Introduction : shades of contestation and politicisation of CFSP

Contestation and politicisation are two concepts of increasing relevance to European foreign and security policy (CFSP) scholars and practitioners alike. However, reasonable doubts can be raised as regards this growing literature: first, political conflict has always been part of CFSP, and national and European politics have traditionally been at the centre of research in this field. Second, exploring how the two concepts relate to European foreign, security and defence policies is complicated by the fact that foreign affairs more broadly do not meet all the criteria set by the literature on politicisation, which usually requires that some form of mass mobilisation takes place, or at least a high degree of salience. This article addresses these concerns by looking at the changing politics of CFSP. As the introduction to the special issue, we explore the hypothesis that contestation of European foreign, security and defence policy is now more in line with the broader way in which political conflict is being re-structured in Europe. If this is so, political conflict over CFSP will more easily be associated with issues that have an appeal beyond the narrow community of its practitioners and observers.

Opis:
This paper explores two divergent concepts installed in the EU operational structure – postmodernism and modernism – in relation to the CFSP and enlargement. The research is conducted upon the content analysis method, descriptive method and comparative analysis. The main research intention is to locate the inability of the EU, to achieve internal coherence on a certain international issues, taking into account the clash between the above mentioned concepts. Consequently, this paper locates the problem of modernism as in the EU normative provisions and behavior of its Member States. At the end, it is noted that the concept of avant-garde Europe can be used as a possible solution for future development of the EU in a postmodern direction.

Opis:
The aim of the article is a deep analysis of the role and importance of the Lisbon Treaty during 10 years of operation for the implementation of the Common Foreign and Security Policy and the global position of the European Union. The study conducted by the authors assumed that the treaty gave the European Union more institutional tools, but without political impulses and the political will to deepen cooperation and integration in this area. Scientific research was based on specific examples, which clearly showed, in conclusions, that the Euro- pean Union is still not ready to build strategic autonomy, and the Treaty of Lisbon has even stopped this process.

Motywacja UE do statusu kraju kandydującego Albanii
European Union’s Incentive in Albania’s candidate status

Albania was accepted by all EU actors to start accession negotiations in March 2020. This is several years after the European Commission had agreed in 2016 it can be granted EU talks. My interest is to find out why there is extended delay beyond even the 2019 date set by the European Council to take a decision on Albania. Since 2018, only specific members states had not yet agreed to launch negotiations. Attempting to explain what is happening in EU enlargement to Albania, it seems that a basic explanation exists whereby member states and commission are not on the same page as regards enlargement process incentive. This created several opinions on the process methodology itself, but also generated different perspectives on Albania. My thesis is a case study of Albanian candidate status, considering the cleavage that exists between member states and commission to move Albania beyond it. For this, I reviewed both Integration and Enlargement theories identifying the most adequate methodology to structure it. Consisting of a single case study comprises a short term period, the preference was then to use a model that would not require to explain a whole entire enlargement round, but one which could also be operationalized to identifying practical changes. The External Incentive Model choice therefore appeared as best suited, and my results support that the case displayed a shift toward more rational methodology during Albania’s candidate stage. Considering the four dimensions of the Incentive model (Determinacy, Credibility, Rewards, and Domestic Cost), at least three are argued to be strengthened and altogether balanced, using evidence from official sources like European Parliament debates, EU institution documents, country level documents, and journal articles. As a background timeline, the two time periods used distinguishes a time period when all EU actors where progressively on board, between 2016 and 2018, and a period that saw member-states progressively arriving at consensus on negotiations, between 2018 and 2020. After arguing that the enlargement process is increasingly rational, I compared this to the level of compliance criteria Albania most recently displayed. This allows to see if the priorities’ fulfillment are the main reasons why Albania was rewarded the negotiation status, and if it stood at the heart of EU disagreement. If not, then I identified reasons based on the initially recommendations from alternative enlargement literature, that from EU perspective the enlargement process decisions still follows a logic relying on values and ideas, rather than one based on rational decision-making. With that, I still propose to see increased rationalism and increased europeanisation as a basis on which this case study identifies a refinement logic aiming toward rationalism, though quite possibly because the negotiation status marks the real beginning of the accession process. Moving forward, the theory and the literature predict a logic transformation in direction from rational toward constructivist logic, yet, the most recent EU policies seem to constrain the possibility that Albania’s enlargement will scrutinize deeper criteria achievements to ensure all accession criteria will be fully met.

