Deaf Culture as culture of resistance : how the Deaf Culture emerged in the United States and was adopted in Poland

Deaf Culture is a part of the long process of evolution of the American deaf community. Established in American social, cultural and political realm, Deaf Culture benefited greatly from the principles of self-organisation, self-efficiency as well as civil rights movements and movement of people with disabilities, gaining its peak in the 1990s. In this form Deaf Culture was adopted by the Polish deaf communities, that were redefining themselves in the post-socialist transformation period. Adapting the American model of Deaf Culture as normative, the only 'true' and 'correct' deaf experience, Polish deaf took over: the distinction between Deaf and deaf, the opposition towards cochlear implants, and the spirit of resistance and public protesting. The article investigates the resistant character of the Deaf Culture as well as its consequences in Polish post-socialist political and social context.

Many of the questions posed in the discussion on the modern state education policy are those connected with the search for ways of emancipation of deaf. Many issues of practical importance refers to the expectations of the deaf determined by diversity and specificity of their functioning , aspirations for autonomy or complex expectations regarding access to sign language. All this happens with simultaneous constraints to meet existing needs and changes achieved in legislation with a clear increase in the expression of the vital interests of one group in an incoherent community of the deaf.

Opis:
The social functioning of people with dysfunctions is an essential part of any training programme for future special education teachers. Special Education Studies involve two large class modules dedicated, among other things, to the methodology of teaching and the social functioning of children, youth and adults with disabilities. With respect to deaf and hard of hearing persons (DHH), one can speak about focusing on rehabilitation and integration of DHH students into the whole of hearing society in the broad sense of the terms: this approach is specific to Polish surdopedagogy which is one of the fields of Special Education. Consequently, Polish surdopedagogy devotes relatively little attention to deaf people’s manual communication, in particular the Polish Sign Language (PJM) or to deafness from the cultural perspective. These two dominant features of Polish surdopedagogy, i.e., the affirmation of special therapy and the ignorance of the communication aspect, will be subject to an analysis that is necessary in view of the emancipation of Deaf Studies, or of an interdisciplinary approach to the problems of deafness from the DHH community’s perspective. Deaf Studies cover the same issues as surdopedagogy. However, while surdopedagogy is based on the medical definition of deafness (inability to hear) and its effect on the functioning of people with hearing loss, the foundation for Deaf Studies is the social functioning of DHH persons among d/Deaf people, which reflects the developmental dynamics of their cultural identity within the linguistic minority, with all the consequential implications.

The paper is based on the preliminary findings from the discourse analysis and participant observation on Polish online sites devoted to and run by deaf (www.onsi.pl, www.deaf.pl, www.glusi.pl). Using the example of the Polish Deaf Culture, I analyze the opportunities that are available to excluded groups through electronic media at the beginning of the 21st century. I conclude that for these groups, electronic media and new technologies are a chance to counterbalance the inequalities they encounter offline by creating an online alternative public sphere in which-outside, and in some cases in opposition to, the official agenda-the diversity of attitudes and identities may become visible and empowered.

The specificity of the cognitive processes of a child with hearing impairment, and the need to apply appropriate methods and means of teaching, requires participation of a properly prepared specialist in the field of remedial and educational, preventive and therapeutic work in the didactic process. The manifestation of not only theoretical reflection on the profession of teacher and speech and language therapist, but also the effect of practical searches related to the vocational education and training of educators and speech and language therapists,as well as the assessment of their work, is the issue of professional competencies of a deaf educator and deaf speech and language therapist in the diagnostic and therapeutic process of a child with hearing impairment. Competence is understood in the article in two ways: as a range of knowledge, skills, predispositions and as a range of qualifications.

Among Polish language users, the numerous phrases used to describe both people with disabilities and deaf people are often meaningless. However, not everyone realizes that some of the terms used turn out to be very hurtful for the deaf people. However, to know the reason why some terms turn out that way, it is essential to know the community and the rules that govern it. The article emphasizes the importance of being aware of Deaf Culture, a cursory knowledge of which is necessary to understand the issues addressed in the text.
Wśród użytkowników języka polskiego liczne sformułowania określające zarówno osoby z niepełnosprawnościami, jak i osoby niesłyszące, okazują się często bez znaczenia. Nie wszyscy jednak zdają sobie sprawę z tego, że niektóre z wykorzystywanych określeń mogą być dla społeczności osób niesłyszących bardzo krzywdzące. Aby jednak dostrzec powody, dla których pewne określenia tak są odbierane, niezbędne jest poznanie tej społeczności i zasad, jakie w niej panują. W artykule podkreślono, jak ważna jest świadomość istnienia Kultury Głuchych, której pobieżna znajomość jest niezbędna do tego, aby zrozumieć problematykę podejmowaną w tekście.

The paper aims to answer how deaf/Deaf practice inferred the sound. The author analyses the Reddit discussion on deaf experiences with sound. Using Steven Feld’s concept of acoustemology, which is one’s sonic way of knowing and being in the world, the author discusses the meaning of sound in the deaf/Deaf epistemological experience. The sound is a pharmacon. For the deaf/Deaf, the sound brings both positive and negative, expected and unexpected. Ernesto Laclau’s term of emancipation is used to explain how d/Deaf sound practices entail this ambiguity. The author describes four sound emancipatory strategies: expect unexpected, sound management, fabrication of sound, and semiosis. The deafness condition breaks down the perfect ideas of sound and silence, placing us in the sound continuum. Sound is perceivable, but the significance it brings is sometimes debatable. Sound emancipatory strategies enable d/Deaf people to tell their own story of experiencing sound, take control over the sound and show their expertise on it, free their hearing process, and break speech hegemony.

Opis:
Ethical and methodologically correct diagnosis of a hearing child of Deaf parents requires a specialist with extensive knowledge. In every society there are people who use the visual-spatial language – they are deaf people. They are perceived by the majority as disabled people, less frequently as a cultural minority. The adoption of a particular attitude towards the perception of deafness determines the context of the psychologist’s assessment. Diagnosis in such a specific situation should be viewed from the perspective of a child hearing as a bi-cultural person, a descendant of a Deaf parent – a representative of the Deaf culture and himself a psychol-gist representing the cultural majority of hearing people.

Opis:
The article presents the problem of teaching Polish language to deaf people and considers two aspects – glottodidactics and identity of deaf. The authors point at the several problems that are met by a teacher who teaches Polish to deaf students. The problems are as following: low status of the Polish language among deaf students, the lack of positive motivation to learn Polish by these students, however they are strongly motivated to learn English that is also a foreign language to them. To improve this situation there should be made not only a change in the teaching process to teach Polish as a foreign language to deaf students, but also teachers should be aware of the fact that deaf students need to be considered as a bilingual and bicultural person. The awareness should improve not only among teachers and hearing people, but also among deaf.
