Opis:: The article is an analysis of strengthening the powers and status of the Federal Security Service. The main context is the new anti-terrorism law adopted in 2016. The main thesis of the article is the belief that the new anti-terrorism law significantly expands the powers, control and a surveillance of the Federal Security Service, which has a dominant role in the system of the Russian secret services. Hypothetical relationship between the new law and the consolidation of influence of Federal Security Service is one of the stages of FSB-fication of power in the Russian Federation.
Artykuł stanowi analizę tendencji wzmacniania uprawnień i statusu Federalnej Służby Bezpieczeństwa. Głównym kontekstem jest przyjęte w 2016 r. nowe prawo antyterrorystyczne. Podstawową tezą artykułu jest przekonanie, że nowelizacja ustawodawstwa antyterrorystycznego z 2016 r. znacznie rozszerza uprawnienia, kontrolę i nadzór Federalnej Służby Bezpieczeństwa, która odgrywa dominującą rolę w systemie rosyjskich służb specjalnych i jest głównym podmiotem odpowiedzialnym za zwalczanie zagrożenia terrorystycznego. Hipotetyczna relacja między nowym prawem a konsolidacją wpływu Federalnej Służby Bezpieczeństwa stanowi jeden z etapów FSB-fikacji władzy w Federacji Rosyjskiej.

Russia – the state of security services. The Federal Security Service (FSB) and its role in shaping Putins Russia

Opis:: The thesis entitled "Russia – the state of security services. The Federal Security Service (FSB) and its role in shaping Putin's Russia” presentes the role of the FSB in contemporary Russia, in the context of its effectiveness in maintaining national security, its impact on civil liberties and the controversies that surround it. This thesis has been divided into 3 chapters. The first chapter is devoted to the Russian secret services and describes President Vladimir Putin's connection with the security services and his past related to his career in the KGB before his presidency. This chapter also discusses the topic of the Russian elite, which is also largely associated with the special forces of the Russian Federation.The next chapter describes the FSB, which is the main security agency of the Russian Federation. The author describes the main goals and tasks of this service and briefly describes its process of creation, and also shows the similarities between this service and the KGB. The last, third chapter presents wall known controversies that took place and for which the Russian services were/are suspected. The author describes the situation related to Chechnya, the case of poisoning of several figures from the scene of Russian politics and public life, as well as the case of cyberattacks and the shooting down of a Malaysia Airlines plane. At the end of the work, the author summarizes the main ideas and formulates concluding remarks.
W pracy licencjackiej, zatytułowanej „Państwo służb. Federalna Służba Bezpieczeństwa i jej rola w kształtowaniu Rosji Putina” zaprezentowano rolę FSB we współczesnej Rosji, w kontekście jej skuteczności w utrzymaniu bezpieczeństwa narodowego, jej wpływu na swobody obywatelskie i kontrowersje, które ją otaczają. Praca ta została podzielona na 3 rozdziały,. Pierwszy rozdział poświęcony został rosyjskim służbom specjalnym oraz opisuje powiązanie prezydenta Władimira Putina ze służbami bezpieczeństwa, jego przeszłość związaną z karierą w KGB sprzed prezydentury. W tym rozdziale zostaje podjęty także temat elity rosyjskiej, która także jest w dużej mierze powiązana z siłami specjalnymi Federacji Rosyjskiej.Kolejny rozdział opisuje FSB, która jest główną agencją bezpieczeństwa Federacji Rosyjskiej. Autorka opisuje główne cele i zadania tej służby oraz po krótce opisuje jej proces powstawania, pokazane są także podobieństwa tej służby z KGB. Ostatni, trzeci rozdział to zbiór najbardziej znanych kontrowersji, jakie miały miejsce i o które podejrzane były/są rosyjskie służby. Autorka opisuje sytuację związaną z Czeczenią, sprawę zatruć kilku postaci ze sceny rosyjskiej polityki i życia publicznego oraz sprawę cyberataków i zestrzelenia samolotu Malaysia Airlines. Na końcu pracy autorka podsumowuje główne myśli oraz formułuje uwagi końcowe.

