Opis:: This study investigates the contents of key documents of international rank regulating the transfer of weapons and military technologies in order to mark the principles that rule this kind of state activity. The following principles have been pointed out: the principle of minimizing the consumption of the world’s human and economic resources for armaments; the principle of respect in the transfers of weapons and the principles of the Charter of the United Nations; the principle of transparency in the transfer of weapons and military technology; the principle of limitation of armaments as a factor constituting a threat to peace and national, regional and international security; the principle of the regulation of transfer of weapons in the domestic law of states; and the principle of respect for humanitarian law and human rights in international military transfers.

Opis:: Niniejszy artykuł ma na celu odpowiedzieć na pytanie, w jaki sposób kwestia transparentności została ujęta w Traktacie o handlu bronią. Analizowane rozwiązania zostaną poddane także wstępnej ocenie. Za punkt odniesienia posłużą instrumenty kontroli obrotu uzbrojeniem funkcjonujące już od jakiegoś czasu. Niekontrolowany obrót bronią konwencjonalną stanowi poważne zagrożenie dla pokoju i bezpieczeństwa na świecie. Zgromadzenie Ogólne ONZ przyjęło Traktat o handlu bronią (dalej ATT). ATT wszedł w życie 24 grudnia 2014 roku. Jest to pierwszy w historii prawnie wiążący dokument, o zasięgu globalnym, ustanawiający zasady kontroli eksportu uzbrojenia. Kluczowym elementem Traktatu jest transparentność. Po pierwsze obserwowanie transferów uzbrojenia do/z określonych państw pozwala ocenić, czy strony umowy w praktyce realizują jej postanowienia. Ponadto obserwowanie transferów uzbrojenia pozwala w pewnym stopniu ocenić ich intencje. Intensywne zbrojenia są jednym z korelatów przygotowań do wojny. Po drugie, transparentność pozwala stwierdzić, czy dane państwo podjęło stosowne kroki (np. legislacyjne) w celu wywiązania się z przyjętych zobowiązań.
The purpose of this paper is to answer how the issue of transparency has been dealt with in the Arms Trade Treaty. Analysed provisions will also be assesed. As a point of reference other instruments regarding arms trade will be used. Uncontrolled arms trade poses a significant threat to international peace and security. The General Assembly of the United Nations has adopted the Arms Trade Treaty [hereinafter ATT]. The ATT entered into force on 24th of December 2014. For the first time in the history a global and legally binding instrument regulating ams trade has been adopted. Transparency is a key element of ATT. Firstly, observing inflows and outflows of arms allows to determine whether provisions of a treaty are used in practise. Furthermore it makes assesment of state’s intentions possible. Extensive armament is correlated with war preparations. Secondly, transparency shows if a country has implemented the treaty into its law.

Opis:: AbstractThis thesis examines the arms trade in the Russian Federation since its inception. It draws its information from open sources by state agencies or as reported in the media, from estimates provided by respected official bodies (such as SIPRI and CAST), and from viewpoints expressed at conferences. All sources are clearly attributed. The utility of the paper lies within the different dimensions of the Russian military-technical cooperation and the military industrial complex. Furthermore, although there is extensive data on the subject, this is an ever-changing one in which situations change frequently and rather unpredictably. For instance, as I write this the conflict in Ukraine, negotiations with Iran and the stalemate with Syria are all ongoing. This study also provides a better understanding of what or who impacts Russian arms sales. From this point forward, the seemingly ambiguous term ‘sales’ will refer to arms sales unless otherwise specified.

