W trakcie protestów przeciwko decyzji Trybunału Konstytucyjnego z dn. 22 października 2020 r. popularne stało się określanie młodych, biorących udział w protestach kobiet mianem „Julek”. Autor argumentuje, używając danych z rejestru PESEL oraz doniesień z badań sondażowych, że pojawienie się tego określenia ma swoje podstawy w popularności tego imienia w grupie demograficznej 13-20, a także w wartościach bliskich młodym Polkom i Polakom. Autor zwraca uwagę na rolę kategorii płci w wartościowaniu wydarzeń społecznych, która w dyskursie publicznym objawia się emblematami takimi jak „Julka”.
During the protests against the decision of the Constitutional Tribunal of October 22nd, 2020, calling young and vocal women by the name „Julka” became popular. The author argues, using data from the PESEL register and reports from surveys, that the appearance of this term is based on the popularity of the name in the demographic group 13-20, as well as on values shared by young Poles. The author draws attention to the role of the gender category in the evaluation of social events, which in the public discourse manifests itself with emblems such as „Julka”.

Use of electronic means in general administrative proceedings
Zastosowanie środków elektronicznych w ogólnym postępowaniu administracyjnym

The purpose of this study was to present modern solutions offered by electronic means in the general administrative procedure and not forgetting the impact of globalization and the latest technologies, which significantly influenced today's image of e-administration in Poland and other European Union countries. The thesis contains three chapters. The first of them presents the history of the emergence of the information society and e-administration on the example of various European countries with explanation of how to use electronic means. The second chapter focuses on the subject of electronic solutions to citizens' matters offered by public authorities in Poland. This chapter also contains current and planned investments in the field of performing public services using electronic means. The last part of the work focuses on presenting the electronic administrative procedure, where were discussed the electronic solutions introduced by the legislator and the facilities for the parties and participants of the general administrative procedure that follow.
Celem niniejszej pracy było przedstawienie nowoczesnych rozwiązań oferowanych przez środki elektroniczne w ogólnym postępowaniu administracyjnym, nie zapominając o wpływie globalizacji i najnowszych technologiach, które w znaczący sposób wpłynęły na dzisiejszy obraz e-administracji w Polsce i innych państw Unii Europejskich. Praca składa się z trzech rozdziałów. W pierwszym z nich przedstawiona została historia powstawania społeczeństwa informacyjnego i e-administracji na przykładzie różnych państw europejskich wraz z podaniem przykładów ich sposobu zastosowania środków elektronicznych. Rozdział drugi koncertuje się na tematyce elektronicznych rozwiązań spraw obywatela oferowanych przez organy publiczne w Polsce. Niniejszy rozdział zawiera również obecne jak i planowe inwestycje z zakresu wykonywania usług publicznych z wykorzystaniem środków elektronicznych. Ostatnia część pracy skupia się na przedstawieniu elektronicznego postępowania administracyjnego, gdzie omówione zostały elektroniczne rozwiązania wprowadzone przez ustawodawce i idące za nimi udogodnienia dla stron i uczestników ogólnego postępowania administracyjnego.

Część rozważań poświęcona jest opisowi specyfiki importu i eksportu towarów i usług. Ponadto praca koncentruje się na przedstawieniu licznych wyjątków od zasad głównych.
The subject of the work is to present the functioning of the tax on goods and services in the Polish tax law. The work contains a description of the general and detailed rules for establishing the tax obligation. A part of the deliberation is devoted to describing the specificity of import and export of goods and services. In addition, the work focuses on making numerous exceptions to the main principles.

Introduction. The aim of the research was to clarify the relationship between policemen’s knowledge and their real motor competence and physical fitness that enable them to execute operational tasks. Material and methods. The study was conducted on a group of 52 out of 224 officers of the Intelligence Department and the Municipal Police Intervention in Wroclaw in 2011. It analyzed the responses to the questionnaire developed by the authors and the internal police reports on the results of the physical competence test. Results and conclusions. Analysis of the test results obtained by officers in periodic performance testing indicates a low level of motor skill competence. The mean overall score of all trials is 3.41 for the whole sample. This represents only 56% of the lower limit of the maximum level of efficiency, but in practice, considering the nature of any potential operational activities taken, in many individual cases it seems to be insufficient. The profile of the tested police officers’ efficiency is rather strength-oriented with a clear trunk muscle strength dominance (4.25). Definitely, a weaker motor competence of all subjects is was the one identified on the basis of running tests. Strength test results can be considered quite as bad (2.85). The state of knowledge regarding the nature and manner of motor competence development is low and insufficient to affect self-improvement in the tested officers’ fitness. The respondents generally do not take advantage of the opportunity to improve their motor competence in specialized activities carried out by trained staff. A low level of health awareness of the policemen can also result in a low motor competence condition. The age of officers and their level of education slightly differentiates the results and do not give the grounds to a clear indication of dependence.

Opis:
The International Maritime Organization (IMO) introduces, adopts, and implements new instruments, such as conventions, resolutions, and guidelines, to prevent and minimize the number and severity of accidents involving ships at sea. The results of international maritime safety requirements introduced in recent years are presented in this paper. The impact of these regulations on ship safety improvement in European marine waters was determined via an analysis of accidents over a seven-year period of 2014–2020. The analysis was based on the classification of accidents by their severity, by the type of ship involved, and by the identified causes or contributing factors. Evident, still existing “weak points” of maritime safety monitoring are emphasized, such as low reporting of incidents and superficial identification of contributing factors. It is worth noting that the technological development of marine electronic systems introduced both positive effects and novel threats to the safety of navigation. An example is an uncritical overreliance on technology and information provided via electronic means and sensors. In this context the usage of integrated, digitized bridge systems in contemporary maritime vessels and future remote control systems was stressed.