Celem było ukazanie skuteczności rosyjskich służb specjalnych, zwłaszcza Federalnej Służby Bezpieczeństwa i ich znaczenie dla rządzących w Rosji.
The Chechen terrorism which happened in Russia at the turn of the 20th and 21st century was one of main problems for Russian special services had to fight. A structure and entitlements of the security system in the Russian Federation were described, also a difficult history of relationships Russian-Chechen, as well as based on assaults made in Moscow in the Dubrowce theatre and a school in Beslan. A purpose is show the effectiveness of the Russian secret service, of especially a Federal Security Service and them meaning for government in Russia.

Opis:: This article presents the most important questions and issues concerning the anti-terrorist activity of The Federal Security Service of the Russian Federation. It discusses the following concepts: the competence of FSB, the structure of the FSB Special Purpose Centre and the role of FSB in the activity of the National Anti-Terrorism Committee. Legal acts regulating the struggle against terrorism in Russia have been briefly characterised here, including the key act, the Law on Counteraction of Terrorism, of 2006. Major terrorist attacks that happened in recent years in Russia have been described, too. In the summary statistics have been presented. The article is concluded with ideas on creating efficient anti-terrorist system.
W artykule przedstawiono najważniejsze zagadnienia i problemy dotyczące organizacji działalności antyterrorystycznej Federalnej Służby Bezpieczeństwa Federacji Rosyjskiej. W szczególności uwzględniono kompetencje FSB, strukturę Centrum Specjalnego Przeznaczenia FSB i rolę FSB w działalności Narodowego Komitetu Antyterrorystycznego. W syntetyczny sposób scharakteryzowano akty prawne regulujące walkę z terroryzmem w Rosji, w tym kluczową ustawę O przeciwdziałaniu terroryzmowi z 2006 r. Krótko opisano najważniejsze zamachy terrorystyczne w Rosji w ostatnich latach. W podsumowaniu przywołano dane statystyczne. Tekst zamykają autorskie wnioski na temat budowania sprawnego systemu antyterrorystycznego.

Opis:: The Ministry for State Security of the German Democratic Republic (the Stasi) left behind a huge archival collection. Although files are its core resource, they are stored with millions of photographs, thousands of films and audio recordings in the current archive of the Federal Commissioner for the Records of the State Security Service of the German Democratic Republic (BStU). Scientists dealing with the history of the German Democratic Republic acknowledge the significance of the audio-visual collections from the former Stasi. Photographs, films and sound material may be an important source to study the dictatorship of the Socialist Unity Party of Germany (SED), the activities of the democratic opposition and the operations of the East German Security Service. However, their use in scientific studies in Germany is still relatively new, if compared with the use of the files. Therefore, this article presents the status, preparation and securing methods, as well as the historic value of the audio-visual collection which is currently stored in the archives of the State Security Service.
Ministerstwo Bezpieczeństwa Państwowego NRD (Stasi) pozostawiło po sobie ogromny zasób archiwalny. Choć materiały aktowe stanowią jego trzon, to razem z nimi przechowywane są w obecnym archiwum Pełnomocnika Federalnego do spraw Materiałów Państwowej Służby Bezpieczeństwa NRD (BStU) miliony zdjęć, tysiące filmów i nagrań dźwiękowych. Znaczenie tych zbiorów audiowizualnych zachowanych po działalności Stasi jest oczywiste dla naukowców zajmujących się historią NRD. Fotografie, filmy i materiały dźwiękowe mogą być istotnym źródłem do badań dyktatury Socjalistycznej Partii Jedności Niemiec (SED), działalności opozycji demokratycznej i aktywności operacyjnej wschodnioniemieckiej „bezpieki”. Ich wykorzystywanie w badaniach naukowych w Niemczech pozostaje jednak – w porównaniu z materiałami aktowymi – stosunkowo nowym procesem. Dlatego w niniejszym artykule opisano stan, metody opracowania, zabezpieczania i wartość historyczną zasobu audiowizualnego przechowywanego obecnie w archiwum BStU.
