Opis:: There is wide range of environmental performance indicators. The more sophisticated they are, the more arbitrary viewpoint they take. The EPI weights are established based on experts’ judgments form Yale University and Columbia University team. In the article was analysed the changes in the EPI when the weights had been replaced with the weights determined by Data Envelopment Analysis. DEA determines weights that maximize the performance of each unit with some assumptions. Not for every European country this approach turned out to be the better option.

Opis:: In this paper a network DEA approach to deal with efficiency assessment will be presented and applied to the assessment of performance of members of an academic faculty of Wroclaw University of Science and Technology. The purpose of this study is to propose a solution to the problem of multicriteria assessment of faculty members at universities, discussing at the same time its advantages and disadvantages in the context of the higher educational system in Poland.

Opis:: Using data on Poland’s 50 largest banks-ranked by Bank Miesięcznik Finansowy in June 2007-the author calculated indicators of efficiency for 23 Polish banks. These indicators were calculated for 2006 according to a key Data Envelopment Analysis (DEA) model known as the SE-CCR. On the basis of data on the banks’ shareholding structure by country of origin and type of ownership-as well as data on when the banks were established-the author checked if individual groups of banks differed from one another in the average level of efficiency. Guzik used the Kruskal-Wallis test to this end. He also developed a model to explain the relationship between efficiency in the sense of CCR super-efficiency and the ownership structure of banks and their age. Overall, the paper shows that privately held banks controlled by foreign shareholders and established after 2000 are far more efficient than banks owned by domestic shareholders and established before 2000, especially if they are controlled by the state.

Opis:: A clue for the research have become analysis made by A. Feruś in 2006, In which the author points the possibility of extending classical scoring models with the DEA method, allowing to predict a credit risk. In 2006, in the era of the Basel II implementation, the possibility of such an extension was not reflected in the practice of banks in Poland. But now, as a part of the Basel III implementation, it is reasonable to consider the possibility of their expantion, for example using the DEA . The study was carried out on the basis of 139 companies operating in Poland in 2010-2011 data and a comparison with their actual condition in 2012. Survey results both for 2010 and 2011 indicate a weaker prediction of the scoring models alone than scoring models with DEA In terms of: correct customers classification and the value of a R2 determination factor.

Opis:: Efektywność to stosunek uzyskanych efektów do poniesionych nakładów. Pomiar efektywności jest kwestią niezwykle ważną, ponieważ dostarcza informacji odnośnie skuteczności podejmowanych działań. Celem artykułu jest określenie efektywności technologicznej przedsiębiorstw przemysłowych w przekroju wojewódzkim z wykorzystaniem jednego z wariantów metody DEA – modelu CCR zorientowanego na nakłady. Wykonana analiza pozwoliła na utworzenie rankingu województw odnośnie sprawności przekształcania przez przemysł nakładów w efekty.
Efficiency is expressed as a ratio between the effects and expenditures. Measurement of efficiency is a very important matter because it provides information about effectiveness of undertaken actions. This article presents the use of one of versions of the DEA method – the input-oriented CCR model, to determine the technological effectiveness of industrial enterprises in Polish provinces. The analysis gives a possibility to create a ranking of regions concerning the efficiency of the transformation of expenditures in effects by industrial enterprises.

