Opis:
The jury members of an art competition accompanying the European Heritage Days 2007 “People of the Road. Travellers, pilgrims, wanderers”, met on 26 and 27 November and 4 December 2007. The competition, organised by the National Heritage Board of Poland and the Centre for Civic Education, was addressed to primary and secondary school (gimnazjum) pupils. Its purpose was to encourage the children, and their teachers, to take an active part in the cultural events taking place in Poland at the time, and to expand their knowledge about the cultural accomplishments of the region of the participants’ origin as well as about its protection. The competing compositions totalled 2179 from 151 schools. The competition involved three thematic categories: I – works executed in a chosen technique and on maximum size A2 sheet, II – black-and-white or colour photographs, III – a film. The competitors were divided into three age groups: I – primary school forms 1-3, II – primary school forms 4-6, III – secondary school (gimnazjum) forms 1-3. The jury presented prizes to individual contestants and school forms, with an additional distinction. All forms taking part in the competition received commemorative “Protector of Historical Monuments” diplomas.

Two joint conferences on widely comprehended heritage were held on 22-25 October 2008. The First European Heritage Forum on “Heritage and Dialogue”, which took place on 22-24 October, is a joint undertaking of the Council of Europe and the European Commission. The forum involved numerous panel discussions and “round tables” considering the progress of the inter-cultural dialogue and its connections with heritage. The Polish participants shared, i. a. information about the activity of the National Heritage Board of Poland, primarily as regards the EDD organisation and educational projects addressed to children and young people. The outcome of the debates will be edited and published. The annual meeting of EDD coordinators was held on 25 October. The event was shorter, lasted one day, and was limited basically to a presentation of Belgian accomplishments. The discussions conducted by the participants offered an opportunity for exchanging information about this year’s edition of EDD in Poland. It was proposed that the annual meeting of EDD coordinators in 2011 should be hosted by Poland upon the occasion of Polish presidency in the European Union. The suggestion was initially accepted, and since the annual meetings will be probably closely associated with the European Heritage Forum, Poland would be the site of two conferences simultaneously.

European Heritage Days have been organised for many years on one of the weekends of September on the initiative of the Council of Europe under the patronage of the European Union, which was inspired by Historical Monument Open Door Days launched in France in 1984. Their aim is to raise the society’s awareness of the existence of monuments and the need to protect them. The celebrations of the Days in Europe on behalf of the Council of Europe were co-ordinated successively by: the Dutch foundation, the King Baudouin Foundation in Brussels (6 years), Centro National de Cultura in Lisbon and Europa Nostra. Currently this function is being fulfilled to a limited extent by the secretariat of the Directorate for Cultural Heritage and Landscape of the Council of Europe. Poland organised EHD for the first time on 25-26 September 1993. Events were held under the theme “Heritage of Poland – Heritage of Europe” in five regions of Poland: Pomerania, Lublin Region, Wielkopolska, Krakow and Warsaw. Their organisation was handled by the then Regional Centres for Studies and Protection of Cultural Environment. The characteristic feature of editions of EHD held in the late 1990s and at the beginning of 2000 was the fact that they were carried out as a part of the campaign of the Council of Europe – “Europe, a common heritage”. The European dimension of Days was emphasised by the common logo that all organisers were obliged to put on printed materials and flags hoisted during the celebration. In Poland, European Heritage Days were usually organised on the third weekend of September in co-operation with social co-organisation that collaborated with Regional Centres for Studies and Protection of Cultural Heritage, provincial conservators of monuments, city and self-government authorities. The General Conservator of Monuments co-financed the implementation of the best programmes selected in a competition, and Małgorzata Fokt-Willmann from the Monument Protection Department acted as national co-ordinator. Poland has always taken an active part in various international initiatives undertaken as a part of EHD. Special importance was attached to educational projects addressed to young people. Out of 37 projects that won awards in years 1994-2000, 5 were submitted by Polish organisers. Another international initiative that Poland joined as one of the first countries was a photographic competition for young people organised by Catalonia as a part of EHD.

