Opis:: Transport accessibility of seaports is a frequently studied area in economic research. In practice, port operators and authorities use it to promote their services and compete in the market. Up to this day, theoretical basis of seaports transport accessibility has not been properly described. The article attempts to systematize and expend the knowledge in this field. New definitions of transport availability from wider and narrower perspectives were suggested; different types of accessibility and their mutual relations were explained. These ideas were complemented by introducing classification of factors affecting transport accessibility of seaports.

Opis:: A very important aspect of websites nowadays is their accessibility. Thanks to modern, constantly evolving technologies, it is possible to create friendly services for each user, regardless of his state of health. Web sites accessibility may be considered in aspects of their functionality and readability. One of methods for exploring this issue is the use of validators, i.e. automated tests to check the syntax of the documents posted on the Internet. The purpose of this article is to compare the selected tools. The structure of the article is as follows. Firstly, we explain the importance of the accessibility of the web sites. Then we briefly characterize our proposal of validators evaluation criteria for studying web-accessibility and present the results of evaluation of selected validators. Finally, we are presenting conclusions.

Opis:: Spatial accessibility is one of fundamental problems of geography, and transport geography in particular. It is one of the key factors afecting the ability to use certain services by the residents of a given area. Therefore, it is important to develop appropriate methods for the analysis of spatial accessibility. This paper describes a methodology for analyzing spatial accessibility in urban areas using a hexagonal grid combined with a network analysis. The proposed methodology is applied to the city of Toruń, Poland. Spatial distribution of accessibility to selected public amenities is analyzed and areas of high and low accessibility are identified. Finally, a prototype of a novel web-based system is proposed to allow citizens and city oficials to perform custom analysis based on individual preferences.

Accessibility management based on the example of the Festival of Culture Without Barriers

Opis:: Głównym celem niniejszej pracy jest analiza i pogłębienie wiedzy na temat metod dostosowywania festiwalu kulturalnego do potrzeb osób ze specjalnymi potrzebami, aby mogły w pełny sposób korzystać z oferty. Przedmiotem badań są rozwiązania z zakresu dostępności stosowane podczas Festiwal Kultury Bez Barier. Na potrzeby pracy przeprowadzono wywiady swobodne pogłębione z organizatorami festiwalu oraz wolontariuszką asystującą na dwóch edycjach festiwalu. W teoretycznej części pracy zdefiniowane i omówione zostały kwestie dotyczące ujęcia dostępności w Ustawie z dnia 19 lipca 2019 r. o zapewnianiu dostępności osobom ze szczególnymi potrzebami, zarządzania dostępnością, wdrażaniu jej w instytucjach kultury oraz barierach i wyzwaniach łączącymi się z tym procesem. Dzięki przeprowadzonym badaniom udało się zweryfikować problem badawczy dotyczący sposobu wprowadzania rozwiązań z zakresu dostępności podczas organizacji Festiwalu Kultury bez Barier oraz osiągnąć cel pracy, czyli pogłębić wiedzę na temat metod dostosowywania festiwalu kulturalnego do potrzeb osób ze szczególnymi potrzebami, w taki sposób, aby mogły w pełni korzystać z oferty. Autorka podsumowuje istotność badań otoczenia zewnętrznego i wewnętrznego, szkolenia pracowników, współprac między organizacjami oraz tworzy rekomendacje dla innych instytucji kultury w celu skutecznego tworzenia dostępnej oferty kulturalnej. Pracę osadzono w paradygmacie interpretatywnym.
The main aim of this study is to analyze and deepen our knowledge of how to adapt a cultural festival to the needs of individuals with special needs, enabling them to fully benefit from the offerings. The subject of the research is accessibility solutions used during the Festival of Culture Without Barriers. For the purpose of this study, in-depth interviews were conducted with the festival organizers and a volunteer who participated in two editions of the festival. The theoretical portion of the study addresses topics related to the integration of accessibility as stipulated in the Accessibility Act of 2019, accessibility management, implementation within cultural institutions, as well as barriers and challenges associated with this process. Thanks to the research conducted, it has been possible to verify the research problem concerning the way in which accessibility solutions were implemented during the organization of the Festival of Culture Without Barriers and to achieve the aim of the thesis, which was to deepen knowledge of the methods of adapting a cultural festival to the needs of people with special needs, enabling them to fully benefit from the offerings. The author summarizes the relevance of research into the external and internal environment, staff training, inter-organizational cooperation and creates recommendations for other cultural institutions in order to effectively create an accessible cultural offer. The work is set in an interpretative paradigm.