Opis:: The assessment of a university’s functioning is interesting in particular in the context of the development of the region in which it is located. The comprehensive assessment of a university should take into account the efficiency and quality of its functioning on the one hand, and the main processes it implements (didactics and research) on the other. In the analysis, efficiency was assessed according to the use of resources to achieve effects. Quality, on the other hand, was understood as fulfilling the expectations of the environment. The research conducted on the efficiency and quality of the leading public universities in the Mazovia region in comparison to the largest universities in Poland showed that in the study sample, the University of Warsaw obtained the highest level of efficiency both in the case of didactics and research. The highest level of quality of the didactic process, in turn, was achieved by another university functioning in Mazovia, the Warsaw School of Economics.
Ocena funkcjonowania uczelni wyższej jest interesująca w szczególności w kontekście rozwoju regionu, w którym jest zlokalizowana. Do kompleksowej oceny uczelni należy wziąć pod uwagę, z jednej strony efektywnościowe i jakościowe aspekty jej funkcjonowania, z drugiej strony główne procesy realizowane przez uczelnie: dydaktykę oraz badania. W przeprowadzonym pomiarze efektywność rozpatrywano przez pryzmat oceny wykorzystania zasobów w celu osiągnięcia efektów. Jakość natomiast rozumiana była jako spełnianie przez organizacje oczekiwań otoczenia. Przeprowadzone badania efektywności i jakości czołowych publicznych uczelni wyższych, funkcjonujących na terenie województwa mazowieckiego na tle największych uczelni działających w Polsce, wykazały, że w badanej próbie, zarówno w przypadku procesu dydaktyki jak również badań najwyższy poziom efektywności, równy jeden, uzyskał Uniwersytet Warszawski. W zakresie jakości realizacji procesu dydaktyki najwyższy poziom z kolei wykazała druga uczelnia funkcjonująca na terenie województwa mazowieckiego, Szkoła Główna Handlowa.

Public higher education sector is under a growing pressure worldwide to increase efficiency and improve the quality of its activities. Limited financial resources as well as detailed regulations and supervision of their spending are the important features of the public higher education sector. Another important and debated issue is the division of public money among higher education institutions (HEI). It is therefore crucial to create stimuli for the rational management of public funds by HEI and for the quality improvement of HEI services. One of the proposed ways to achieve the desired result is the comparative efficiency assessment of HEI activities. Setting clear reference points for HEI, such assessment may be treated as a substitute for market competition. This paper describes a comparative efficiency study of 19 Polish universities of technology. Detailed analysis of potential input, output and environmental variables describing the HEI efficiency model was carried out. The study used the CCR-CRS output-oriented DEA model. It was assumed that HEI had more influence on achieved results than on the amount of their resources. The economies of scale were also studied in relation to the efficiency achieved. Sensitivity of the model to data errors was tested.

Główne cele niniejszej pracy to zbadanie efektywności technologicznej pięciu banków notowanych na Giełdzie Papierów Wartościowych w Warszawie działających w latach 2005-2006: Powszechnej Kasy Oszczędności Bank Polski SA, Polskiej Kasy Opieki SA, BPH SA, ING Banku Śląskiego SA oraz BRE Banku SA (obecnie mBanku SA). Pomiaru dokonano z wykorzystaniem metody Data Envelopment Analysis (DEA) przy założeniu zmiennych efektów skali (VRS). Analizę przeprowadzono według modelu dochodowego, koncentrującego się na kosztach i przychodach jednostki. Podstawowym źródłem informacji były roczne jednostkowe sprawozdania finansowe opublikowane na stronach internetowych wybranych banków. Otrzymane w badaniu wyniki wskazują, że bank BPH SA był jedynym efektywnym technologicznie bankiem w roku 2005. W roku 2006 bankami wykazującymi najlepszą relację nakładów i wyników były banki BPH SA, PKO BP SA oraz Pekao SA. Zarówno w roku 2005, jak i 2006 bankiem najmniej efektywnym technologicznie okazał się być mBank SA.
Nowadays, the proper evaluation of the activity and condition of commercial banks requires an appropriate measurement and an analysis of the efficiency of these entities. The main aim of the present thesis is to investigate the technological efficiency of five banks listed on the Warsaw Stock Exchange functioning between 2005-2006: Powszechna Kasa Oszczędności Bank Polski SA, Polska Kasa Opieki SA, BPH SA, ING Bank Śląski SA and BRE Bank SA (now mBank SA). The measurement was carried out using the Data Envelopment Analysis (DEA) with Variable Returns on Scale (VRS) assumed. The analysis was conducted according to the income model focused on costs and incomes of an individual. The primary sources of data were annual separate financial statements published on the banks’ websites. The results obtained in the study indicate that BPH SA was the only technologically effective bank in 2005. In 2006, the banks showing the best input-output ratio were BPH SA, PKO BP SA and Pekao SA. In 2005 as well as in 2006, the least technologically effective bank turned out to be mBank SA.
