Opis:: The main aim of the article was to establish and present the relationship between the production potential of agriculture in Poland’s voivodships and the utilization of funds from selected Rural Development Programs (RDP) 2014-2020. The Common Agricultural Policy (CAP) of the European Union has Rural Development as the “second pillar” with the objectives of enhancing the competitiveness of agriculture and forestry; ensuring the sustainable management of natural resources and climate action; and overall development of rural economies. The materials for the paper are based on data connected with the resources of production factors in Polish agriculture as well as data on EU agricultural funds in Poland under RDP 2014-2020 made available by the Polish Central Statistical Office (GUS) and the Agency for Restructuring and Modernization of Agriculture (ARMA). The analysis showed that the diversification of the agricultural production potential of the different regions in Poland had an influence on the activity of farmers in applying for RDP measures. Based on the regional absorption of funds, there should be a wider range of conditions required to access selected EU programs in order to strengthen farms in areas with lower production potential.

Opis:: Nowadays, to some extent decision support systems are forced to base their operation on large data warehouses whose analysis is difficult and time consuming. This is why where data are stored becomes vital. The use of an efficient and productive data warehouse for this purpose can significantly improve application/system operation. Currently one of the most common solutions used in Big Data storage and quick processing are non-relational databases NoSQL. They are a relatively new solution, however, their development is dynamic and their market share is increased on a daily basis, which means that it worth investigating what they offer.

Opis:: The paper describes the evolution of the European Union’s Common Agricultural Policy from the perspective of political economics. This important EU policy is analyzed in the context of political and social mechanisms, policy objectives and instruments, as well as the division of benefits. The paper shows that there are growing differences between individual EU member states in agricultural policy objectives, instruments and the amount of funds available. The author focuses on the latest attempts to reform CAP and highlights the need to reorient the policy to improve the competitiveness of European agriculture and pursue other priorities important for EU citizens.

Opis:: Green fodder plays a key role in nutrition of ruminants, and its quality is determined by the species composition of meadow and pasture swards. Legumes and herbs are generally more abundant in nutrients, especially minerals, than grasses. Calcium (Ca) and phosphorus (P) are particularly important for animal health. The dietary levels of Ca and P should be balanced to increase their availability and utilization. The aim of this study was to determine the content of calcium and phosphorus and the Ca:P ratio in selected legume and herb species from extensively used grasslands in the Olsztyn Lakeland. The study covered the following species of leguminous plants: Trifolium pratense, Trifolium repens, Lotus corniculatus, Lathyrus pratensis, Lotus uliginosus and Vicia cracc, and herbaceous plants: Taraxacum officinale, Achillea millefolium, Plantago lanceolata, Alchemilla vulgaris, Heracleum sibiricum and Cirsium oleraceum. The investigated legumes and herbs differed significantly in their Ca and P content and the Ca: P ratio. All the species were abundant in Ca, and two taxa: Cirsium oleraceum and Heracleum sibiricum, were characterized by particularly high levels of calcium. The highest levels of phosphorus were noted in Heracleum sibiricum, whereas the lowest content of P was determined in Alchemilla vulgaris, Cirsium oleraceum and Trifolium pratense. Cirsium oleraceum was abundant in Ca and deficient in P, hence it was distinguished by the widest Ca:P ratio. Legumes and herbs are valuable components of meadow sward and a rich source of minerals, in particular Ca, in animal diets.

Opis:: The matter of great concerns of the European Union is agriculture and its influence on the environment nowadays. Hence, the issue of integration of environmental incentives within common agricultural policy has increased rapidly. In this regard, member states have introduced new agri-environmental policy measures and the UK?s approach and way of their application will be presented in this paper.
Polityka ochrony środowiska jest obecnie istotnym kierunkiem kształtowania celów Wspólnej Polityki Rolnej Unii Europejskiej. W tym ujęciu kraje członkowskie zostały zobligowane do wprowadzania zasad polityki związanej z ochroną środowiska przyrodniczego, które w rolnictwie realizowane są przede wszystkim w formie programów rolno-środowiskowych. Przyjęto również zasadę obligatoryjnej oceny efektywności programów rolno-środowiskowych. W pracy zaprezentowano na przykładzie Wielkiej Brytanii sposób realizacji oceny efektywności wprowadzania działań środowiskowych w rolnictwie, co może również stać się odniesieniem dla podjęcia w Polsce prób oceny efektywności tych działań.

