Opis:: Traditional model of territorial governance is facing structural crisis. In general terms it is reflected in the rejection of institutions and procedures known for the last centenary. This crisis is also reflected in the way the traditional institutions try to build new links with new stakeholders and actors claiming their right to the space. Profile of new stakeholders – like for example new urban activists – challenges not only institutions but also legal and political system of the European countries.The paper discusses the new perspective of territorial governance in Poland. It starts with the short presentation of the traditional governance structure followed by the study of the new stakeholders with the special focus on so- called „urban movements”.Then the issue of new forms of co-operation between traditional institutions and civil society is being discussed. Special focus here is on participatory budgets, recently commonly used in Polish cities. Also new forms of public involvement into urban governance is carefully studied. Political consequences of these new forms of co-operation are being presented and analysed.The concept of multilevel governance is being discussed in the perspective of presented phenomena. The paper concludes with some recommendations for the future which might bring a few possible solutions however the more important outcome the authors see rather in rising a few questions for the about new forms of territorial governance and new model of responsibility for the space.

Opis:: The article depicts the considerations in the higher education sector and academic governance, presenting the basics and the assumptions of the internal audit functions in the Polish public sector. W artykule przedstawiono rozważania dotyczące ładu organizacyjnego w szkolnictwie wyższym. Zaprezentowano podstawy i założenia funkcjonowania audytu wewnętrznego w polskich jednostkach sektora finansów publicznych. Omówiono również funkcję audytu wewnętrznego na przykładzie publicznej szkoły wyższej w Polsce i rolę audytu wewnętrznego w nadzorze ładu akademickiego.

Opis:: Aim: A large-scale, exploratory survey had been conducted on the whole population of family businesses in Hungary in 2017/18 concentrating on the heterogeneity of the family business population. This paper presents the findings of this survey focusing only on the governance practices of the Hungarian family businesses. Design / Research methods: Two questionnaires were asked from a sample of Hungarian family businesses in the form of a computer-assisted phone interview. This sample is based on probability sampling of a larger database representative to the Hungarian population of business organization in terms of annual revenue, geographical location and industry. Questions were formulated considering models of family involvement, socio-emotional wealth, succession, governance, and professionalization. Conclusions/findings: Hungarian family businesses succeed in involving a growing number of family members into the company which also positively relates to the business performance of the firms. The developmental patterns of their governance practices reflect their increasing level of professionalization. However, they can hardly involve external, non-family professionals into the Top Management Team, which may be crucial especially for the further growth of medium-sized firms. Their family governance concentrates rather on operatively bridging family and company, and not on planning the maintenance of long-term family control. Originality/value of the article: The paper delivers both informations on the heterogeneity of the Hungarian family businesses from a governance-related point of view, and show direct, practical implications regarding the family business governance system. Its results can be of interest both for family business owners, researchers, and consultants.

Opis:: The paper describes and compares selected methods for measuring the quality of governance and the effectiveness of public administration. These methods are used by international institutions such as the World Bank, the European Central Bank, the International Institute for Management Development, and the World Economic Forum. The analysis is based on reports published by these organizations and takes into account the key criteria of governance process evaluation and types of statistical data used. All these institutions measure governance quality from different angles. The World Bank and the International Institute for Management Development focus on measuring the effectiveness and efficacy of governance processes. The European Central Bank evaluates the quality of public administration, while the World Economic Forum measures the efficiency of public institutions. The paper offers a comparative analysis of all these methods, using Person’s correlation coefficients and a grading procedure. Despite different criteria used similar governance quality indicators were obtained. The indexes given by the authors have diagnostic and informative value and offer a comprehensive picture of governance quality.

Globalization, technical progress and emerging of modern civic societies cause significant changes in the public administration. The main goal of the paper is to describe contemporary conceptions of the public governance: new public governance and other conceptions like multilevel governance. The author concludes with pointing at various problems in implementation of this paradigm that are related to the nature of bureaucracy and social capital.

Opis:: This paper examines the governance structures of Bulgarian agricultural co-operatives and the effective informal changes in the governance model. In this context, the focus is to study the innovations in the internal governance that either improve or deteriorate the governance structure. The agricultural co-operatives, as specific forms of doing business in agriculture, are part of the world economy. In the global world in which they are currently operating, market dynamics and growing competition have a significant impact on them: their visions, strategies, governance and governance structure are changing. The empirical data are the result of case studies and in-depth interviews conducted by 32 agricultural cooperatives in Bulgaria during the period 2013-2016. Qualitative research techniques are used. As a result of the reported deviations from the legal framework, the in-depth study highlighted the need for new informal assisting bodies of the governance structure in Bulgarian agricultural cooperatives - Members Council, informal interest groups, attracting external experts. The loss of trust from members to management leads to their leaving the cooperative and directing them to corporate structures.

Opis:: Local authorities are central actors in the governance of European intermediate urban regions. In this paper, we propose a methodology to analyse the fragmentation of local authorities within 119 urban regions. We tested several European databases to create indicators of fragmentation and to develop a typology of fragmentation within cities. Our results show that the Eurostat Cities programme gives a consistent spatial definition of urban regions and that their fragmentation is mainly influenced by national contexts. The developed methodology is a contribution to the debate on territorial reforms and urban governance transformations.

Opis:: Globalization is the leading concept, which has become an immanent feature of the contemporary world. Almost all enterprises have been affected by occurring changes in the global economy. Progression from finance seized with hubris, through financialized governance, and instrumented management led to an economic collapse in 2007. It is a reflection of the „failing regulations”, or more precisely, the end of the myth of self-regulation, whether by market or professional bodies set up to do so. It appears therefore necessary to create a new framework, including a new perspective on finance (through the prism of social science), and a corporate governance system more stakeholder-oriented. Under conditions of free market economy, a good corporate governance system should integrate the various areas of governance, namely, regulatory, market, stakeholders, internal (shareholders), with varying methods of governance and the mechanisms at different times and conditions.
