The growing importance of multi-entity business organizations results in the need to consider the specific nature of their functioning, both as a whole and in terms of their particular components. It is also possible by means of analyzing the individual functioning areas of corporate groups, including e.g. the personnel function, which unfortunately is not reflected either in the subject literature or in the performed empirical studies. The article discusses problems of personnel strategy construction and implementation, as well as its relations with the global strategy in corporate groups. Based on the theoretical material collected following subject literature studies the analysis was conducted regarding personnel function evolution towards the strategic management of human resources, which resulted in this function being assigned a high rank. Therefore it constitutes the background for personnel strategy creation the relations of which with the global strategy can have a different dimension. The article also presents the results of quantitative research conducted in 101 corporate groups located in the area of Poland, focused on the process of personnel strategy construction, its subject matter and its relations with the global strategy followed by the studied entities.

For more than sixty years American grand strategy is based on the conviction that external environment is of fundamental importance for US core interests in security, prosperity and domestic liberty. There was the foundation for containment policy and after the cold war succeeding presidents on this conviction have based their deep engagement in world affairs. In XXI century as American supremacy has been steadily diminished, Washington is still ready to lead the world, but wants to share with partners the burdens of keeping it in order. The idea of partnership isn’t put into words explicitly. It emphasizes burden-sharing between US and the partners, sometimes is about the transfer of crisis-management capacity and it has sought to advance American leadership as well. European states – NATO and EU members – are seen as indispensable Washington’s allies, densely connected with the US through transatlantic partnership. Due to community of values and the convergence of strategic interests, and because of its own peculiarity EU is not and won’t be America’s strategic rival. After few years of diminished interest in old continent, when president B. Obama focused his attention on domestic policy and on problems in other world’s regions, since March 2014 he has decided to take the initiative in European affairs. Russia’s aggression towards Ukraine has serious consequences for Washington’s European and global strategy. In Europe there is increased request for US leadership. From American point of view it might come with expectations, that the allies will be eager to strengthen their cooperation with Washington in other regions, especially in Asia.

Opis:
European perspectives on recent migration fl ows are heavily biased towards the Malthusian and evolutionist view of many classical western social thinkers. Although it may serve as a purely descriptive tool to outline the present relations between Europe and the outside world (specifi cally the Middle East and North Africa), it certainly doesnot provide any solid base for designing projects which might free human beings from further subjugation, poverty and entrenched inequality – precisely the reasons behind the recent migration crisis to the EU. We argue here that the way the EU perceives and deals with the recent fl ow of migrants (refugees and others) is based on an outdated perception that does not allow for providing valid solutions to real problems. Therefore we present the undercurrent logic behind the political designs, point out defi ciencies, and illustrate a possible new approach by discussing the EU’s migration policy and border management, as linked to the EU security and defence policy. The current migration crisis would never have emerged if not for the lack of stability in the Middle East and North Africa, which neither the EU nor UN nor NATO was ready or able to remedy. The beginning of putting together a viable EU migration policy and border regime will depend on rethinking the security policy, decision-making and capacity, and abandoning the Malthusian perception of the world is a start.

The article studies the consistency of the global strategy for the EU with the concept of the Union as a normative power. There are concerns, that putting interests above values could compromise the EU’s moral attractiveness. Introduction of “principled pragmatism” as a way of enhancing the resilience of states could question the promotion of democracy as an aim of foreign policy. The comparison of EU global strategy with the NATO Warsaw summit communiqué suggest the latter organisation acquires the features of normative power hitherto associated with the European Union.

The Treaty of Lisbon gave new institutional ideas regarding EU external actions which were the basis for taking further steps in strengthening the effectiveness of the EU as an international actor. The EU Global Strategy for Foreign and Security Policy – EUGS (2016) was prepared as a response to the need for a stronger Europe in times of crisis. The new strategic document together with its institutional framework places a question over EU diplomatic capability in its implementation. The aim of this paper is to analyze relations between the assumptions of the EUGS and EU diplomatic potential, with special emphasis on the European External Action Service. The author poses the following research questions: what are the institutional challenges in implementing the EU Global Strategy for Foreign and Security Policy? What are the capabilities of the EU diplomatic system in responding to global threats and challenges? What are the roles of the European External Action Service and member states in implementing EUGS priorities?

The war in Ukraine made European societies wonder how ready they were for it, and exposed new dangers that European leaders had believed gone. First and foremost, once again, a vision of territorial aggression has returned to the list of threats to European security. Does the EU have adequate security strategies to guideline its response to such dangers? Do the strategies structure the development of instruments so that its institutions and Member States can successfully deal with the threat that the war in Ukraine poses to EU societies? The EU has two security strategies, from 2003 and 2016, and it stands to reason to verify their adequateness vis-á-vis the war in Ukraine. This article studies the provisions of these strategies, presents the progress of the war in Ukraine, and verifies the reactions of EU institutions and Member States in face of these events. While it reflects on the provisions of the security strategies in light of the ways the EU and its Member States have reacted to war, it concludes with a proposal of elements that need adjusting within the EU catalogue of possibilities.

In this article authors attempt to identify factors relevant to the creation and implementation of Corporate Governance (CG) on the ground of multinational corporations in specific environments of emerging markets. The 2016 faces the adoption of the new security strategy of the European Union – the second in the Union’s history. Although the Common Security and Defence Policy is one of the youngest of the EU policies, its role rapidly intensifi es in the world of growing political and social instability in the EU’s neighbourhood. How does the EU defi ne the threats to its security and is it capable of preventing them? The European Security Strategy of 2003 both describes the threats and recommends the principles that should be implemented in the EU’s policies in order to raise their effectiveness. Thirteen years after the publication of the first security strategy and shortly before the second one is announced it is interesting to check, how much the fi rst strategy inspired the changes in the way of thinking about the European security and the economisation of the European defences. In the article, there are analysed both the political milestones leading to the establishment of the defence policy of the EU and the provisions of the new Global Strategy of the Union. What can be anticipated from the new strategy given the experience with the realisation of the previous one? Does the new security strategy fit well into the reality of the contemporary international relations? Is the new strategy possible to implement?

W zakresie bezpieczeństwa, oprócz tradycyjnego zakotwiczenia w NATO, udziału w misjach ONZ i prób rozwijania europejskiej Wspólnej Polityki Bezpieczeństwa i Obrony (WPBiO), Niemcy realizują własną strategię wobec państw wschodzących, w której można wyróżnić dwa komponenty: współpracę poprzez dialog, doradztwo i ekspertyzę oraz handel uzbrojeniem.
Global power shifts and the shaping of a multipolar world order with the new category of emerging/developing states/powers are reflected in the German foreign policy, focused on seeking and building new partnerships. In the security field, besides the traditional pillars of NATO, UN Peacekeeping operations and Common Security and Defence Policy of the EU, Germany pursues its own strategy towards emerging states, containing two components of different nature and based on various justifications: cooperation through dialogue, consulting and expert assessment, as well as arms exports.