Opis:: Obecnie większość dostępnych komercyjnie spawarek światłowodowych bazuje na wyładowaniu łuku elektrycznego. Konkurencyjnym rozwiązaniem są najnowsze spawarki żarnikowe, w których proces spawania zachodzi wewnątrz grafitowego żarnika. W artykule przedstawiono możliwości spawania włókien optycznych pod kątem zastosowań w technice laserowej za pomocą żarnikowej spawarki światłowodowej GPX-3400 firmy Vytran, która według naszej wiedzy jest obecnie jedynym sprzętem tego typu w Polsce. Ponadto zaprezentowano możliwości obcinania światłowodów (w tym obcięcia pod kątem) za pomocą obcinarki LDC-200 G oraz wykonywania komponentów światłowodowych takich jak przewężki, czy zakończenia typu end - cap.
Possibilities of optical fibers splicing and fiber cleaving with the use of currently unique in Poland - the filament fusion splicer GPX-3400 are reported in the paper. Our system, depicted in Fig. 8, consists of the GPX-3400, the LDC-200 G cleaver and the PTR-200 XLR recoater made by Vytran Company. Nowadays most of commercially available fiber splicers, applied particularly in telecom networks are based on arc - discharge method [1, 4], which has some significant limitations. Alternative sources for fiber splicing are: CO2 laser [6, 7], chemical flame [8] and filament made of resistively heated material and applied in GPX-3400. In this paper we discuss the possibilities of processing different types of optical fibers (PM, PCF, LMA, double - clad) with the use of Vytran Company equipment. We analyze fiber end face cleaved by the LDC-200 G and investigate angled cleaving for Corning SMF-28e (fig. 3). Furthermore, we discuss end caps fabrication, review methods of fiber splicing - especially filament fusion splicing, describe imaging system in the GPX-3400, splice process, fire polishing and tapering. The filament fusion technology makes the GPX-3400 a very flexible glass processing system for splicing optical fibers ranging from 80 žm to 1,5 mm and many others applications such as: fabrication of end caps, couplers, combiners, tapers, thermal core expansion, mode adapters and NA converters. The GPX-3400 provides every-thing that is essential in fiber processing in order to develop robust all - fiber laser systems.

Opis:: Butter and skimmed milk powder (SMP) are considered to be primary dairy commodities as they enable storage of fat and protein. The spread between butter and SMP prices in the European Union (EU) has been stable for many years. However, in 2016, butter prices suddenly increased to reach extremely high levels while SMP prices remained low. As a consequence, the price spread between milk fat and protein has surged, leading to severe imbalance in the EU dairy market. Some professionals argue that the main reason for this occurrence are large intervention stocks of SMP accumulated by the European Commission (EC) which weigh on prices. Nevertheless, no one has yet proved the existence of a causal relationship between the intervention stocks accumulated by the EC and the butter/SMP price spread. Hence, the purpose of this paper is to test that hypothesis. The causality between the EC intervention stocks and the butter/SMP price spread was tested using the Granger causality approach. The results show that the difference between butter and SMP intervention stocks accumulated by the EC Granger-causes the butter/SMP price spread while there is no causality in the opposite direction, which supports the hypothesis tested.

Opis:: The purpose of the article was to determine the impact of Common Agricultural Policy (CAP) instruments on the economic and environmental sustainability of farms in Poland in 2004-2014. For this purpose, a panel analysis was used based on farm accountancy data network. It has been shown that agri-environmental subsidies are an instrument that had a positive impact on the economic and environmental sustainability of farms in Poland. In addition, it has been proven that replacing subsidies for agricultural production with single area payments does not favor the increase in the sustainability of agriculture in Poland. In connection with this, agri-environmental subsidies are the most beneficial instrument in the pursuit of increasing the sustainability of agriculture in Poland. From this point of view their importance should be strengthened because they contribute to the implementation of the postulate of increasing the sustainability of the EU agriculture, which is the strategic goal of the European Union.
Celem artykułu było określenie wpływu instrumentów wspólnej polityki rolnej UE (WPR) na zrównoważenie ekonomiczne i środowiskowe gospodarstw rolnych w Polsce. Zastosowano analizę panelową, bazując na danych rachunkowych gospodarstw rolnych FADN. Wykazano, że instrumentem, który korzystnie wpływa na zrównoważenie zarówno ekonomiczne, jak i środowiskowe gospodarstw rolnych w Polsce, są dopłaty rolno- -środowiskowe. Poza tym dowiedziono, że zastępowanie dopłat do produkcji rolnej jednolitymi płatnościami obszarowymi nie wpływa korzystnie na wzrost zrównoważenia rolnictwa w Polsce. W związku z tym dopłaty rolno-środowiskowe stanowią instrument o największym korzystnym znaczeniu w dążeniu do zwiekszenia zrównoważenia rolnictwa w Polsce. Z tego punktu widzenia ich znaczenie należy wzmocnić, przyczyniają się bowiem do realizacji postulatu zwiększania zrównoważenia rolnictwa w UE, który jest celem strategicznym tego ugrupowania.
