Opis:: The essay is an introductory reflection on the process of shaping Europe, including Eastern Europe. Two sources, Athens and Jerusalem, are emphasized as an important element of the historical shaping of Europe. The author focuses on the role of the Athenian tradition in this process; and argues that at the roots of European culture lie reflexiveness and empathy as well as an ability of self-questioning. All these features can be found already in the Ancient Greek thought.

Opis:: W artykule przedstawiono wnioski z wizyty grupy amerykańskich ekspertów drogowych w czterech krajach europy: Anglii, Niemczech, Holandii i Hiszpanii. Celem wizyty było zapoznanie się z najnowszymi rozwiązaniami projektowymi stosowanymi w tych krajach, związanymi z optymalizacją przepustowości i bezpieczeństwa ruchu drogowego, oraz ocena ich użyteczności przy projektowaniu amerykańskich autostrad. W ocenie grupy ekspertów wprowadzenie europejskich rozwiązań pozwoli na znaczne usprawnienie przepustowości oraz poprawę bezpieczeństwa na autostradach amerykańskich.
The paper discusses findings of a visit by a group of highway design experts from the USA to four European countries (the so called "European scan"). The group included representatives of the FHWA and the selected state highway agencies who visited England, Germany, the Netherlands and Spain to evaluate geometric design methods associated with active traffic management on European freeways. The purpose of the trip was to evaluate design measures undertaken by those countries to optimize highway traffic and safety performance for the ultimate goal of implementing such measures in the USA.

Opis:: This research is the content analysis of 502 Erasmus students’ experiences published in the website www.20erasmus.eu. One of the main purposes of the Erasmus Student Exchange Program is to maintain across-cultural dialogue through student activity, to remove preju-dices and thus to strengthen interaction and join EU citizens under such concepts as “Euro-pean Consciousness” and “Being European”. The purpose of this study is to determine how successful the Erasmus Student Exchange Program is through the shared Erasmus expe-riences of the participating students. in conclusion, in this research, it is observed that the students talked highly positively about the Erasmus experience. The students described this process as enjoyable and produc-tive. it could be argued that the Erasmus experience contributed to students’ “individual development” rather than “academic development”. it could also be maintained that one of the key purposes of the Erasmus exchange program is to remove prejudices by mainta-ining student mobility and cross-cultural dialogue and to unite societies under the European Consciousness and European People understanding via strengthening interactions between EU member citizens. Data collected in this research present evidence that the Erasmus pro-gramme has reached this aim.

Opis:: This article is due to the presence of a unique situation in Ukraine associated with the armed aggression of the Russian Federation, which increases scientific interest in European cases on the restoration of territorial integrity, mitigation of adverse socio-economic conditions impact after an armed conflict. The article is devoted to the existing European experience research in the construction of territorial units with special functioning conditions through the prism of the sustainable development. This allowed the authors to structure the studied countries into two groups: countries that use special economic zones as a priority tool of state policy (Latvia, Lithuania, Poland) and countries that have experience in developing such territories after an armed conflict (Croatia, Bosnia and Herzegovina). The authors analysed the use of special economic zones in the countries of the first group as part of their state policy to strengthen the socio-economic potential of problem regions and presented the main results of this process. Particular attention is paid to the Balkan experience in the construction of priority development territories after the armed conflict in the context of the sustainable development implementation.
Artykuł ten powstał w czasie występowania w Ukrainie wyjątkowej sytuacji związanej ze zbrojną agresją Federacji Rosyjskiej, która wzmaga zainteresowanie naukowe europejskimi sprawami przywracania integralności terytorialnej, łagodzenia niekorzystnych skutków społeczno-gospodarczych po konflikcie zbrojnym. Artykuł poświęcony jest istniejącym europejskim doświadczeniom badawczym w zakresie budowy jednostek terytorialnych o szczególnych warunkach funkcjonowania przez pryzmat zrównoważonego rozwoju. Pozwoliło to autorom podzielić badane kraje na dwie grupy: kraje, które wykorzystują specjalne strefy ekonomiczne jako priorytetowe narzędzie polityki państwa (Łotwa, Litwa, Polska) oraz kraje, które mają doświadczenie w zagospodarowywaniu takich terytoriów po konflikcie zbrojnym (Chorwacja, Bośnia i Hercegowina). Autorzy przeanalizowali wykorzystanie specjalnych stref ekonomicznych w krajach pierwszej grupy w ramach polityki państwa na rzecz wzmocnienia potencjału społeczno-gospodarczego regionów problemowych oraz przedstawili główne rezultaty tego procesu. Szczególną uwagę zwrócono na bałkańskie doświadczenia w budowie priorytetowych terytoriów rozwojowych po konflikcie zbrojnym w kontekście wdrażania zrównoważonego rozwoju.

