Opis:: In this paper, we present the results of mycological research carried out between 2015 and 2018 in the Cieszyn township, in the Silesian Foothills (Outer Western Carpathians). The list of 417 species of macrofungi from the Cieszyn area reported in our previous study, has been expanded further by the addition of 37 taxa found in the current study. Among these, the following deserve special attention: fungi that are new to Poland’s mycobiota (six species: Bryoscyphus dicrani, Discina martinii, Elaphomyces aculeatus, Tuber brumale, T. foetidum, and Russula cerea), taxa subject to legal protection (four species: Disciotis venosa, Grifola frondosa, Mitrophora semilibera, and Sparassis brevipes), as well as fungi that are rare in Poland, included in national or regional red lists, and in the registers of rare and endangered species (24 species including Amanita echinocephala, Arrhenia retiruga, A. spathulata, Catinella olivacea, Elaphomyces maculatus, Hygrophorus discoxanthus, Ophiocordyceps entomorrhiza, Pluteus diettrichii, Tuber aestivum, and T. fulgens). This paper presents the distribution and location of 32 species of fungi along with a short description and illustration of the macro- and micromorphological features of select species and their habitats.

Tytuł:: Commune in the crisis management system in Poland on the example of the city of Cieszyn
Gmina w systemie zarządzania kryzysowego w Polsce na przykładzie Cieszyna

Opis:: This Master’s Thesis takes the issue of the crisis management system in Poland, with particular emphasis on the role and tasks of public administration bodies at various level of the administrative division of the state. Particular attention was focused at the level of commune self-government. The aim of this study is to analyze functioning of the crisis management system. After presenting basic information about the structure of the crisis management system in Poland, an analysis was made of the implementation of tasks in the field of crisis management, based on the Crisis Management Plan of the City of Cieszyn.To introduce the theme of work, it was necessary to define basics terms such as crisis, crisis situation and crisis management. The principles and phases of the crisis management process were also discussed. In the next part were described competencies and duties of particular public administration bodies (the voivode, the starost and the mayor). The legal basis was also discussed. The final part of this study concerns on the role of the commune self-government in the crisis management system. There was presented the implementation of tasks in the field of crisis management based on the Crisis Management Plan of the City of Cieszyn. The threats that may occur in the area of Cieszyn commune, methods of reacting at the time of their occurrence, competences of individual public administration bodies and resources of forces were characterized.
Niniejsza praca magisterska podejmuje problematykę systemu zarządzania kryzysowego w Polsce, ze szczególnym uwzględnieniem roli i zadań organów administracji publicznej na poszczególnych szczeblach podziału administracyjnego państwa. Szczególna uwaga skupiona została na szczeblu gminy. Celem niniejszej pracy jest analiza funkcjonowania systemu zarządzania kryzysowego. Po przedstawieniu podstawowych informacji o strukturze systemu zarządzania kryzysowego w Polsce, dokonana została analiza realizacji zadań z zakresu zarządzania kryzysowego, na podstawie Planu Zarządzania Kryzysowego Miasta Cieszyna. Dla wprowadzenia w tematykę pracy konieczne było zdefiniowanie podstawowych pojęć, takich jak kryzys, sytuacja kryzysowa oraz zarządzanie kryzysowe. Omówione zostały także zasady i fazy procesu zarządzania kryzysowego, do których przypisano priorytetowe zadania administracji publicznej. W dalszej części w szczegółowy sposób scharakteryzowane zostały kompetencje poszczególnych organów administracji publicznej (wojewody, starosty i wójta). Omówione zostały także podstawy prawne. Końcowa część pracy poświęcona została w całości gminie w systemie zarządzania kryzysowego. Przedstawiona została realizacja zadań z zakresu zarządzania kryzysowego na podstawie Planu Zarządzania Kryzysowego Miasta Cieszyna. Scharakteryzowane zostały zagrożenia mogące wystąpić na obszarze gminy Cieszyn, sposoby reagowania w momencie ich wystąpienia, kompetencje poszczególnych organów administracji publicznej oraz zasoby sił i środków.
