In October 2014, in Luxemburg, Heads of twenty-eight Supreme Audit Institutions (SAIs) of the European Union and the European Court of Auditors (ECA) met to discuss the most important issues related to public audit and economy management in the EU, and to agree on joint activities in certain areas. The most important issue discussed at this year’s meeting were opportunities to improve cooperation between national Supreme Audit Institutions and the European Court of Auditors.

Opis:
The mandate of the European Court of Auditors (ECA) and Supreme Audit Institutions (SAIs) of the European Union Member States – with regard to auditing of the management and utilisation of EU funds – overlap to some extent. The ECA and SAIs also partially share the stakeholders – the citizens of the European Union. As a result, cooperation of these bodies seems natural. In his article, the author presents the main areas of cooperation between the ECA and SAIs: participation of SAIs in the Court’s audit visits in the Member States, the activities aimed to mitigate the risk of duplicated audits, and cooperative audits.

Niniejsza praca skupia się na dziele uważanym za pierwszą portugalską powieść detektywistyczną, opublikowanym w lizbońskiej prasie w formie odcinkowej między 24 lipca a 27 września 1870 roku. Autorzy, Eça de Queiróz i Ramalho Ortigão, zaadoptowali gatunek literacki, który zyskiwał w owym czasie na popularności w innych krajach europejskich, przede wszystkim w Wielkiej Brytanii i Francji. Zainicjowali tym samym własną działalność pisarską w Portugalii inspirując się, w dużej mierze, tekstami obcojęzycznymi. Jednakże, Tajemnica drogi do Sintry wyróżnia się wśród innych dzieł typowych dla gatunku, głównie dzięki elementom o różnorakim charakterze, jakie zawiera. Prowadzi pewien rodzaj gry z koncepcją powieści kryminalnej, czerpie z niej, a jednocześnie oddala się od klasycznego wzorca gatunku, wykazując szereg cech szczególnych, zarówno w kompozycji, jak i w sposobie rozwoju fabuły. Niniejsza praca poświęcona jest tym właśnie aspektom.
The focus of this study is the novel considered the first Portuguese detective story, published in the Lisbon press as a serialization between 24th of July and 27th of September 1870. The authors, Eça de Queiróz and Ramalho Ortigão, adopted the literary genre that was gaining popularity at that time in other European countries, especially in Great Britain and France. Inspired, to large extent, by foreign texts, the writers initiated their artistic activity in Portugal. However, The Mystery of the Sintra Road can be distinguished among other stories of the same kind, thanks to its diversity. The novel seems to play with the concept of detective story itself: it derives from the classical model of the genre, but at the same time it moves away from it, showing off many specificities, either in the composition, or in the methods of plot development. These are the main points discussed in this paper.
O presente trabalho foca a obra considerada o primeiro romance policial português, publicada em folhetins na imprensa lisboeta entre 24 de julho e 27 de setembro de 1870. Os autores, Eça de Queiróz e Ramalho Ortigão, adotaram o género detetivesco que ganhava naquele tempo uma fama enorme noutros países europeus, sobretudo na Inglaterra e na França, e lançaram-se na produção literária nacional, inspirando-se, em grande medida, em textos estrangeiros. No entanto, O Mistério da Estrada de Sintra destaca-se dentre outras narrativas do género, particularmente graças ao seu caráter diversificado. Joga com o conceito do romance policial, deriva dele, mas ao mesmo tempo distancia-se do padrão clássico do género, ostentando várias especificidades, quer na composição, quer na maneira como é desenvolvida a trama. São esses os aspetos aos quais dedicamos esta tese.

The main aim of this master’s thesis was to raise the subject of the evaluation of the XIX century’s Portuguese society in Cousin Basílio, a novel written by Eça de Queirós. In the present analysis the emphasis was put on the attempt to show an image of the most important characters for the development of the plot and for the social criticism. This image was compared with the historical vision of the life of social classes presented in the novel. In the first chapter the image of the author, his literary style, as well as the plot of Cousin Basílio was illustrated. The second chapter was dedicated to the presentation of theories regarding social criticism and theories concerning the relations between literature and history. In the third chapter was analysed the vision of society in the novel and compared with the historical vision. Considering the complexity of the analysed novel, there are no doubts regarding the opinion that the topic of the present master’s thesis is a good material for future investigations.
Głównym celem niniejszej pracy magisterskiej było podjęcie tematu oceny społeczeństwa portugalskiego w XIX wieku w Kuzynie Bazylim, powieści autorstwa Eçy de Queirósa. Podczas analizy główny nacisk został położony na przedstawienie obrazu postaci najważniejszych dla rozwoju fabuły i dla krytyki społecznej. Ten obraz został porównany z historyczną wizją życia klas społecznych przedstawionych w powieści. W pierwszym rozdziale został ukazany obraz autora i specyfika jego stylu literackiego, a także fabuła Kuzyna Bazylego. Drugi rozdział został poświęcony przedstawieniu teorii dotyczących krytyki społecznej i teorii związanych z relacjami między literaturą i historią. W trzecim rozdziale została dokonana analiza co do tego, jaka jest ocena społeczeństwa w powieści i ta wizja została porównana z wizją historyczną. Mając na względzie złożoność analizowanej powieści nie ma wątpliwości co do tego, że temat niniejszej pracy magisterskiej jest dobrym materiałem dla przyszłych badań.
O objetivo principal da presente dissertação de mestrado era abordar o tema de avaliação da sociedade portuguesa do século dezanove n’O Primo Basílio escrito por Eça de Queirós. Na análise a ênfase foi colocada em mostrar uma imagem de personagens mais importantes para o desenvolvimento do enredo e para a crítica social. Esta imagem foi comparada com a visão histórica da vida das classes sociais apresentadas no romance. No primeiro capítulo mostrámos a imagem do autor e o seu estilo literário, e apresentámos o enredo d’O Primo Basílio. O segundo capítulo foi dedicado à apresentação das teorias relativas à crítica sociológica e às teorias ligadas às relações entre a literatura e a história. No terceiro capítulo analisámos como foi avaliada a sociedade no romance, comparando esta visão com a visão histórica. Tendo em conta a complexidade do romance analisado, não há dúvuda que o tema desta dissertação constitui um bom material para futuras investigações.