Opis:: Arms trade affects the expansion of the military potential of a country, and thus, its international military stature. Indirectly, it is also connected with the treaties involving armaments control, in particular, the ones pertaining to arms transfer and military equipment. The military stature of Latin America and the Caribbean countries is extremely diversified. In addition, some of these countries have undertaken the modernisation of their armies, which is linked to arms purchases. Consequently, it leads to the emergence of various sub-regional arms races. Despite the existence of territorial and border disputes, the region is considered to be stable and the risk of an international military conflict outbreak is low. On the other hand, predominant, non-military threats of internal nature, existing in Latin America and the Caribbean, have a considerable impact on maintaining the homeland security. These problems translate to the level of arms trade in the region. In the following article, the approach of the countries of Latin America and the Caribbean towards the treaties involving armaments control have been analysed. Due to the complexity of this issue, only the most significant problems concerning export and import of arms and military equipment will be characterised. Moreover, the main suppliers of military technology to the countries of the region will be listed.
Handel bronią wpływa na rozbudowę potencjału militarnego przez państwa, a tym samym na ich międzynarodową pozycję militarną. Pośrednio jest on także powiązany z porozumieniami dotyczącymi kontroli zbrojeń, a szczególnie dotyczącym transferu uzbrojenia i sprzętu wojskowego. Potencjał militarny państw Ameryki Łacińskiej i Karaibów jest bardzo zróżnicowana. Dodatkowo części z nich podjęła modernizację swoich armii, połączoną z zakupami uzbrojenia. W konsekwencji prowadzi to do pojawiania się różnych subregionalnych wyścigów zbrojeń. Jednak region mimo występowania sporów terytorialnych i granicznych uważa się za stabilny, a ryzyko wybuchu konfliktu zbrojnego o charakterze międzynarodowym jest niskie. Natomiast dominujące w Ameryce Łacińskiej i Karaibach zagrożenia niemilitarne o podłożu wewnętrznym wpływają znacząco na utrzymanie bezpieczeństwa wewnętrznego. Powyższe problemy przekładają się na poziom handlu bronią w regionie. W niniejszym artykule poddano analizie kwestie dotyczące podejścia państw Ameryki Łacińskiej i Karaibów do porozumień związanych z handlem bronią. Ze względu na złożoność tematu, scharakteryzowane zostaną najważniejsze problemy dotyczące poziomu eksportu i importu uzbrojenia oraz sprzętu wojskowego, jak też główni dostawcy techniki wojskowej do państwa regionu.

Opis:: W artykule scharakteryzowano deskryptor emisji akustycznej Arms. Przedstawiono układ do generacji różnych form wyładowań niezupełnych. Pokazano przykładowe wyniki pomiarów deskryptora. Oceniono przydatność tego deskryptora do opisu zjawiska wyładowań niezupełnych.
In the paper the acoustic descriptor Arms was characterized. The system generating various forms of partial discharges was presented. Examples of the results of measurements of descriptor were shown. Usefulness of the descriptor for the analysis of partial discharges were estimated.

Opis:: The paper presents an overview of current papers(but it reminds us also of fi ndings of prewar researchers) about coats-of-arms of small chivalric clans, rarely present in sources. It also contains some fi ndings made by the author himself, mainly about Prus, Chmara and Zgraja coats-of-arms. The intent of the author was also a limited sources study refl ec-tion on the coats-of-arms, about which there is lack of information concerning their shape and probable genetical relationship with other coats-of-arms. The following coats-of-arms or their callings were mentioned: Kliza, Wiza, Moszczenica, Calina, Wazanki, Piękostki, Ulina, Owada, Czawuja, Kołmasz, Prus I (Turzyna), Prus II (Wilczekosy), Glezyna, Lary-sza, Ogniwo, Zarosie, Chmara, Zgraja, Goljan. Most of them turned out to equate with other, better known coats-of-arms, or strove for that kind of equation. All this makes the structure of polish medieval society and the rules of that society more clear

Opis:: The coat of arms for the town and commune of Szadek was designed and approved in 1990, in accordance with law in force at that time. It was, however, done without consulting heraldists and historians specializing in municipal coats of arms from the period of I Republic of Poland, or persons professionally designing emblems for contemporary municipalities. Consequently, a number of mistakes were made, the most important being that it only partly resembles the town’s heraldic arms from the mid-16th century or the coat of arms from the 17th century, which was incorporated in the altar of Szadek’s parish church to commemorate the citizens who donated funds for its equipment and decoration. According to current quidelines for re-creating coats of arms of urban communes, a municipality should have as its heraldic symbol the historic coat of arms of its capital town or city. Relevant sources indicate that the new emblem of the town and commune of Szadek should contain a city wall with an open gate and three battlemented towers, the exact shape depending on which tradition – 16th or 17th century – is recalled. As regards the heraldic colours, the new coat of arms should have red walls on a golden shield (like that from the 17th century), although a white background is also found for Szadek in publications on heraldic arms of Polish towns and cities.

Opis:: The bill provides for the replacement of the current Act on Arms and Ammunition with a new statute containing, inter alia, more detailed definitions of types of weapons, changes regarding the system of issuing weapon permits and new rules on the location of shooting ranges. The author has reservations about the constitutionality of the proposed use, in the criminal provisions, of references to entire chapters of the bill, which may make it impossible to clearly define what behaviour will constitute a criminal offence.