The chain of revolts in Maghreb and Mashriq countries has compelled the European Union to redefine the assumptions of its policy towards the region in question. The sluggish reaction of European states to the developments known as „the Arab Spring” has shown that they see those events as a sourceof threat to European interests. This paper attempts to indicate the erroneousness of this conviction and submit arguments supporting the thesis that the aforementioned changes should be understood as a chance for resuming the EU’s dialogue with its southern neighbors, a dialogue that Brussels is currently not able to continue as a result of the EU’s current paralysis in the Mediterranean area.
Seria przewrotów politycznych w państwach Maghrebu i Maszreku postawiła Unię Europejską przed koniecznością zredefiniowania założeń polityki wobec państw wspomnianego regionu. Opieszała reakcja największych stolic europejskich na wydarzenia Arabskiej Wiosny świadczyła o upatrywaniu w nich źródła zagrożeń dla interesów Europy. W swoim tekście chciałbym wykazać mylność tego przekonania i przedstawić argumenty na poparcie tezy, że wspomniane przemiany stanowią szansę na wznowienie dialogu UE z południowym sąsiedztwem, którego Bruksela nie jest w stanie kontynuować w ramach sparaliżowanej Unii na rzecz Regionu Morza Śródziemnego.

Niniejsza praca skupia się na pojęciu racji stanu oraz jej znaczenia dla Unii Europejskiej. Analizie zostaje poddana możliwość użycia tego sformułowania w kontekście organizacji międzynarodowej, a także następuje próba zapisania tego pojęcia w formie logicznej. W pracy można również znaleźć przegląd rozwoju europejskich sił militarnych oraz rozwój europejskiej współpracy politycznej. Poruszony zostaje temat przeszkód stojących na drodze utworzenia działających sił militarnych Unii Europejskiej. Ostatni rozdział skupia się na współczesnej problematyce, konflikcie Syryjskim i Ukraińskim, a także roli jaką otrzymała w nich UE. W pracy zostały również wyszczególnione pozostałe konflikty, również zamrożone, mające miejsce w Europie i okolicach.
The main topic of the thesis is description of a „reason of state” concept in the context of the European Union. The analitical part is focused on possibility of using such statement in international organization's context, it also includes an attempt to put the „reason of state” concept into a frame of a logical sentence. Apart from issues mentioned before, the work contains also a summary on european army development, as well as the evolution of political cooperation within the EU. The attention is also given to the obstacles that are blocking creation of an effective military force in the EU. The last chapter is focused on contemporary issues, such as syrian and ukrainian conflict and the role of EU in its regulation and development. Other conflicts across Europe and neighboring areas have been mentioned as well, including clashes that are now inactive.

The European Union’s strategic objective is the tendency to achieve cohesion in its external operations area. Therefore, the cooperation of France and the Federal Republic of |Germany could again become an element stimulating the development of integration processes for the whole EU that aims at working out a common strategy including the common foreign and security policy (CFSP), common security and defence policy (CSDP) and European neighbourhood policy (ENP). The fundamental European Union’s aims are adequate to France’s and FRG’s policies. These countries’ strategic objective is the European Union as a dynamic object and a key player on the international arena that uses its potential to pursue common interests in the world. On the other side, however, both coun- tries openly tend to pursue their own exclusively national interests, which is mani- fested in events taking place in the Middle East and North Africa. Libya serves a good example where French and German economic concerns extremely actively compete with each other, thus determining their own countries’ politicies and con- sequently affect the future new geo-political distribution of forces in the region.

In the second half of the first decade of the twenty-first century has become apparent stagnation in the development of defense policy of the European Union. This happened in the time when the EU was to realize its ambitious plans to develop the resources and capabilities to conduct a wide range of crisis management operations (Petersberg tasks). The stagnation of the CSDP contributed reduce the political importance of the EU in the international arena. Its causes were: an increase of disparities between the member states of the EU, strengthening by the Treaty of Lisbon the mechanisms of intergovernmental cooperation; the financial crisis of 2008, and a general weakening of the international activity of the EU. Conditions for removal of the CSDP from stagnation stuck in the change in the security environment of the EU and in regulations of the Treaty of Lisbon. The main chance of reviving and strengthening the CSDP is not in its institutional development, but in the opportunity and conscious need to develop a new EU security strategy, as well as in strengthening the military capabilities and European defence sector, and also in increasing practical cooperation between the EU and NATO.

The Visegrad Group (V4) was formed with the aim to support Central European countries – Poland, Czechoslovakia (since 1993 the Czech Republic and Slovakia) and Hungary in their efforts to join NATO and the European Communities. V4 had to redefine its role and tasks after 2004 having achieved the set objectives in the first years of its existence. The new format of the Visegrad Group made provisions for a close cooperation between member states within the European Union. The strategy of combining potentials of the V4 states in negotiations on the EU level is based on reasonable assumptions, as it may lead to an increased significance of the region in the decision-making process. The article discusses the genesis and evolution of the V4 up to 2004. Next there is presented Visegrad cooperation in the field of the Common Foreign and Security Policy of the EU. The text analysis specific issues projecting the safety of Europe in recent years. The analysis of the commitment of V4 in the shaping of the EU CFSP will be based on source materials, mainly on documents produced by the authorities of the Visegrad Group such as presidency programmes, statements, declarations and annual reports.
