Visions of the Hungarys regional policy and their role in the Visegrad Group

After political and economic transformation, Hungary proposed, in 1991, the establishment of a cooperation involving Poland and Czechoslovakia, a project it launched in Visegrad, near Budapest, under the name “The Visegrad Three”. In 1992, Hungary was an active participant in the formation of the economic co-operation treaty – CEFTA. In 1992, Hungarian government signed the so-called “basic treaty” with Ukraine and began preparations for similar treaties with Romania and Slovakia. The treaties were signed under the Gyula Horn’s administration (1994-1998). In 1990, Hungary also declared its intention to leave the Warsaw Pact. In 1997, NATO also decided to invite Hungary to become a member. In the autumn of 1997, a referendum was held in Hungary, which supported NATO membership of the country. After signing basic treaties with Slovakia and Romania, bilateral relations rapidly developed with the newly independent Yugoslav successor states, concluding several treaties with them. It established new diplomatic missions in the region, i.e. Sarajevo, and in the Romanian city of Cluj (Hungarian: Kolozsvár). The basic treaties concluded with Slovakia and Romania also contained some provisions on the protection of minorities. An agreement on this matter was concluded with Croatia in 1995 and another was signed in 1996 with Slovenia. The engagement of Budapest into regional cooperation depends on the state of Hungarian-Slovak and Hungarian-Czech affairs, which are most difficult problems to handle and resolve. The apparent lack of “adequate enthusiasm” on behalf of the Hungarian foreign policy vis-à-vis the Visegrad Cooperation is one of the causes of the recurrence of Slovak-Hungarian tension with respect to the Hungarian minority. In 2004, both governments declared their intention to cooperate, but they have not been able to comply completely. For Hungary, the Visegrad Cooperation remains a consultative forum and a harmonization mechanism, and there is no need for lasting institutionalization of the cooperation of this regional grouping. The stipulations, or the demand for institutionalization, never arise since a strong commitment and effort would be needed for institutionalization which the Hungarian government is not able or willing to make. Foreign policy, on which the Orbán cabinet has placed a great emphasis, is embarking on its activity in that spirit. Although the last two years are not sufficient to allow us to draw any final conclusions, certain observations can be made at this early stage.

During the codification of the new Hungarian Criminal Code, the Hungarian Legislator passed amendment of several criminal offences. Among other criminal offences, this rethinking concerned the regulation of acts of terrorism. The number of terrorist offences relating to illegal migration has increased in the past few years in the territory of the European Union, therefore the attitude of the Member States – including Hungary, as well – has changed with reference to the statutory definition of the acts of terrorism. The connection between irregular border crossings and terrorism was recognized by the European Union. Terrorist offences have proved the vulnerability of the European Union and the democratic, rule-of-law States. Furthermore, the last few years have also clearly proved that Europe cannot cope with the influx of refugees set out for the Western Europe from various parts of the world. In this respect, illegal migration cannot be only a tool, but also a catalyst for terrorist offences. It means that case conflicts and violent affairs are caused by the migration, and the illegal entry and the integration of terrorists are supported by migratory networks at the same time. In 2015 and 2016, the European Union experienced a massive number of casualties caused by terrorist attacks. The most affected Member State was France. It had to cope with attacks which caused 148 citizens’ death and more than 350 people injured only in January and November 2015 (TE-SAT 2016, p. 5.). For the abovementioned recognition, many regulations (included but not limited to the Fundamental Law of Hungary, the Hungarian Criminal Code and the Act on Criminal Procedure) were passed in 2016 by the Hungarian legislator in order to stop illegal migration and to strengthen the fight against the new forms of terrorism. In the context of the present paper, the Act LXIX of 2016, which came into force on 17 July 2016, is of importance. Not only the General Part, but also the Special Part of the Hungarian Criminal Code was amended by the above Act. However, many new rules may be challenged from the perspective of the rule of law and the European commitments of Hungary. The aim of the paper is to describe the new regulations regarding the Hungarian statutory definition of acts of terrorism, and to analyse them within the Hungarian criminal legal frame and the abovementioned European requirements. Therefore, the characteristic of the paper will be the analytical method with the aim of creating de lege ferenda proposals for the Hungarian legislator, as well. In our paper, we are going to deal with the new European directive, as well, which will replace the Council Framework Decision 2002/475/JHA and will amend the Council Decision 2005/671/JHA from 20 April 2017.

Reinterpretation of Hungarian poetry in the latest works

The main idea of the article is the description of selected works which belong to the latest Hungarian historical novels. They are surprising for readers and at the same time constitute a polemic with the genre classics. The best -known historical novelists ate the turn of the 19 and 20 centuries in Hungary are: Géza Gárdonyi and Maurycy Jókai. One of the reasons for their popularity is the fact that in their works they mentioned well -known and at the same time painful events from the history of Hungary. It was the era of Turkish rule and the period of the Hungarian Spring of Nations. Other events included the Trianon case, which wasn t discussed between 1945 1989, the Second World War, and the Hungarian October. The mythic image of national struggle and the ighting Hungarian, which was shaped by Romantic writers, was preserved for a long time in the collective memory of Hungarians. It seemed to have become an indispensable element of national mythology. However, new authors appeared in contemporary Hungarian culture, who made an attempt at the demythi ication of events that were important for the Hungarian people. Such an attempt seems very interesting and controversial. It is a litmus test for the current state of the collective historical awareness of the nation. New literary works take a different approach to those events which are well -known to several generations of Hungarians from classical literature. They ask questions about the borders concerning rooted axiological categories and the lexibility of historical thinking. They are also an attempt at a timeless re lection connecting different periods. In Béla Fehér s book, which was written in the spirit of magical realism, the most popular leader of the Hungarian Spring of Nations Lajos Kossuth (1802 1894) quotes the words of Prime Minister Imre Nagy (1896 1958) from the days of the Hungarian October. As for the works which deal with the topic of the two World Wars, they pose questions about the moral value of struggles run on the wrong side in the interest of foreign powers.