Opis:: Dostępność stron internetowych polega na zapewnieniu możliwości korzystania z informacji tam zamieszczonych przez wszystkich użytkowników, a zwłaszcza przez osoby niepełnosprawne. Celem pracy było zbadanie poziomów dostępności serwisów internetowych uczelni wyższych Lublina i porównanie ich z serwisami dwóch uczelni w Polsce wybranych na potrzeby tego badania. W tym celu opracowano eksperyment, który składał się z dwóch części. W pierwszej części eksperymentu zastosowano autorską listę kontrolną zawierającą pytania dotyczące określonych funkcjonalności serwisów odpowiadających istotnym kwestiom dostępności. W drugiej części do oceny dostępności wykorzystano automatyczne narzędzia. Materiałem badawczym było osiem serwisów uczelni z Lublina oraz dwóch zestawionych z nimi uczelni w innych miastach w Polsce. Uczelnie te dodatkowo posiadały w swoich serwisach specjalnie wydzielone zestawy stron dla osób z niepełnosprawnościami. Takie dodatkowe strony opracowane specjalnie dla potrzeb osób niepełnosprawnych zostały także uwzględnione w badaniach. Po przeprowadzeniu eksperymentu możliwe było wskazanie uczelni, które posiadają najlepsze i najgorsze serwisy pod względem osiąganych wyników dostępności. Dodatkowo badania wyłoniły konkretne strony tych serwisów, które charakteryzowały się najwyższymi i najniższymi średnimi ocenami dostępności. W wyniku analizy eksperckiej okazało się, że niektóre z przebadanych serwisów uczelni nie mają dołączonej deklaracji dostępności, zawierają dokumenty w formacie PDF, które nie są dostępne, często nie umożliwiają zmiany kolorystyki oraz nie posiadają wersji mobilnej.
The accessibility of websites consists in ensuring the possibility of using the information posted there by all users, espe-cially by disabled people. The aim of the study was to examine the levels of accessibility of websites of Lublin universi-ties and to compare them with the websites of two universities in Poland selected for the purpose of the study. With this aim in view, an experiment was developed, which consisted of two parts. In the first part of the experiment, a specially made original checklist was used containing questions about specific functionalities of websites corresponding to im-portant accessibility issues. In the second part, automated tools were used with a view to assessing the accessibility. The research material consisted of eight websites of universities from Lublin and two websites of universities from other cities in Poland that were compared in the study. Those two universities in contrast to the eight ones additionally had special sets of websites for people with disabilities. Such additional sets of websites specifically designed for the needs of people with disabilities were also included in the research. After conducting the experiment, it was possible to identify the universities which have the best and the worst websites in terms of accessibility results. Furthermore, the study revealed specific pages of these websites that were characterized by the highest and the lowest average accessibility ratings. The results of the expert analysis showed that the examined university websites do not have an attached declaration of accessibility, contain documents in the PDF format that are not accessible, often do not allow for changes of colour and do not have a mobile version.

Opis:: Bardzo ważnym aspektem współczesnych stron internetowych jest ich dostępność. Dzięki nowoczesnym, ciągle rozwijającym się technologiom możliwe jest tworzenie serwisów przyjaznych dla każdego użytkownika, niezależnie od jego stanu zdrowia. Dostępność stron WWW może być rozważana zarówno w aspektach ich funkcjonalności, jak i czytelności. Jedną z metod badania tego zagadnienia jest zastosowanie walidatorów, tzn. automatycznych testów sprawdzających poprawność składni dokumentów umieszczonych w internecie. Celem niniejszego artykułu jest porównanie wybranych narzędzi ze wskazaniem rekomendacji. W pierwszej kolejności wyjaśniono znaczenie dostępności stron WWW, następnie krótko scharakteryzowano wybrane walidatory i przedstawiono wyniki ich oceny. Artykuł kończą wnioski ze zrealizowanego badania.