The most important changes in the excise duty, under the slogan of simplifications and facilitation of running a business in the field of excise goods, are primarily: zero rate for CNG and LNG natural gas intended for the drive of internal combustion engines, exclusion from the scope of the definition of loss of losses arising during the production of beer and wine products, replacement of a paper delivery document – a document in electronic form (e-DD), introduction of the possibility of dividing shipments in the territory of the country in the case of energy products transported by rail (spliting). These changes are simplifications for running the business, because the system of collecting excise duty, thanks to systemic solutions, has proved to be the most efficient tax collection system against the background of increments obtained in other taxes, which does not require system changes.
Najistotniejsze zmiany w podatku akcyzowym, pod hasłem uproszczeń i ułatwień prowadzenia działalności gospodarczej w zakresie wyrobów akcyzowych, to przede wszystkim: zerowa stawka dla gazu ziemnego CNG i LNG przeznaczonego do napędu silników spalinowych, wyłączenie z zakresu definicji ubytków strat powstających podczas produkcji piwa i wyrobów winiarskich, zastąpienie papierowego dokumentu dostawy – dokumentem w postaci elektronicznej (e-DD), wprowadzenie na terytorium kraju możliwości podziału przemieszczenia w przypadku wyrobów energetycznych przemieszczanych transportem kolejowym (spliting). Zmiany te stanowią ułatwienia i uproszczenia dla prowadzenia działalności, system poboru podatku akcyzowego dzięki systemowym rozwiązaniom okazał się bowiem najszczelniejszym systemem poboru podatków na tle przyrostów uzyskiwanych w innych podatkach, który nie wymaga zmian systemowych.

The year 2003 marked the eleventh European Heritage Days held in Poland under the honorary patronage of Waldemar Dąbrowski, Minister of Culture of the Republic in Poland. The event was attended by eleven voivodeships. The prime intention of the numerous meetings which took place on 18-21 September was to shape cultural identity by means of free-of-charge access to museum exhibitions and interiors of historical buildings, a presentation of particular regions and the protection of cultural property. The European Heritage Days included education workshops, conferences, artistic shows, exhibitions, festivities, folklore performances, etc.

Opis:
The Qucs Equation-Defined Device was introduce roughly ten years ago as a versatile behavioural simulation component for modelling the non-linear static and dynamic properties of passive components, semiconductor devices and IC macromodels. Today, this component has become an established element for building experimental device simulation models. It’s inherent interactive properties make it ideal for device and circuit modelling via Qucs schematics. Moreover, Equation-Defined Devices often promote a clearer understanding of the factors involved in the construction of complex compact semiconductor simulation models. This paper is concerned with recent advances in Qucs-S/Ngspice/XSPICE modelling capabilities that improve model construction and simulation run time performance of Equation-Defined Devices using XSPICE model syntheses. To illustrate the new Qucs-S modelling techniques an XSPICE version of the EPFL EKV v2.6 long channel transistor model together with other illustrative examples are described and their performance simulated with Qucs-S and Ngspice.