Głównym tematem niniejszej pracy jest aktualizacja w adaptacji filmowej opowiadania Eçy de Queiroz (1845-1900), pt. Singularidades de uma rapariga loura, dokonana przez Manoela de Oliveirę (1908-2015) w 2009 roku, w filmie pod analogicznym tytułem. Praca składa się z trzech części, w których zwięźle przedstawiono: proces adaptacji kinematograficznej dzieła literackiego, dorobek obu wybitnych twórców portugalskich, XIX-wiecznego pisarza i współczesnego reżysera w zarysie, a także wybrane aspekty aktualizacji wspomnianego dzieła literackiego w adaptacji filmowej M. de Oliveiry.
The main purpose of this study was to present an actualized film adaptation of a short story Singularidades de uma rapariga loura written by Eça de Queiroz (1845-1900). The film, with the same title, was directed by Manoel de Oliveira (1908-2015) in 2009. The study consists of three chapters which cover the following issues: the process of film adaptation, a brief presentation of both of the artists (one of the nineteenth century classic portuguese writers, Eça de Queiroz, and the most recognised contemporary portuguese director, Manoel de Oliveira) as well as the most relevant aspects related to the actualized adaptation in question.
O tema principal do presente trabalho é a atualização na adaptação fílmica do conto de Eça de Queiroz (1845-1900) Singularidades de uma rapariga loura, proposta por Manoel de Oliveira (1908-2015) no filme com o mesmo título, rodado em 2009. O trabalho abrange três partes nas quais são apresentados brevemente: o processo de adaptação cinematográfica de obras literárias, um esboço da atividade de ambas as grandes figuras portuguesas, o escritor oitocentista e o cineasta contemporâneo, assim como os aspetos mais relevantes da atualização do conto queirosiano em questão na adaptação fílmica de M. de Oliveira.

The article presents the origin of Emission Control Area (ECA) zones, a timetable for their enforcement, criteria of their implementation and the principles and rules of navigation in these areas. Plans and areas of the next ECA zones envisaged for the future are presented. Least fuel route programming was presented, together with a description of safety rules during the change-over procedure in operations concerning the main engine and other ship systems. An attempt to identify the problems that may be encountered when programming the routes with the use of on-board routing systems, like Bon Voyage of AWT, leading through the ECA zones, has been made. Examples of such problems, taken from a true voyage of a postpanamx container vessel on a transpacific voyage, have been presented. A generalized algorithm for programming the route leading through the ECA zone according to the least fuel criterion has been presented.

One of the essentials aims of the ECA’s special report on fighting fraud in spending EU funds is improving the correlation between the European Union law and national legal systems of Member States and developing cooperation of EU authorities with Member States in its implementation. The first part of the article describes the basic regulations of the EU law on fighting against financial fraud in spending EU budget funds. In the second part, the assessment of operations of the EU bodies (especially the European Commission) and suggested recommendations are presented. The example of Poland describes a diversified situation in the matters of fighting financial fraud in the EU spending in particular Member States.
Jednym z kluczowych celów sprawozdania specjalnego 01/2019 European Court of Auditors (ECA) w sprawie zwalczania nadużyć finansowych w wydatkowaniu środków UE jest poprawa korelacji między prawem europejskim i prawem wewnętrznym państw członkowskich oraz lepsza współpraca władz unijnych i państw członkowskich w jego realizacji. Po przedstawieniu podstawowych regulacji prawa europejskiego w zakresie zwalczania nadużyć finansowych w wydatkowaniu środków UE zaprezentowano ocenę działań organów UE (zwłaszcza Komisji) oraz propozycję zaleceń sformułowanych przez ECA. Zróżnicowaną sytuację w zakresie zwalczania nadużyć finansowych w wydatkowaniu środków UE w poszczególnych państwach członkowskich przedstawia przykład Polski.
