogacono o informacje na temat umiejscowienia systemu ratownictwa powodziowego w polskich strukturach bezpieczeństwa.
The flood rescue is dealt with, as a branch of the common security and meant as an operational activity at all state security management levels in all states of the state performance. It is directed to protect people, as well as properties and environment in order to meet people’s existence needs. It is conducted in or in the context of circumstances related to direct and immediate response to the flood threat. The analysis results concerning the flood rescue aspects allow us to understand them in the systematic approach. Flood rescue entities constitute the system elements. They are connected by relations which are formalized in relevant normative documents. The relations create a hybrid structure of the flood rescue system. The hybridization relies on connecting hierarchical substructures (dedicated to management entities) with network substructures (dedicated to executory ones). The main system objective is to protect people as well as properties and environment (to extend people’s existence needs in biological and survival-cultural dimensions) in or in the context of circumstances related to direct and immediate response to the flood threat. It is important that such kind of operational activity is executed at all levels of state security management and in all levels of its performance. Owning to close correspondence between the flood rescue and the rescue in synthetic meaning, the flood rescue system is also closely functionally connected with the national and international security systems and structures. The strongest relations are observed in case of state rescue system, people protection system, common security system, national security system as well as such international equivalents as INSARAG, UNDAC, People Protection Mechanism of European Union and NATO Crisis Management System.

Opis:: Artykuł przedstawia wyniki analizy wybranych parametrów ruchu drogowego w warunkach masowej ewakuacji ludności. W części pierwszej główną uwagę zwrócono na wpływ samoewakuacji na prędkości pojazdów, czas ich przebywania i średnie dystanse pokonywane w sieci drogowej strefy ewakuacji. Artykuł rzucił światło na wieloaspektowość i złożoność problematyki modelowania ruchu podczas masowej ewakuacji ludności. Ponadto, ukazano możliwe obszary zastosowań oprogramowania VISSIM w symulacji ruchu w ramach masowej ewakuacji ludności.
Traffic modeling is an integral aspect of mass evacuation of people issues. Usage of the transport engineering output allows to get information crucial in management (planning, organizing, leading and controlling) processes related with safety of both evacuated and evacuating people. VISSIM® (PTV Group®), as a computational, transport engineering tool, is worth to mention. It is widely used by subjects managing the road traffic. In spite of the fact, that the VISSIM is not directly dedicated to mass evacuation simulation needs, the VISSIM dynamic assessment module makes possible to get information concerning evacuation parameters. As a result of 45 VISSIM simulations, the authors gathered data concerning average vehicles speed distribution, vehicle distance distribution and distribution of times dedicated to vehicles present in the road net. In general, it was proved, that volunteer evacuation could have negative influence for traffic conditions during mass evacuation of people. Raising volunteer evacuation scale caused raising the vehicle distances and times parameters. As far as the authors are concerned, further research is needed – the research directed to elementary analysis of traffic determinants as well as further VISSIM application possibilities in mass evacuation reality.

The article is the addition to first part of the review concerning the PR rules in public institutions. Particular attention was paid to the following PR are-as: citizens’ relations, internal communication, visual organizational image, special events, sponsoring, as well as research and funding acquisition. It is a truism, that a development of public institutions on PR field should be multilateral. Not only such much noticeable PR aspects as cooperation with media organizations or usage of the Internet power but citizens’ relations, internal communication, visual organizational image, special events, sponsoring, research and funding acquisition as well in this proceeding ought to be taken into account. PR rules in this paper included could lead public in-stitutions to be much more flexible in describing organizational area. Object effectiveness could be increased as well, taking both internal criterions and external requirements into consideration.

Evacuation is an one of the basic manners for protecting occupants of educational objects. At the highest level of generality, it consists in moving people, animals and/or property from danger zone to safer place. Ist stage evacuation of educational object is a temporary activeness of its object personnel as well as public and private entities responsible for relevant safety, that consists in urgent moving the occupants in the face of unexpected direct danger to life to more safe place. Consequently, it meets requirement for project definition. Implementation of project management methodologies into the research realm requires a simplification due to adapting them to circumstances of urgent activeness in direct danger to life. Thus, management processes’ structure is obtained and the processes can be procedurally described with meeting requirements of both real and exercise conditions.

Scope management related to Ist stage evacuation of educational objects ascribes into the conception of project management. The scope is understood as a whole spectrum of activities that should be carry out facing threats for protection of people and crucial resources localized in abovementioned objects. Specification of Ist stage evacuation in analyzed context fundamentally determines manners concerning project management theory and practice implementation. Consequently, such scope management issues need to be taken into consideration as requirements collection, scope definition, Work Breakdown Structure creation, scope validation and scope control. Furthermore, it is crucial to analyze stakeholders’ expectations. Thus, requirements of management representatives, teachers, support personnel, kids/students, parents and public services state a background for scope definition and further scope management activities. Summarizing, implementation of management approach allows to order issues related to the scope. Many analytical tools object logic of use create foundations for holistic dealing with describing aspects, with direct influence for safety of all users in educational objects.

In conclusion, it can be say that changed and increased external risks to man and often busy and occupied their own affairs and the various problems can not accurately assess the risks of these to take to them the correct defensive tactics. Safety should be the first priority. Therefore, education, development of safe attitudes and behaviors among children, adolescents and adults in terms of safety should be the guiding principle of human functioning in the community. Education in this field can take many forms from formal , which takes place in the process of schooling during the study, and takes place in the different types of training and courses for non-formal education understood as the process of shaping the values, attitudes, skills, based on a variety of experiences and from the effects of the environment – family, friends, work environment, children etc. as well as the impact of the mass media, through education, defined as the result of accidental learning in everyday situations that occurred spontaneously were unplanned. And following the completion of the self-education. Education of the public safety requires the commitment of both governments, responsible departments, organizations and society as a whole. Only complex cyclic and organized a large-scale operation involving the whole of society can bring the desired results as those expected after such various information campaigns for the safety of road, railway, environmental, fire and security on the network, etc. Information campaigns to undertake a detailed process that requires effort at the planning stage. Recognizing the complexity of the problem and its environment and the importance of integrated activities can be the success or failure of social campaigns. Of particular importance is the analysis of the social problem, which, together with the analysis of the social and resource analysis and opportunities should be the starting point of the planning process of the social campaign, its correct implementation allows you to select target groups aims underlying the assessment of the effectiveness of the activities carried out in this case safety action .