At the end of 2006, the Centre for the Protection of Archaeological Heritage and the National Centre for Research and Documentation of Monuments were merged, a new statute of the institution was prepared and the name “National Centre for Research and Documentation of Monuments” was retained. The statute reflected the new priority of the Centre’s activity – education in its broad sense. The Law of 26 July 2003 on the protection and care of monuments extended the role of owners of monuments in the protection of monuments and their responsibility. The problem of the new legal system was the enforcement of legal provisions – a consequence of low social awareness of the role of cultural heritage for the nation and local communities. Paulina Florjanowicz, Deputy Director of NCRDM decided to prepare the educational strategy of the Centre for years 2007-2011. The analysis of the situation helped to find out the reasons of the present situation – years of neglect in the protection of monuments, the decentralisation of conservation services, the low awareness of rights and obligations of owners of monuments and the low level of social engagement in the preservation of the cultural heritage. The analysis distinguished between three target groups and aims of educational and popularisation activities. On 23 December 2010, the Minister of Culture and National Heritage signed an order regarding the change of the name and scope of activity of NCRDM, which was transformed into the National Heritage Board of Poland. Changes created a strong basis for activities determined by the educational strategy and its adoption resulted in the performance of annually planned educational activities addressed to three groups. Activities were regular and cyclical or carried out as projects. Among important activities there were those involving the implementation or the use of the website of NHBP and social networking services. Activities addressed to specialists included training courses for uniformed services, co-operation with Voivodeship Offices for the Protection of Monuments and the propagation of standards of protection, the issuing of the Kurier Konserwatorski magazine, speeches delivered by employees of the Board at courses and conferences regarding the protection and care of monuments that were organised independently or jointly by the Board or any other entity. Activities addressed to owners and administrators of monuments concerned co-operation with custodians of World Heritage sites and history monuments. NCRDM/NHBP organised conferences and workshop meetings that created opportunities to exchange knowledge and experiences. NCRDM started to build a brand of history monuments. The form of support of owners and administrators of monuments is the competition „Well Cared- For Monument” that has been organised by NHBP since 2011. The most important tasks of the educational strategy of NHBP include the co-ordination of European Heritage Days promoting regional cultural heritage (since 1993) and the conducting of the “Voluntary work for the benefit of heritage” programme (since 2009). According to public surveys regarding cultural heritage that were ordered at the end of 2011, 89% of respondents think that heritage plays an important social role, but the level of Poles’ knowledge of the rules of its protection is low. This confirms the rightness of choice of priorities in NHBP’s activities.

SPICE AC circuit simulation is fundamentally a small signal network analysis of a linear or non-linear circuit operating at specified DC bias conditions, where the electrical network component values are assumed not to be functions of AC input signal frequency. In the case of RF circuit simulation this assumption can give rise to significant modelling errors. With the recent improvements in General Public License (GPL) circuit simulators this situation is changing, particularly through the introduction of Frequency Dependent Equation-Defined Device (FEDD) models, non-linear current/voltage static and dynamic Equation-Defined Device (EDD) models and user controlled swept signal frequency simulation employing Harmonic Balance steady state analysis. The main purpose of this paper is to introduce a number of novel modelling and circuit simulation techniques that allow, and enhance, the construction of compact device models with embedded behavioural components whose non-linear properties are functions of AC input signal frequency. To demonstrate these new modelling techniques a compact model for a 10 GHz band width spiral inductor integrated on silicon is introduced, its compact model presented, and finally its simulation performance compared with published measured device data.

In 2007, the National Heritage Board of Poland (at that time the National Centre for Research and Documentation of Monuments) as the Polish nationwide co-ordinator of celebrations of European Heritage Days (EHD) proposed the common guiding topic of EHD for the first time. Making use of European Heritage Days as a tool for reinforcement of joint social responsibility for the condition of monuments and being supported by selfgovernment authorities, dozens of non-governmental organisations, hundreds of organisers of particular events and the Polish nationwide and regional media, we managed to create within a few years our own formula of this oldest cultural program in Europe. European Heritage Days in Poland comprise mainly an educational programme, exhibitions, excursions, lectures, games and competitions aimed at familiarising local communities with the history of their lands. The first common topic of European Heritage Days in Poland was entitled “People of the Road. Travellers, Pilgrims, Wanderers”. We discovered roadside shrines, inns and local monuments of technology, at the same time focusing on traditions and rituals accompanying them. In 2008, the guiding topic was: „The Roots of Tradition. From Patrimony to Homeland”. The joint search for the roots of the Polish culture and references to the multicultural society and the tradition of tolerance dating back to the Commonwealth of the Two Nations helped to emphasise important aspects of life of every human being – its identity and sense of belonging that leads to the formation of the sense of national value. In 2009, the topic of EHD – „To the Rescue of Monuments! On the Route of Gords, Castles and Fortresses” was connected with a campaign for the protection of military monuments. In 2010, the topic „From Idea to Industry” became an opportunity to focus the society’s attention on industrial objects, which very often had not been perceived as monuments until then. The year 2011 ran under the slogan „Milestones”. This time we wanted to draw attention to Poland’s contribution to the development of Europe throughout history. The key to the effective preservation of heritage is to involve local communities in taking care of it. European Heritage Days are an excellent opportunity to do so, as they gather the local community together so that it could discover local monuments and learn the history and intangible values of its own region, thus improving the knowledge of our common history.
