Opis:: In the current dynamic world the strategic communications (STRATCOM) mean a comprehensive process which is aimed at developing, promoting, and distributing the required narratives and messages of any organization in order to form and ensure its positive image, inform counterparts (adversaries) and target audiences of the organization’s intents and positions, main tasks and achievements. While implementing the STRATCOM, it is very important to remember about their main rules and principles which are unique for both security and defence sector and business. Unfortunately, in the current “hybrid” measurement sometimes we should realize the effectiveness of the SC activities, thus it is necessary to define the measurements of effectiveness and performance for effective evaluation of activities. Ukraine has been repelling the aggression in the Eastern Ukraine since 2014 within massive hybrid warfare against it. This fact has caused the initiating a range of reform and innovative processes in Ukraine. Since then, we have known about the STRATCOM in Ukraine. In (Historical retrospective analysis of formation and development of strategic communications in security and defence sector of Ukraine) we have analyzed the process of development of the SC in security and defence sector. This process was speeded and pressed up by the warfare. Moreover, it was implemented in line with existing NATO principles and standards. Even the definition and concept of the STRATCOM were taken from the NATO documents. However, the reality reveals the necessity to revise the term definition and consider the implementation of business processes related to communications in security and defence sector. Some nations have already passed through this transformation and changed the approach to their SC. Even NATO Military Policy on Strategic Communications MC 0628 was successfully used until 2014. It is the STRATCOM baseline documents and it needed to be revised (NATO and Strategic Communications. The story so far. The Three Swords Magazine 33/2018. pp. 65–73). In the article the authors make some proposals how to improve the STRATCOM definition and improve the whole process of their realization.

Opis:: The place of school learning resources in supporting effectiveness in basic schools cannot be underestimated. It was against this backdrop that this study was conducted to examine basic schools learning resources and effectiveness in Egbeda Local Government Area, Oyo State, Nigeria. The study adopted a descriptive research design. The population of the study comprised of all the 36 basic schools in Egbeda Local Government. Twelve basic schools were selected using a stratified sampling technique. The same sampling technique was used to select 15 teachers in the each school. Researcher-designed instruments titled “School Learning Resources Questionnaire” (SLRQ) and “Basic School Effectiveness Questionnaire” (BSEQ) were used for data collection in this study. The validity and the reliability of the instruments were ascertained and the co-efficient of reliability was 0.88. Findings showed that there was a significant relationship between basic schools learning resources and effectiveness in Egbeda Local Government Area, Oyo State, Nigeria. (r =.402; p<.05). Based on the findings, it was recommended, among other things, that learning resources (human, material, physical and financial) should be adequately supplied to basic schools for effectiveness to be achieved.

Opis:: The purpose of the presented study is to present research conducted in the conditions of vocational education in the Slovak Republic, aimed to assess the effectiveness of the use of interactive whiteboards for teaching vocational subjects. The main method of research was the pedagogical experiment; another method used was the questionnaire method. The authors’ research findings give evidence that students obtained significantly better results in acquired knowledge and skills when interactive whiteboards were used for teaching than when taught traditionally. The authors also present recommendations for teaching practice in Slovakia.

Opis:: Modern democratic election campaigns in Slovakia have almost 20 years of tradition. The aim of the article is to familiarize the reader with brief analysis of legislative framework of all types of election campaigns (presidential elections, parliamentary elections, the European Parliament elec- tions, self-governing region elections, municipal elections and referendum) together with structural analysis of election costs in parliamentary elections in 2006. At the same time, we evaluated the ef- fectiveness of election costs from various points of view: costs of the election campaign for 1 obtained vote; costs of the election campaign for 1 obtained seat in the Parliament; overall income from the state budget for the political party in relation to means invested in a campaign.

Opis:: In most schools, there is a big problem of low turnout of students. Th e aim of this article is to examine the quality of secondary school activity through the analysis of students’ attendance, reasons for their absence, the attitude of parents towards this phenomenon and to identify ways to prevent it. Low attendance of students is a big problem in most schools reported by both teachers and parents. It directly aff ects the academic performance, reducing its level and quality, and thus, the results of the work of the school. It is therefore necessary to look into the issue and investigate its causes. For this purpose, a survey was used for students of second and third classes in both high school and technical school in the Secondary School No. 7 in Warsaw. Th e study was conducted in spring of 2013 and was answered by students and their parents. Th e conducted survey provided valuable information to analyze the problem. Lessons learned from the survey enabled the implementation of the recovery plan which is designed and expected to improve attendance of students and the quality of performance of the school (better learning outcomes and annual external examinations). Th e main research objectives of the article are the identifi cation of the reasons of the low turnout of students, determination of the parents’ attitude to this problem and the ways of preventing it.
W większości szkół dużym problemem wychowawczym jest niska frekwencja oraz samowolne opuszczanie zajęć przez uczniów. Celem artykułu jest zbadanie jakości pracy szkoły ponadgimnazjalnej poprzez analizę frekwencji uczniów, powodów ich absencji, stosunku rodziców do tego zjawiska oraz określenie sposobów przeciwdziałania temu. Zła frekwencja uczniów to duży problem w większości szkół zgłaszany zarówno przez nauczycieli, jak i rodziców. Wpływa ona bezpośrednio na wyniki w nauce, obniżając tym samym poziom i jakość, a co za tym idzie, wyniki pracy szkoły. Należy zatem przyjrzeć się temu problemowi i zbadać jego przyczynę. W tym celu posłużono się badaniem ankietowym, skierowanym do uczniów klas drugich i trzecich zarówno liceum, jak i technikum w Zespole Szkół nr 7 w Warszawie. Badanie przeprowadzono wiosną 2013 roku. Wzięli w nim udział uczniowie oraz ich rodzice. Przeprowadzona ankieta dostarczyła wielu cennych informacji, pozwalających na analizę problemu. Wyciągnięte wnioski umożliwiły wdrożenie systemu naprawczego, co docelowo, w ciągu kilku lat, ma poprawić frekwencję uczniów, a tym samym jakość pracy placówki oświatowej (lepsze wyniki nauczania końcowo roczne oraz egzaminów zewnętrznych). Głównym celem badawczym jest identyfi kacja przyczyn niskiej frekwencji uczniów, określenie stosunku rodziców do absencji dzieci oraz sposobów jej przeciwdziałania.