Opis:: У статті здійснено дослідження процесу європейської інтеграції Румунії, його основних результатів в контексті визначення досвіду для України. Доведено, що успіх європейської інтеграції залежить від багатьох чинників, серед яких найважливішими є політична воля національних еліт, відповідність копенгагенським критеріям та громадська підтримка євроінтеграційного поступу держави. Для України особливо важливим є вивчення румунського досвіду вироблення та реалізації національної політики в умовах асоційованого членства і членства в ЄС та процесу участі у функціонуванні політичних інститутів ЄС, які є як ареною артикуляції й зіткнення інтересів національних держав, так і простором узгодження та вироблення спільної європейської позиції в умовах глобалізації.
The article studies the process of European integration of Romania, its main results in the context of determining experience for Ukraine. It is proved that the success of European integration dependson many factors, among which the most important are the political will of national elites, compliance with the Copenhagen criteria and public support for the state’s European integration progress. ForUkraine, it is especially important to study the Romanian experience in developing and implementing national policies in the context of associate and EU membership and the process of participation in thefunctioning of EU political institutions, which are both an arena of articulation and conflict of interests of national states, and a space for harmonizing and developing a common European position in the context of globalization.

Opis:: As a young teacher and researcher, the prospective of introducing western philosophical themes to a public of students from a non-western country, came in 2016 as a once-in-a lifetime opportunity, which I met with great enthusiasm. However, as in any situation involving pre-conceived expectations, facing and dealing with the real situation on the ground opens up a pathway for a closer understanding of both the new culture explored, a perception of one’s own limits and the willingness to overcome them. The following lines are intended to cover the way my approach to teaching to a Chinese public has evolved from pre-conceptions and empty enthusiasm to an attitude of pedagogical creativity in identifying and presenting the key topics that would attract my students’ attention. As I will show, students’ expectations were to approach the western ideas not directly, but via a more complex process of being acquainted with the major historical and cultural movements in Europe and the western world. This meant the involvement in the teaching process of a wider number of elements taken not only from philosophy but from other humanistic disciplines.

Opis:: How is the well-being of returnees when considered from the point of view of the migration experience abroad? To answer this question, the first hypothesis considers that returnees differ in the function of the key activity they had abroad – working, studying or living there without working or studying. Secondly, even if one maintains constant socio-demographic profiles, the country of return counts. Thirdly, it depends also on the facet of subjective well-being (SWB) that is considered – the happiness of living in a certain country of the European Union or a person’s satisfaction with life, country, public services or income. The results of the multivariate analysis indicate that experience of migration, country of current residence and facets of SWB all count. Returnees – through their experience of migration abroad – are compared to non-migrants. The answers come from analysing data from a large Eurobarometer survey in the European Union. Multivariate regression and cluster analysis are the main data-processing procedures. The stability of the results is tested by sensitivity analysis.

Opis:: The article addresses the issue of experience in relation to post-secular discourse. The phenomenon is presented in the example of an analysis of two European films: Lars von Trier's "The Melancholy" and Béla Tarr’s "The Turin Horse", as two visions of the what happened during the apocalypse. The border experience caused by these works is subject to further interpretations using three possible perspectives: religious, secular, and post-secular. Considering the essence of both films in this way proves that in the case of postmodern films about religious themes, a postsecular key should be used, which alone corresponds to the postmodern concept of faith encoded in the films.

Opis:: The article considers the primary and secondary legislation of the European Community and normative legal acts of different European countries that regulate the provision of administrative services. Related concepts used in European Union law to define the scope of public services were distinguished. The practice of providing administrative services was analyzed on the examples of Poland, England, France and Sweden. Characteristics of the subject composition of public services were studied. The assessment of public service standards was made. The analysis of long-term programs of public administration reform in EU member states was carried out. The basic principles of functioning of state institutions and organizations that provide services to citizens, as well as the obligations of government agencies in the sphere of organization, distribution and provision of administrative services were determibed. In addition, various ways of improvement the quality of the provision of services, which the countries of the European Community are already using and are planning to use in the future, were considered. Obstacles to the introduction of new approaches to the improvement of the quality of public services were found. The analysis of formation of systems of various social services was carried out. The activity of state social services on needs assessment and planning of social services was considered. The concept and direct implementation of the principle of “mutual complementarity” were analyzed.

Opis:: This article examines distance learning in individual European countries and the Czech Republic. It analyses and compares the development of distance learning, and the supply of study options in the form of distance learning in European countries; it covers the development, conditions, and history of distance learning in European countries. The carried out analysis shows that currently there is an emphasis on lifelong learning, and the development of distance learning has become a priority. It can be further stated there are significant differences in the development of distance learning in individual European countries, and in the Czech Republic distance learning has only started to develop in the past twenty years.