The Situation of the Hungarian Minority in Slovakia in the Context of Slovak-Hungarian Relations

Praca jest analizą problemu sytuacji słowackich Węgrów z punktu widzenia trudnych relacji między oboma państwami. Przedstawiono status prawny i prawa językowe mniejszości na Słowacji. W ujęciu chronologicznym ukazano relacje pomiędzy grupą większościową a mniejszościową na terenach Słowacji. Obecnie diaspora węgierska w tym kraju jest największą spośród wszystkich mniejszości. Z tego powodu sytuacja słowackich Węgrów staje się kwestią polityczną. Istotną cechą charakterystyczną tej mniejszości będzie jej organizacja oraz fakt posiadania własnego przedstawicielstwa w Radzie Narodowej. Duży wpływ na postrzeganie Węgrów na Słowacji ma także zaangażowanie Budapesztu w poprawę losu rodaków poza granicami kraju. Od czasu powstawia niezależnej Republiki Słowacji, nastąpiło wiele incydentów o charakterze etnicznym, pogłębiały się istniejące już stereotypy. W niniejszej pracy przedstawiono najczęstsze zarzuty kierowane pod adresem mniejszości węgierskiej oraz odpowiedzi na pytania, o ich aktualność. Ponadto analizując procesy asymilacyjne słowackich Węgrów, możemy stwierdzić, że ich liczebność prawdopodobnie ulegnie zmianie po opublikowaniu najnowszych danych statystycznych.
The problem of the Hungarian Minority in Slovakia was discussed in thestudy. The question is important from the viewpoint of theSlovak-Hungarian relations. It presents the minorities and languagerights in Slovakia and the Slovak-Hungarian relations in chronologicalorder. Nowadays, Hungarian diaspora is the biggest among all of theminorities in this country. That is why the situation of SlovakianHungarians is perceived as a political question. The importantcharacteristic of this minority is its organization and the fact ofits representation in the National council of the Slovak Republic. TheHungarian Government’s minority policies affect the perception ofHungarians in Slovakia. Since the Slovak Republic has been created asan independent state, there have been many incidents of ethnicintolerance. The most frequent stereotypes concerning the Hungarianminority in Slovakia were presented in this study. Furthermore, basedon the analysis of the cultural assimilation processes of Hungariansliving in Slovakia, we can say that the number of the minority’smembers tends to decrease.

The subject of the present thesis is Hungarian national brand, Hungarian brands and a knowledge of Hungarian brands among the students of Hungarian studies from the Jagiellonian Uniersity. The thesis consists of two chapters. The first part includes a characteristic of Hungarian brands, including a notion of Hungarikum. There is presented a theoretical overview of national brand by the example of Hungary and also conceptions of the national brand architecture by the example of Budapest. Furthermore, this part analyses the Hungarian position in the annual report of the world’s most valuable nation brands. The second chapter includes the methodological bases of study, presentation as well as analysis of results. The purpose of this study was to examine knowledge of Hungarian brands among the students of Hungarian studies from the Jagiellonian Uniersity. The study was based on survey. The analysis showed that the students know Hungarian brands and are able to mention them. Most of them associate those: Pöttyös, Univer and Tokaji. A majority of the students connect Hungary to: paprika, wine and salami. The Hungarian brand, which the half students consider to the European brand is WizzAir.
Tematem niniejszej pracy jest marka narodowa Węgier, marki węgierskie oraz ich znajomość wśród studentów filologii węgierskiej Uniwersytetu Jagiellońskiego. Praca składa się z dwóch części. W pierwszej części scharakteryzowano marki węgierskie z uwzględnieniem pojęcia Hungarikum. Zaprezentowano zarys teoretyczny marki narodowej na przykładzie Węgier oraz koncepcje architektury marki narodowej na przykładzie miasta Budapeszt. Ponadto zanalizowano pozycję Węgier w raporcie Brand Finance najbardziej wartościowych marek narodowych. Drugą, empiryczną część pracy poświęcono przedstawieniu metodologicznych podstaw badań własnych oraz prezentacji i analizie wyników. Celem badań było sprawdzenie znajomości marek węgierskich wśród studentów filologii węgierskiej Uniwersytet Jagiellońskiego. Do przeprowadzenia badań wykorzystano kwestionariusz ankiety. Analiza materiału empirycznego wykazała, że większa część studentów zna i jest w stanie wymienić węgierskie marki. Najwięcej badanych wskazało markę: Pöttyös, Univer i Tokaj. Większość respondentów kojarzy Węgry z branżą turystyczną i z takimi produktami jak: papryko, wino i salami. Marką węgierską uznaną przez największą ilość respondentów za markę europejską jest WizzAir.
