Opis:: In situations that involve violence resembling terrorism (VRT), flexible management and collaboration between authorities are the keys to successful operations. As previous researches have stated, poor communication and poor procedures are the main challenges. All challenges should be divided into adaptive challenges and technical problems, in order to gradually help the first responders to conquer them. If their differences are not recognised, first responders tend to try and solve adaptive challenges wrongly by using technical measures. In this paper, the selected incidents are examined through a multiple-case study. The findings are tied to Heifetz, Grashow, and Linsky’s model of adaptive challenges and technical problems. It is concluded that without adequate training and guidelines, first responders tend to maintain old practices, which can compromise the efficiency and safety of rescue operations.

Opis:: In the second part of the article on the case of Anders Behring Breivik, the author answers the questions of whether the attack could have been prevented and what impact it had on public sentiment, the nature of the changes to internal security policy in Norway and the performance of the country’s security services. Opis:: Recent terrorist attacks in the United States, Canada and Western Europe have shown an increase in the incidence of "Active Shooters" [1]. These ruthless and desperate assassins usually attack urban and poorly protected areas (lack of armed protection) that are densely populated [2]. Utilizing their strength, they realize that their plan is to maximize the number of casualties, without counting on the consequences of their actions. The basis of their action may be based on extremely radical views. Frequent outcomes for active shooters include suicide during an attack (90%) or the resolution of the threat by the authorities [3]. In response to the ever-increasing number of assassinations and the risk of such incidents in one’s immediate surroundings, comprehensive education should be widely spread. Thus, it is important to promote appropriate behaviour, rules of reaction during an attack by an armed assailant, as well as cooperation with incoming service personnel. Such actions will not only help one prevent, but also allow one to prepare for such incidences.

Opis:: The reality of the danger of active shooters performing a terror attack at school facilities during the working hours, inspires to thought about possible guidelines under which an unarmed person could stop an armed aggressor in the moment he breaks into school and launches an attack. Quality physical security measures can prevent infiltration of a trespasser into a building or make it at least difficult, however it is necessary to always take into consideration that the physical security measures will be surpassed and the attacker infiltrates the building. Surviving an active shooter event is possible when following the “run-hide-fight & survive” guidelines.

The author has sought to answer the questions of whether it was possible to prevent the attacks and what impact they had on social mood, the nature of changes in the shaping of internal security policy in Norway and the improvement in the efficiency of security services in this country. He also attempted to e what level of threat of a similar attack exists in Poland at present. Conclusions from this es have been enriched by reflections on the consequences of Russia’s aggression against Ukraine.
